Statement of Work (SOW) Less Lethal Specialty Impact/Chemical Munitions (LLSI/CM)

1. BACKGROUND: The Department of Homeland Security (DHS), Customs and Border Protection (CBP) has a requirement for the procurement of Distraction Devices, Specialty Impact and Chemical Munitions, hand delivered and launched in 40mm launchers, for training and operational use.

Relevant agencies within DHS may include, but are not limited to, the following listed in Table 1.1, below. This contract shall be awarded and administered by Customs and Border Protection (CBP).

2. SCOPE: This statement of work delineates the required performance criteria for the acquisition of Distraction Devices, Specialty Impact and Chemical Munitions, hand delivered and launched in 40mm launchers, for the Department of Homeland Security (DHS).

The technical requirements for the Distraction Devices, Specialty Impact, Smoke and Chemical Munitions, to be acquired, are specified in section 4 of this SOW.

3. APPLICABLE DOCUMENTS: CBP Use of Force Policy (4500-01B).

4. TECHNICAL REQUIREMENTS:

4.1. Hand Delivered Pyrotechnic Canisters

4.1.1. Smoke Canister for Training (Reduced Toxicity). This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have sufficient number of gas ports to facilitate dispersion of white smoke and have a continuous discharge time of 30-40 seconds. The chemical shall be formulated to be less toxic than Hexachloroethane (HC) smoke.

Performance shall be equal to or better than Defense Technologies part number 1063, Saf-smoke Grenade.

4.1.2. Continuous Discharge CS Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall have sufficient number of gas ports to facilitate dispersion of CS and have a continuous discharge time of 20-40 seconds. Performance shall be equal to or better than Defense Technologies part number 1082, Riot Control Continuous Discharge Grenade- CS.

4.1.3. Red Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuze with an average

1.5 second fuse delay. It shall have sufficient number of gas ports to facilitate dispersion of red colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1067, Colored Safe Smoke - Red.

4.1.4. Green Colored Smoke Canister. This hand delivered smoke canister shall be equipped with an M201A1 or equivalent fuse with an average

1.5 second fuse delay. It shall have sufficient number of gas ports to facilitate dispersion of green colored smoke and have a continuous discharge time of 30-50 seconds. Performance shall be equal to or better than Defense Technologies part number 1065, Colored Safe Smoke - Green.

4.1.5. Pocket Tactical Smoke Canister. This canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay, followed by continuous smoke discharge of 20 - 40 seconds.

The chemical shall be formulated to be less toxic than Hexachloroethane (HC) smoke. Performance shall be equal to or better than Defense Technologies part number 1017, Pocket Tactical Grenade-Saf-smoke.

4.1.6. Pocket Tactical CS Canister. This hand delivered or launchable average 1.5 second fuze delay, followed by continuous CS discharge of 20 - 40 seconds. Performance shall be equal to or better than Defense Technologies part number 1016, Pocket Tactical Grenade-

CS.

4.1.7. Three Part Sub-Munitions CS Canister. This hand delivered smoke average 1.5 second fuze delay. The canister shall contain three sub-munitions. After detonation of separation charge, it shall separate its three pieces to a distance of 20 feet and continuously release 92 grams of CS for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1026, Triple Chaser Grenade- Separating Canister- CS.

4.1.8. Non-Burning Internal Canister OC Grenade. This hand delivered OC average 1.5 second fuze delay. The canister shall be equipped with an internal canister that will contain the burned pyrotechnic contents.

After detonation, the contents will combust and release OC through ports on the outer canister while containing all fire-producing properties. The device shall contain a minimum of 7.5 grams of OC and discharge for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1030, Tri- Chamber Flameless Grenade - OC.

4.1.9. Non-Burning Internal Canister CS Grenade. This hand delivered CS average 1.5 second fuze delay. The canister shall be equipped with an internal canister that will contain the burned pyrotechnic contents.

After detonation, the contents will combust and release CS through ports on the outer canister while containing all fire-producing properties. The device shall contain a minimum of 20 grams of CS and discharge for 20-30 seconds. Performance shall be equal to or better than Defense Technologies part number 1032, Tri- Chamber Flameless Grenade - CS.

4.2. Non-Pyrotechnic Indoor/Outdoor Use

4.2.1. Flameless Expulsion Grenade (OC). This hand delivered canister shall be non-burning. It shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay. It shall expel approximately 0.5 grams of OC through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense Technologies part number 2040, Flameless Expulsion Grenade-OC.

4.2.2. Flameless Expulsion Grenade (CS). This hand delivered canister equivalent fuze with an average 1.5 second delay. It shall expel approximately 4.5 grams of CS through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense Technologies part number 2042, Flameless Expulsion Grenade-CS.

4.2.3. Flameless Expulsion Grenade (Inert). This hand delivered canister equivalent fuze with an average 1.5 second delay. It shall expel an inert material through gas ports located on the canister within 3 seconds. Performance shall be equal to or better than Defense

Technologies part number 2043, Flameless Expulsion Grenade- Practice.

4.2.4. Instant Blast Powder Grenade (OC). This hand delivered canister equivalent fuze with an average 1.5 second delay. Upon detonation, the outside canister shall split, immediately expelling approximately

9.2 grams of OC powder. Performance shall be equal to or better than Defense Technologies part number 1040, Instantaneous Blast Grenade- OC.

4.2.5. Instant Blast Powder Grenade (CS). This hand delivered canister equivalent fuze with an average 1.5 second delay. Upon detonation, the outside canister shall split, immediately expelling approximately 44 grams of CS powder. Performance shall be equal to or better than Defense Technologies part number 1042, Instantaneous Blast Grenade- CS.

4.2.6. Instant Blast Powder Grenade (Inert). This hand delivered canister equivalent fuze with an average 1.5 second delay. Upon detonation, the outside canister shall split, immediately expelling inert powder.

Performance shall be equal to or better than Defense Technologies part number 1043, Instantaneous Blast Grenade- Practice.

4.2.7. OC Vapor Aerosol Grenade. This hand delivered canister shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second fuze delay. It shall be no larger in diameter than 2.25 inches and no more than 6.5 inches in length. It shall disperse the OC mist and have a continuous discharge time of 1-5 seconds. The active agent shall be .7% OC Capsaicinoid. Performance shall be equal to or better than Defense Technologies part number 1056, OC Vapor Aerosol Grenade.

4.2.8. OC Vapor Aerosol Grenade (Inert). This hand delivered canister shall be equipped with an M201A1 or equivalent fuze with an average

1.5 second fuze delay. It shall be no larger in diameter than 2.25 inches and no more than 6.5 inches in length. It shall disperse the inert mist and have a continuous discharge time of 1-5 seconds.

4.3. Hand Delivered Rubber Ball Grenades

4.3.1. Rubber Ball Grenade. This device shall be equipped with an

M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which disperses approximately 180 .32 caliber sized rubber balls in a fifty foot radius.

4.3.2. Rubber Ball Grenade (CS). This device shall be equipped with an followed by another 0.5 second delay charge which disperses approximately 180 .32 caliber sized rubber balls in a fifty foot radius.

The device will also disperse approximately 2 grams of CS upon detonation. Performance shall be equal to or better than Defense Technologies part number 1088, Stinger Rubber Ball Grenade- CS.

4.3.3. Rubber Ball Blast Grenade (OC). This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which delivers light and sound stimuli, along with an OC payload. The sound stimulus produced by the device shall be 175 decibels at 5 feet. The OC payload shall be 26 grams. Performance shall be equal to or better than Defense Technologies part number 1095, Rubber Ball Blast Grenade (OC).

4.3.4. Rubber Ball Blast Grenade (CS). This device shall be equipped with an M201A1 or equivalent fuze with an average 1.5 second delay, followed by another 0.5 second delay charge which delivers light and sound stimuli, along with a CS payload. The sound stimulus produced by the device shall be 175 decibels at 5 feet. The CS payload shall be 26 grams. Performance shall be equal to or better than Defense Technologies part number 1097, Rubber Ball Blast Grenade (CS).

4.3.5. Rubber Ball Blast Grenade. This device shall be equipped with an followed by another 0.5 second delay charge which delivers light and sound stimuli. The sound stimulus produced by the device shall be 175 decibels at 5 feet. Performance shall be equal to or better than Defense Technologies part number 1098, Rubber Ball Blast Grenade (Inert).

4.3.6. Rubber Ball Grenade (OC). This device shall be equipped with an followed by another 0.5 second delay charge which disperses approximately 180, .32 caliber sized rubber balls in a fifty foot radius.

The device will also disperse approximately .30 grams of OC powder upon detonation. Performance shall be equal to or better than Defense Technologies part number 1089, Stinger Rubber Ball Grenade- OC.

4.3.7. Hand ball Grenade (CS). This device shall be equipped with an

M201A1 or equivalent fuze and shall produce a continuous discharge of CS for 10 - 25 seconds. The device will disperse 45.4 grams of CS.

4.3.8. Hand ball Grenade (OC). This device shall be equipped with an

M201A1 or equivalent fuze and shall produce a continuous discharge of OC for 10 - 25 seconds. The device will disperse 8.3 grams of OC.

4.4. 40mm Launched Specialty Impact Munitions

4.4.1. 40mm Direct Impact Sponge Cartridge. This cartridge shall be propelled by smokeless powder and shall have a projectile consisting of a plastic body and foam (sponge) nose. The projectile shall exhibit a velocity of 310 - 340 feet per second at 5ft, when launched from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 9 inches at the maximum effective range of 131 feet. It shall have a non-lethal effective operating range between 5 - 131 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6325, eXact iMpact - 40 mm Sponge Round.

4.4.2. 40mm Direct Impact Sponge Cartridge. This cartridge shall be propelled by smokeless powder and shall have a projectile consisting of a plastic body and foam (sponge) nose. The projectile shall exhibit a velocity of 380 - 410 feet per second when launched from a B&T GL- 06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 9 inches at the maximum effective range of 230 feet. It shall have a non-lethal effective operating range between 33 - 230 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6325LE, eXact iMpact - 40 mm Extended Range Sponge Round.

4.4.3. 40mm Direct Impact Sponge Cartridge (OC). This cartridge shall be propelled by smokeless powder and shall have a 1.45 ounce projectile consisting of a plastic body and foam (frangible) nose which disperses OC powder upon impact. The projectile shall exhibit a velocity of 280 - 310 feet per second at 5 feet, when launched from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 6 inches at the maximum effective range of 131 feet. It shall have a non-lethal effective operating range between 5 - 131 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6320, Direct Impact - OC.

4.4.4. 40mm Direct Impact Sponge Cartridge (OC – Extended Range).

This cartridge shall be propelled by smokeless powder and shall have a 1.4 ounce projectile consisting of a plastic body and foam (frangible) nose which disperses OC powder upon impact. The projectile shall exhibit a velocity of 340 - 370 feet per second when fired from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 9 inches at the maximum effective range of 230 feet. It shall have a non-lethal effective operating range between 33 - 230 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6320LE, Direct Impact - 40 mm Extended Range OC Sponge Round.

4.4.5. 40mm Direct Impact Sponge Cartridge (Marking). This cartridge shall be propelled by smokeless powder and shall have a 1.45 ounce projectile consisting of a plastic body and foam (crushable) nose which disperses marking powder upon impact. The projectile shall exhibit a velocity of 280 - 310 feet per second at 5ft, when launched from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 11 inches at the maximum effective range of 131 feet. It shall have a non-lethal effective operating range between 5 - 131 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6326, Direct Impact - Marking.

4.4.6. 40mm Direct Impact Sponge Cartridge (Marking – Extended

Range). This cartridge shall be propelled by smokeless powder and shall have a 1.4 ounce projectile consisting of a plastic body and foam (frangible) nose which disperses marking powder upon impact. The projectile shall exhibit a velocity of 340 - 370 feet per second when fired from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 9 inches at the maximum effective range of 230 feet. It shall have a non-lethal effective operating range between 33 - 230 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6326LE, Direct Impact - 40 mm Extended Range Marking Sponge Round.

4.4.7. 40mm Direct Impact Sponge Cartridge (Inert). This cartridge shall be consisting of a plastic body and foam (crushable) nose which disperses inert powder upon impact. The projectile shall exhibit a velocity of 280 - 310 feet per second at 5ft, when fired from a B&T GL- 06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 4 inches at the maximum effective range of 131 feet. It shall have a non-lethal effective operating range between 5 - 131 feet. This cartridge shall function in an HK 169, HK than Defense Technologies part number 6323, Direct Impact - Inert.

4.4.8. 40mm Direct Impact Sponge Cartridge (Inert – Extended Range).

This cartridge shall be propelled by smokeless powder and shall have a 1.4 ounce projectile consisting of a plastic body and foam (crushable) nose which disperses inert powder upon impact. The projectile shall exhibit a velocity of 340 - 370 feet per second when fired from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 9 inches at the maximum effective range of 230 feet. It shall have a non-lethal effective operating range between 33 - 230 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6323LE, Direct Impact - 40 mm Extended Range Inert Sponge Round.

4.4.9. 40mm Direct Impact Sponge Cartridge (CS). This cartridge shall be consisting of a plastic body and foam (crushable) nose which disperses CS powder upon impact. The projectile shall exhibit a velocity of 280 - 310 feet per second at 5 feet, when fired from a B&T GL-06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 11 inches at the maximum effective range of 131 feet. It shall have a non-lethal effective operating range between 5 - 131 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6322, Direct Impact - CS.

4.4.10. 40mm Direct Impact Sponge Cartridge (CS). This cartridge shall be propelled by smokeless powder and shall have a 1.4 ounce projectile consisting of a plastic body and foam (crushable) nose which disperses CS powder upon impact. The projectile shall exhibit a velocity of 340 - 370 feet per second at 5ft, when fired from a B&T GL- 06DHS launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 11 inches at the maximum effective range of 230 feet. It shall have a non-lethal effective operating range between 33 - 230 feet. This cartridge shall function in an HK 169, HK than Defense Technologies part number 6322LE, Direct Impact - CS.

4.4.11. 40mm Sponge Training Rounds. This cartridge shall be reloadable and simulate the dimensions and accuracy (to a range of 120 feet) of the Direct Impact Sponge Cartridge. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Each cartridge must be able to be fired a minimum of ten (10) times with only the replacement of propellant. Performance shall be equal to or better than Defense Technologies part number 6530, 40MM Reloadable 250-Shot Training Kit.

4.4.12. 40mm Sponge Training Rounds. This cartridge shall be reloadable and simulate the dimensions and accuracy (to a range of 230 feet) of the Direct Impact Sponge Cartridge. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Each cartridge must be able to be fired a minimum of ten (10) times with only the replacement of propellant. Performance shall be equal to or better than Defense Technologies part number 6530LE, 40MM Reloadable Extended Range 250-Shot Training Kit.

4.4.13. 40mm Multiple Rubber Ball Round. This cartridge shall be propelled by smokeless powder and shall have between 17-20 (60 caliber) rubber projectiles. The projectiles shall exhibit a velocity of 310-340 feet per second at 5 feet, when fired from a B&T GL-06DHS launcher. It shall have a non-lethal effective operating range between 15 - 50 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6097, Stinger 60 Caliber - 40mm Smokeless Powder Rubber Ball Round.

4.4.14. 40mm Multiple Rubber Ball Round (Shortened). This cartridge shall be propelled by smokeless powder and shall contain 60 caliber rubber projectiles. This cartridge shall function in an M203 launcher.

Performance shall be equal to or better than Defense Technologies part number 6097 SL, Stinger 60 caliber – 40mm Smokeless Powder Rubber Ball Round.

4.4.15. 40mm Multiple Rubber Ball Round. This cartridge shall be propelled by smokeless powder and shall contain approximately 130 (32 caliber) rubber projectiles. The projectilse shall exhibit a velocity of 280-310 feet per second at 5ft, when fired from a B&T GL-06DHS launcher. It shall have a non-lethal effective operating range between 15 - 30 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6096, Stinger 32 Caliber - 40mm Smokeless Powder Rubber Ball Round.

4.4.16. 40mm Multiple Rubber Ball Round (Shortened). This cartridge shall be propelled by smokeless powder and shall contain 32 caliber rubber projectiles. This cartridge shall function in an M203 launcher.

4.4.17. 40mm Rubber Baton Round. This cartridge shall be propelled by smokeless powder and shall contain three rubber projectiles. The projectiles shall exhibit a velocity of 240-270 feet per second at 5 feet, when launched from a B&T GL-06DHS. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6064, Rubber Baton – 40mm Smokeless Powder Round.

4.4.18. 40mm Rubber Baton Round (Shortened). This cartridge shall be propelled by smokeless powder and shall contain rubber projectiles.

The projectiles shall exhibit a velocity of 240-270 feet per second at 5 feet, when launched from an M203 launcher. Performance shall be equal to or better than Defense Technologies part number 6064SL, Rubber Baton – 40mm Smokeless Powder Round.

4.4.19. 40mm BIP Collapsible Gel Round

This cartridge shall be propelled by smokeless powder and have a

1.76 ounce projectile consisting of a collapsible gel nose which disperses kinetic energy across a large surface area. The projectile shall exhibit a velocity of 285 ± 30 feet per second at 5ft, when fired from an HK Model 69 Grenade Launcher. It shall be capable of accuracy by maintaining three shots within an extreme spread of 4 inches at the maximum effective range of 120ft. It shall have a non-lethal effective operating range between 10 - 120 feet. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06.

4.5. Crowd Management Projectile Cartridges

4.5.1. 40mm Smokeless Powder Blast (OC). This 40mm cartridge shall instantaneously discharge 2.0 grams of OC to a distance of approximately 25 feet from the muzzle of the device. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06.

part number 6040, 40 mm Muzzle Blast Smokeless Powder– OC.

4.5.2. 40mm Smokeless Powder Blast (OC - Shortened). This 40mm cartridge shall instantaneously discharge OC to a distance of approximately 25 feet from the muzzle of the device. This cartridge shall function in an M203 launcher. Performance shall be equal to or better than Defense Technologies part number 6040SL, 40mm Muzzle Blast Smokeless Powder– OC.

4.5.3. 40mm Smokeless Powder Blast (CS). This 40mm cartridge shall instantaneously discharge 12.3 grams of CS chemical agent to a distance of approximately 25 feet from the muzzle of the device. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-

06. Performance shall be equal to or better than Defense Technologies part number 6042 40mm Muzzle Blast Smokeless Powder– CS.

4.5.4. 40mm Smokeless Powder Blast (CS - Shortened). This 40mm cartridge shall instantaneously discharge CS to a distance of approximately 25 feet from the muzzle of the device. This cartridge shall function in an M203 launcher. Performance shall be equal to or better than Defense Technologies part number 6042SL, 40mm Muzzle Blast Smokeless Powder– CS.

4.5.5. 40mm Long Range Canister (OC). This 40mm cartridge shall be capable of launching a single canister to a distance of 150 yards. The canister shall discharge approximately 7.3 grams of OC for 20 - 40 seconds. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6180 40mm Spede-Heat- OC.

4.5.6. 40mm Long Range Canister (OC – Short Range). This 40mm cartridge shall be capable of launching a single canister to a distance of 75 yards. The canister shall discharge approximately 7.3 grams of OC for 20 - 40 seconds. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6280 40mm Spede-Heat- OC Short Range.

4.5.9. 40mm Long Range Canister (Smoke). This 40mm cartridge shall be canister shall discharge Smoke for 20 - 40 seconds. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06.

4.5.11. 40mm Cartridge Four Part Sub-Munitions (CS). This 40mm cartridge shall contain approximately 25.2 grams of CS within four sub-munitions canisters and have a discharge time of 10 - 25 seconds. It shall have an effective range of 80 - 100 yards. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-

4.5.12. 40mm Cartridge Four Part Sub-Munitions (Smoke). This 40mm cartridge shall expel inert smoke that has a lower toxicity than Hexachloroethane (HC) within four sub-munitions canisters and that have a discharge time of 10 - 25 seconds. It shall have an effective range of 80 - 100 yards. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6173, 40mm Skat-Shell- Smoke.

4.5.13. 40mm Aerial Warning Munitions (50 Meters). This 40mm cartridge shall travel a distance of approximately 50 meters before detonating.

Upon detonation, it will produce approximately 170 dB at 5 feet and 5 million candelas in 7.5 milliseconds. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6028WS, 40mm Aerial Warning/Signaling Munition.

4.5.14. 40mm Aerial Warning Munitions (100 Meters). This 40mm cartridge shall travel a distance of approximately 100 meters before detonating.

Upon detonation, it will produce approximately 170 dB at 5 feet and 5 million candelas in 7.5 milliseconds. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 6029WS,

4.6. Controlled Noise And Light Distraction Devices

4.6.1. Distraction Device Compact. This distraction device shall be non-reloadable. It shall have a metallic body measuring approximately 1.72 inches in diameter at the widest point and 5.50 inches in length, with exhaust ports located at the top and bottom of the device. It shall be made in a design that restricts the device from freely rolling on a flat service. It shall be equipped with a M201A1 fuze or equivalent with an average 1.5 second delay, containing approximately 11 grams flash powder. After detonation, it will produce 175 dB at five feet with 6 - 8 million candela in 10 milliseconds. Performance shall be equal to or better than Defense Technologies part number 8922 NR, Distraction Device Low Roll II.

4.6.2. Distraction Device Compact. This distraction device shall be non-reloadable. It shall have a metallic body measuring approximately 1.72 inches in diameter at the widest point and 5.50 inches in length, with exhaust ports located at the top and bottom of the device. It shall be made in a design that restricts the device from freely rolling on a flat service. It shall be equipped with a M201A1 fuze or equivalent with an average 1.5 second delay, containing approximately 11 grams flash powder. After detonation, it will produce 175 dB at five feet with 6 - 8 million candela in 10 milliseconds. Performance shall be equal to or better than Defense Technologies part number 8922-HH, Low Roll 11- Gram Non-Reloadable Distraction Device, High Humidity.

4.6.3. Distraction Device Compact Training Body (Blue)

This distraction device training body will be a replica of the Low Roll II Distraction Device. It will be a reusable, non-bursting distraction device body, designed to be used with the Low Roll Distraction Device Training Fuze. Body must colored to be distinguishable from operational devices and be rated for unlimited deployments.

4.6.4. Distraction Device. This distraction device shall be non-reloadable. It shall have a metallic body measuring approximately 2.01 inches in diameter at the widest point and 5.77 inches in length, with exhaust ports located at the top and bottom of the device. It shall be made in a design that restricts the device from freely rolling on a flat service. It shall be equipped with a M201A1 fuze or equivalent with an average

1.5 second delay, containing approximately 12 grams flash powder.

After detonation, it will produce 175 dB at five feet with 6 - 8 million candelas in 10 milliseconds. Performance shall be equal to or better than Defense Technologies part number 8902 NR, Distraction Device Low Roll.

4.6.5. Distraction Device Reloadable Steel Body. Reusable, non-bursting distraction device body measuring approximately 1.87 inches in diameter, and 4.7 inches in length, with ports located on the top and bottom, designed to be used with M201A1 fuze. Body must be rated for a minimum of 25 deployments. Performance must be equal to or better than Defense Technologies part number 8933, Distraction Device Low Roll Body.

4.6.6. Distraction Device Reload. This distraction device reload shall be equipped with an M201A1 fuze or equivalent with an average 1.5 second delay, containing approximately 12 grams flash powder. After detonation, it will produce 175 dB at five feet with 6 - 8 million candela in 9 milliseconds. The reload will be suitable for use in the Distraction Device Reloadable Steel Body. Performance shall be equal to or better than Defense Technologies part number 8901, Distraction Device Reload.

4.6.7. Command Initiated Distraction Device Reload. This command initiated reload shall be equipped with a 24" lead of shock tube for use with additional shock tube an initiator. The reload will be suitable for use in the Distraction Device Reloadable Steel Body (4.6.3). It shall contain approximately 12 grams flash powder. It is desired that after detonation it produce 175 dB at five feet with 6 – 8 million candela in 9 milliseconds. Performance shall be equal to or better than Defense Technologies reload, part number 7001 CI, Command Initiated Reload.

4.6.8. Distraction Device Training Fuze. This distraction device training fuse shall be an M201A1 type fuze or equivalent with an average 1.5 second delay. After detonation, it will produce 120 dB at five feet with less than 6 - 8 million candelas in 9 + 5 milliseconds. The reload will be suitable for use in the Distraction Device Training Body.

4.6.9. Distraction Device Training Body. This distraction device training body will be a replica of the Distraction Device Reloadable Steel Body.

It will be reusable, non-bursting distraction device body measuring approximately 1.87 inches in diameter, and 4.7 inches in length, with ports located on the top and bottom, designed to be used with the Distraction Device Training Reload. Body must be colored to be distinguishable from operational devices and be rated for a minimum of 25 deployments. Performance must be equal to or better than Defense Technologies part number 8933T, Distraction Device Training Body.

4.6.10. Multiple Detonation Distraction Device. This distraction device shall be non-reloadable. It shall have a metallic body measuring approximately 2.15 inches in diameter at the widest point and 5.77 inches in length, with exhaust ports located at the top and bottom of the device. It shall be equipped with a M201A1 fuze or equivalent with an average 1.5 second delay. After fuze initiation, it will produce a minimum of seven (7) arrhythmic individual outputs producing between 143 dB and 172 dB at five feet with a minimum of 1 million candelas. All individual outputs must occur within 9 seconds of fuze initiation. Performance shall be equal to or better than Combined Tactical Systems part number 7290-9, Flash-Bang 9.

4.6.11. Low Profile Distraction Device. This munition shall measure approximately 3 inches wide, 11 inches in length, and no more than

0.7 inches thick. The munition shall be equipped with a minimum of 15 foot electric match. Upon electric initiation via a command initiator, the munition will produce approximately 175dB at 5ft and approximately 6- 10 million candela. Performance shall be equal to or better than Amtec Less Lethal Systems part number ALST460, Tactical Blast Strip.

4.6.12. Command Initiator. This device shall have a hard plastic body approximately 2.75 in wide and 6.0 inches in length, and powered by a standard 9 volt battery. The device shall have individual electric wire connections and a positive safety means to interrupt the connection of the circuit, preventing accidental initiation. Performance shall be equal to or better than Amtec Less Lethal Systems part number ALSTCI, Command Initiator.

4.7. Ferret Rounds

4.7.1. 40mm Ferret Round (OC Powder). This 40mm cartridge shall be capable of launching a single frangible projectile filled with approximately .59 grams of OC powder at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the OC powder on the other side of the barrier. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 1290, 40mm Ferret OC Powder.

4.7.2. 40mm Ferret Round (OC Liquid). This 40mm cartridge shall be approximately 4.5 grams of OC liquid at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the OC liquid on the other side of the barrier. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 2260, 40mm Ferret OC Liquid.

4.7.3. 40mm Ferret Round (CS Powder). This 40mm cartridge shall be approximately 6.0 grams of CS powder at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the CS powder on the other side of the barrier. This cartridge shall function in an HK 169, HK than Defense Technologies part number 1292, 40mm Ferret CS Powder.

4.7.4. 40mm Ferret Round (CS Liquid). This 40mm cartridge shall be approximately 8.0 grams of CS liquid at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the CS liquid on the other side of the barrier. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 2262, 40mm Ferret CS Liquid.

4.7.5. 40mm Ferret Round (Inert Powder). This 40mm cartridge shall be capable of launching a single frangible projectile filled with Inert powder at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the Inert powder on the other side of the barrier. This cartridge shall function in an HK 169, HK 69, HK GLM, Technologies part number 1293, 40mm Ferret Practice.

4.7.6. 40mm Ferret (Inert Liquid). This 40mm cartridge shall be capable of launching a single frangible projectile filled with inert liquid at a velocity of approximately 450 fps. The projectile shall be designed to penetrate barriers of glass, particle board, and interior walls. Upon impact of the barrier, the nose cone will rupture and instantaneously deliver the inert liquid on the other side of the barrier. This cartridge shall function in an HK 169, HK 69, HK GLM, and B&T GL-06. Performance shall be equal to or better than Defense Technologies part number 2263, 40mm Ferret (Inert Liquid).

5. ADMINISTRATIVE REQUIREMENTS

5.1. Quality Control and Quality Assurance

5.1.1. No changes in design of any device or accessory shall take place without the prior approval of the COR and the CO.

5.1.2. Devices and accessories which fail any portion of the vendor’s (including manufacturers) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a device or accessory which has failed any portion of the QC testing, for purposes of delivery.

5.1.3. The Government may conduct periodic random Quality Assurance (QA) testing of devices and/or accessories produced, to ensure items meet performance requirements for which the contract was awarded.

5.1.4. QA may or may not be conducted by Government personnel at a Government owned facility.

5.1.5. Devices and/or accessories which fail QA testing may be sent back to the vendor, at no cost to the Government, and replaced with an equal amount of new supplies. If a second or subsequent failure (for the same test) occurs within the same batch, this will be considered a batch failure.

The vendor shall be notified by the COR, in writing, of the nature of the failure, defect, or deficiency and the vendor shall replace the entire batch at no cost to the government.

5.1.6. Vendor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect devices and/or accessories. The vendor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the COR within 60 calendar days of notification of non-conformance.

5.2. Warranties

5.2.1. Vendor shall warrant all products contained in this contract to be free of defects. Vendor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Work, and guarantees that the product will maintain useful shelf life under reasonable storage conditions (both CONUS and OCONUS) for a period of five (5) years from the date of product acceptance.

5.2.2. The vendor shall provide to the COR a single point of contact (including name, phone number, and email address) who will handle all warranty claims occurring under this contract.

5.2.3. The vendor shall utilize FEDEX, UPS overnight, or other trackable next day service for all warranty shipments to the government.
