Section C - Descriptions and Specifications

C.1. SCOPE OF WORK

C.1.1. The contractor shall provide pier side assists by providing the necessary management, technical services, labor, material, support services and equipment to accomplish a full range of depot level repairs and alterations, troubleshooting, maintenance, installation, and removal of main and auxiliary, hull, mechanical and electrical (HM&E) equipment and systems onboard U.S. Navy or other military type vessels. The contractor shall also provide in-plant and dry dock capabilities for U.S. Navy or other military type vessels when required by the delivery order. The work will be accomplished onboard U.S. Navy vessels located primarily within a 50-mile radius of Norfolk, Virginia but may be accomplished OCONUS.

C.1.2. Due to U.S. Navy or other customer commitments and schedules, a significant number of delivery orders may be issued as emergent requirements. The contractor may be required to respond to more than one requirement (simultaneous delivery orders for more than one vessel). A requirement may consist of a single or multiple vessels.

C.1.3. Required reports and documentation must be compatible with the most current Windows Operating System and MS Office 2010 Professional, or later, as the standard Office Software. The use of Web Applications will also be required.

C.1.4. The contractor shall assign one lead project manager for each delivery order and this person shall coordinate all aspects of the delivery order with the designated Government representative and vice versa. The contractor lead will keep the Government representatives apprised of schedule, technical, material and financial issues pertinent to the delivery order.

C.2. PERSONNEL

C.2.1. The contractor shall be responsible for the employment of trained and technically qualified personnel to perform a full range of depot level repairs and alterations, trouble shooting, maintenance, installation, and removal of major ship components and equipment onboard U.S. Navy or other military type vessels. The contractor, upon request of the Government representative, shall produce the qualifications of an individual to substantiate qualifications to perform the task being worked. In addition, the contractor is responsible for employing and maintaining the personnel, organizational and administrative control necessary to ensure the performance meets or exceeds all contract specification requirements hereunder and as set forth in each individual delivery order.

C.2.2. Organizations performing blasting and painting operations and preservation on steel hull craft shall be certified in accordance with QP-1 of Systems and Specifications, SSPC Painting Manual, Volume 2 or NAVSEA-approved equivalent.

C.2.3. Welders shall carry their welding certifications with them at all times. Welders shall be certified in accordance with NAVSEA Technical Publication (TP) 248 (S9074-AQ-GIB-010/248). The contractor shall be required to supply qualified American Bureau Shipping (ABS) welders.

C.3. ORGANIZATION

The contractor must have an organization with the experience and comprehensive understanding to apply management techniques, methods and procedures required to efficiently complete the requirements of this solicitation. Expertise and experience anticipated to be needed for performance of this contract include, but is not limited to, ships, boats, craft, barges and service craft having the following characteristics:

a. Types of Vessels: Standard ship’s, boats, craft, barges and service craft to high performance advanced craft

b. Structural Material: Steel, aluminum, thin aluminum, composite (includes fiber reinforced plastic), wood, PCMS (Passive Countermeasure Systems Services) and inflatable

c. Propulsion Method: electric, gas and diesel engines, gas turbines, shaft with propeller, waterjets, outdrives and surface piercing propellers.

d. Design Types: Hull, Mechanical, Electrical and Electronic design; basic commercial off-the-shelf to militarized special designs

e. Hull Types: Displacement, semi-displacement, planning, wave piercing, surface effect, SWATH, monohulls, multi-hulls and other specialized one-of-a-kind hull forms

f. Operational Modes: Manned and Unmanned vehicles

C.4. REFERENCES

In performing the requirements of this contract, the contractor shall comply with all the following references and attachments (Section J) to this solicitation.

a. Category I, NAVSEA STANDARD ITEMS (NSIs) may be viewed on the Internet at http://www.navsea.navy.mil/Home/RMC/CNRMC/Our-Programs/SSRAC/ and will apply to all delivery orders.

NOTE: The contractor shall comply with the latest revision of these documents in effect at solicitation closing and when each option year is invoked. Additionally, in the event that there is any conflict between the references, NSIs, LWTs, and SWTs take precedence over technical manuals, other specifications, and other references. Also, when references incorporate other tiered references, they are to be followed.

C.5. POST-AWARD SUBMISSION

After receipt of a delivery order award and prior to starting work onboard the vessel (as applicable), the contractor must submit a Visit Authorization Letter (VAL) in accordance with SECNAV M-5510.30 (Dept. of the Navy, Personnel Security Program), and/or DOD 5220.22 (National Industrial Security Program Operating Manual), to the Commanding Officer of the ship via the MARMC Security Officer.

C.6. FACILITIES

Although facility requirements may vary with the work authorized for a specific delivery order, the successful offeror must be a ship repair company with facilities within the MARMC Norfolk local travel area (an area consisting of a fifty (50) mile radius of MARMC Norfolk) and possess the minimum facility requirements described below:

C.6.1 Provide specific information on Shop Facilities to be used to perform work under this contract including:

a. Shipfitting types of work: Rip out, alteration, repair, and installation of ship’s hull and superstructure including hull plates, frame structure, metal deck plating and grating, hull-fittings such as davits, fairleads, chocks, bollards, watertight doors, hatches, fittings, scuttles, sockets, and deck rails.

b. Sheet Metal work: Rip out, alteration, repair and installation of ventilation ducting, berthing and messing equipment, partitions, racks, shelving and bin storage, galley and refrigerated space equipment, joiner doors and bulkheads.

c. Non-Nuclear Welding: American Bureau of Shipping (ABS) and Military Standards (Mil-Std) Welding of ferrous and nonferrous material using shielded metal arc, gas metal arc, gas tungsten arc, oxygen-acetylene, and resistance welding equipment as appropriate.

d. Pipefitting: Manufacture and replace parts, fabricate piping assemblies, perform hydraulic testing on piping assemblies. Assist in alignment of pipe runs, removal of worn or defective piping components.

e. Outside Machine: Repair, troubleshooting, test, reinstall, and align main propulsion and auxiliary feed pumps, including steering, windlass, capstan, compressors, feed pumps, forced draft blowers, steam turbines, shaft seals, evaporators, turbo generators, tank level indicators, deck machinery, gallery and scullery equipment, and laundry equipment.

f. Pump Repair: Disassemble, overhaul, repair, reassemble, inspect and align all types of pumps (except hydraulic) including centrifugal, gear, rotary and reciprocating pumps and air compressors.

g. Electrical: In work center – recondition motors, rewind armatures and stators, load test motors, repair emergency diesel stators, small boat generators, submersible pumps, starters, signal search lights, Direct Current (DC) power supplies, and overhaul running light panels, Motor Generator (M/G) set control cabinets, reversing controllers, and automatic bus transfers.

h. Outside Electrical: Provide technical assistance, troubleshoot, and test operations of ship’s electrical systems and machinery. Inspect, test, and repair onboard ship’s electrical equipment such as motors, generators, motor generators, propulsion motors, magnetic clutches, cables, control panels, motor starters, switches, navigation lights, resistor banks, appliances, lighting equipment, and repair starters.

i. Electronic Test: Repair and Alignment. Test and Repair General Purpose Electronic Test Equipment (GPETE), test, disassemble, clean, repair, overhaul, reassemble, calibrate and align communication, radar and other electronic equipment. Fiber optic and Miniature/Micro-miniature removal, installation, repair and limited automatic circuit card testing.

j. Interior Communication Test and Repair: Troubleshoot, repair and test ship’s interior communication systems, alarm systems, machinery control and indicating system, tape recorders, and ship’s navigation and control systems.

k. Woodworking and Pattern Making: Manufacture or repair wooden items found aboard Naval vessels. Repair wooden and fiberglass hulls and decks, manufacture patterns and boxes.

l. Riggers Support Activity: Operate cranes, booms, deck winches, chain falls, and other rigging and weight handling equipment including rigging booms and securing guys for loading and off-loading equipment, material and boats.

C.6.2 Provide specific information on Dry-Dock Facility to be used to perform work under this contract including:

a. The dry-docking of all ships, boats, craft, barges and service craft must be accomplished in dry-docks certified in accordance with MIL-STD-1625D (SH) or by an independent third party engineering firm recognized by the American Bureau of Shipping as capable of performing dry-dock design reviews (as designated in the delivery order) which determine that the dry-dock is suitable for dry-docking the vessel.

C.7. GENERAL REQUIREMENTS

The following are applicable to the extent they apply to all repairs, modifications, testing and adjustments. Any cost to comply with these requirements shall be included in the price of the CLINs listed in Section B.

C.7.1 The Contractor shall:

a. Exercise sound judgment and expertise to assure the successful completion of all tasks placed hereunder.

b. Designate those persons authorized to accept/reject verbal orders by the Administrative Contracting Officer (ACO).

c. Coordinate schedules in the work affected areas with the Ship’s Authorized Representative (SAR), MARMC Maintenance Team, Lead Maintenance Activity (LMA), and the Contracting Officer’s Representative (COR) during the performance period of the delivery order. Obtain a copy of the ship’s operation drills, etc. (prior to start of work) from the SAR thus avoiding unnecessary delays. The work effort on delivery orders shall be coordinated at minimum on a daily basis with the SAR to allow for changing situations onboard ships, vessels and shore activities to minimize delays and disruptions.

d. Promptly forward all requests for changes in delivery schedules, funding requirements and scope of work in one legible copy, in hard copy or approved transferrable media. These requests shall include specific details as to what changes are required and circumstances requiring such and shall be submitted to the COR for forwarding to the ACO prior to 85% of delivery availability being exceeded.

e. Not respond to new performance requirements until a delivery order or a modification has been signed or verbal authorization has been given by the ACO.

f. Not respond to any requests requiring deviations in technical performance as specified in the delivery order without obtaining prior approval of the ACO.

g. Be responsible for inspection of workspaces prior to manning to ensure spaces are available for work to avoid unnecessary delays in day to day work schedule.

h. Comply with NSI 009-24 in regards to isolation, blanking and tagging equipment, systems, circuits, components, piping and valves.

i. Provide protection during contamination-producing operations and maintain cleanliness in accordance with NSI 009-06. Remove and properly dispose of all debris or trash resulting from cleaning, removal, installation or any other aspect of task performance. This will be required of all tasks performed on this contract whether at a Government facility or at a privately owned facility.

j. Be responsible for any required lifting, handling, on-loading/off- loading, and transporting, whether on board or going from or to the ship. If crane services are to be provided, they will be contractor provided and shall comply with the requirements of NSI 009-40 when working at Commander Naval Base Norfolk and Joint Expeditionary Base Little Creek – Fort Story.

k. Except as otherwise provided in this contract, or delivery orders issued hereunder, the Contractor shall provide all material, labor services, equipment, supplies, power, accessories, facilities and such other supplies and services as necessary for accomplishing assigned tasks. The Contractor may request on a case- by-case basis to use ship's services that are available. A request for use of ship's services must be made jointly to the SAR, LMA, and COR. Written permission will be obtained from the Commanding Officer (CO) of the ship before actual use of any ship services. A request for ship's services may be turned down whether or not the requested service is available. Denial of a request for use of ship's services will not be a valid basis for any claim or request for compensation. Regardless of any request for ship’s services, ship’s services shall not be used for contractor life support systems (compressors for breathing air), lifting equipment or any other equipment wherein an unexpected disruption of services has a high potential for loss of life, injury or damage to the ship’s equipment.

l. Any requirements for temporary access shall be handled in accordance with the requirements of NSI 009-05.

m. Ensure personnel are familiar with the requirements of NSIs 009-08.

n. Accomplish the requirements of NSI 009-40 for the use of contractor cranes at naval facilities. For work at other than naval facilities, contact the facility manager to determine the requirements and restrictions for crane operations prior to mobilization on-load, final determination of production sequencing and production zone layout, and demobilization off-load. Crane placement restrictions may affect production sequencing and zoning.

o. Ensure that persons assigned to render services hereunder are at all times under the direction and control of the contractor and are not employees of the Government.

o. Accomplish the requirements of NSI 009-23. The contractor shall be responsible for the removal/installation of interferences, as required.

p. Accomplish the requirements of NSI 009-84 when using any temporary fasteners and NSI 009-95 when using any mechanically attached fittings.

q. Follow all applicable Federal, State, and Local Laws concerning safety, health, and welfare of personnel and equipment as well as other personnel and equipment within a close proximity of the ongoing work and participate in drills to exercise the capacity for compliance to applicable Federal, State, and Local Laws.

r. Contact the COR and/ or Maintenance Team (MT) Project Manager (PM) when problems are encountered after normal working hours. If neither of them can be reached, the contractor shall contact the MARMC Duty Officer at 757-400-0000. The MARMC Duty Officer will contact the Contracting Officer.

s. Submit a written weekly report detailing the daily events and the progress made during the course of each day to the COR and the MT. Time and location for submission of the weekly report shall be agreed upon at the beginning of each delivery order and prior to the start of the work.

t. Provide diesel-powered generators and air compressors as required for the accomplishment of the work package. Only diesel powered equipment will be allowed in the dry-dock basin.

u. The contractor will identify needed repairs incidental to work identified on the delivery order, and recommend corrective actions during the contract performance for those deficiencies discovered which are not covered by the work specifications. Needed repairs and corrective action reported will be submitted to the Government in the form of a Condition Found Report (CFR).

v. CFR’s, price and supporting data will be submitted within five working days of identification of the requirement. As a minimum, the CFR will include the following:

1. Identify the contract and delivery order number, ship, and hull number

2. Serialize by CFR number

3. Identification of the applicable Work Item Number

4. Date requirement was discovered

5. Description of work requirement

6. Specification location of work

7. Recommendation for corrective action

8. Recommendation for the appropriate/best time to accomplish the work (with or without schedule change). Provide supporting rational for the recommendation, such as price efficiencies, availability of the work force, availability of material, premium expenditures, etc.

9. Price and time estimates, and the time frame for which it is valid. The estimates should include premium/acceleration price for the material, subcontractors,

10. Man-hours, rework, and any additional price to on- going work resulting from the inclusion of the CFR work requirement.

x. Identification of related changes, if any, to the internal milestones and the production and delivery order completion dates. If there are no changes, the CFR should state that.

C.7.2 Environmental and Safety Requirements. The Contractor shall:

a. Consider all insulation, lagging, deck tile, underlayment, gasket material, shipboard cabling and mastic to be asbestos-containing material (ACM) until it can be established by laboratory analysis, or other reliable methods, that the material does not contain asbestos, in accordance with 29 CFR 1915.1001. Removal, disturbance or disposal of ACM shall be accomplished IAW the requirements of NSI 009-10.

b. Accomplish confined space entry, certification, fire prevention and housekeeping requirements of NSI 009-07 and 009-70. Maintain area cleanliness and ensure all residues and refuse are removed daily and ensure that general housekeeping is maintained for the duration of the task in the work areas specified on each delivery order.

c. Consider all marine coatings to contain heavy metals (e.g. lead, cadmium or chromium), hexavalent chromium, crystalline silica and/or other toxic or hazardous substances as defined in 29 CFR 1915.1000. Identify materials that may contain toxic or hazardous substances as listed in 29 CFR 1915, Subpart Z, that are to be used, removed, or disturbed during work operations. Conduct an initial determination of potential personnel exposure to these materials prior to the start of work. Work operations shall be performed IAW the requirements of NSI 009-03.

d. The contractor shall review and evaluate all solid waste generated during work operations to determine if that waste is hazardous waste IAW 40 CFR 262.11. This includes liquids generated as a result of hydro-blasting operations and includes wastes not identified under SWT 998-002.

e. All solid waste with the known potential to be hazardous, including but not limited to non-skid debris, paint chip debris, flooring/debris, and all liquid waste removed from the ship shall be tested by a certified laboratory for metals IAW 40 CFR 261.24, using the Toxicity Characteristic Leaching Procedure (TCLP), Method 1311 in EPA Publication SW-846. Contractor shall submit all laboratory analysis reports to the COR as soon as possible upon receipt from the laboratory. For work performed on Naval facilities, no solid waste removed from the vessel shall be transported off the naval facility until authorized by the COR.

f. All removed non-skid/paint debris shall be containerized IAW 40 CFR Subpart I. Non- skid/paint debris shall not be accumulated and stored in cardboard, “tri-wall” containers. During the timeframe between when a solid waste is generated and a sample of that solid waste is collected and submitted to an accredited laboratory for analysis, and when the laboratory analysis results are received by the contractor, all containers of the solid waste shall be labeled as “Pending Analysis.”

g. Contractor shall prepare, provide and affix labels/placards for all containers of solid waste accumulated on the land, pier and/or the vessel, including solid waste that is “Pending Analysis”. Labels/placards shall weatherproof, large enough to provide ready identification, and provide the following information:

· Contractor Name

· Contractor POC: (name, cell phone number, phone number)

· Vessel

· MARMC Contract Number

· MARMC Delivery Order Number

· COR Point of Contact (name, cell phone number, phone number)

· Ship’s QTR Deck/OOD phone number

· Description of waste

· Analysis Pending/Sample date (if applicable)

· MARMC Maintenance Team Project Manager (name, cell phone number, phone number) if applicable.

· MARMC Port Engineer (name, cell phone number, phone number) if applicable.

h. For operations at Naval Station Norfolk (NAVSTA), Joint Expeditionary Base Little Creek – Fort Story (JEBLCFS), all solid waste determined to be hazardous waste shall be turned over to the ship/vessel from which the waste was produced for processing and disposal through NAVFAC MIDLANT (formerly PWC) hazardous waste operations. For operations at Naval Facilities outside the Commonwealth of Virginia, the contractor shall comply with all state and local regulations, and local work items applicable in those areas. For operations inside private shipyards and facilities, the contractor shall comply with all facility requirements.

i. In the event that a solid waste is determined to be non-hazardous, the contractor shall dispose of the waste in accordance with federal, state, and local regulations.

j. Provide a clean/empty barge or tank truck for off-loading and transport of wastewater generated to accomplish the requirements of the delivery order. The contractor shall coordinate the barge/tank truck placement with the SAR. The contractor is responsible for the barge/tank truck and all plumbing and piping up to 2000 linear feet.

k. Accomplish continuous clean-up of all debris and fluids incidental to installation or removal of piping system components during performance of work in individual delivery orders.

l. When pumping wastewater from the ship/vessel to the barge/tank truck, the contractor shall provide a minimum of three (4) personnel to monitor pumping operations as follows: one person on the barge/tank truck receiving the wastewater, two persons walking the piping/hoses from the pumping site to the barge/tank truck, and one person at the pumping site. The four personnel shall be in constant radio contact so that pumping operations can be ceased immediately in the event of a leak or a spill.

m. The contractor shall submit to the COR and/ or Maintenance Team (MT) Project Manager (PM), upon completion of each delivery order, one legible copy, in hard copy or electronic media, a report of the types and amounts of wastewater generated as a result of accomplishment of the delivery order. The report shall include: description of wastewater, volume of wastewater, name/address of transporter, and the name/address of the disposal facility. If work is performed in a private contractor’s facility, the contractor shall submit this report to the COR and to the facility’s environmental manager.

n. Accomplish the requirements of Local Work Template 042-037 for Naval Station Norfolk or 042-038 for Joint Expeditionary Base Little Creek for all delivery orders when invoked. If work is performed on a Naval Facility, contractor shall submit all required reports to the COR and/ or Maintenance Team (MT) Project Manager (PM). If work is performed in a private contractor’s facility, contractor shall submit reports to the COR, Maintenance Team (MT) Project Manager (PM), and to the facility’s environmental manager.

o. For operations at Naval Station Norfolk (NAVSTA) and Joint Expeditionary Base Little Creek – Fort Story (JEBLCFS), all contractor personnel working on the facility shall complete Environmental Compliance, Assessment, Training, and Tracking System (ECATTS) training IAW facility directives. Users can access ECATTS by logging into the following website: http://navfac.ecatts.com. The contractor shall contact the facility environmental department to determine specific ECATTS training required.

C.7.3 The Ship’s Force will:

a. Comply with Ship’s Force requirements as set forth in NSI 009-24 (and the WAF when applicable).

b. Provide a Ship’s Force Coordinator who shall act as the Ship’s Quality Assurance Representative to aid the contractor in access to spaces and monitor job progress.

c. Remove and stow ship’s equipment and materials.

d. Operate shipboard equipment, if required.

e. Witness all final checkpoints and operational tests.

C.8. DETAILED REQUIREMENTS

C.8.1. Definition of Repair Requirements. The contractor may be required to define repair requirements. These efforts, when required, will include, but are not limited to inspecting equipment and/or systems to determine repair options and alternatives, and making recommendations to the Contracting Officer’s Representative (COR) or Project Manager (PM).

C.8.2. Repair implementation. The contractor shall provide qualified technicians and tradesman to perform onboard and ashore repairs and refurbishment. This effort shall include, but is not limited to, the following:

a. Conduct liaison ship visits (with Government representative) to coordinate schedules for shipboard repairs, equipment removal for repair, and refurbishment or replacement. Repair actions will include the removal and reinstallation of all interferences in accordance with NSI 009-23.

b. Correct deficiencies identified during ship visits and/or surveys when authorized by the individual delivery order. Deficiencies identified that cannot be corrected due to ship’s operating schedule will be re-scheduled.

c. Provide teams of qualified journeymen level mechanics, and technicians to accomplish repairs onboard vessels. Repair efforts on short notice may be required and will require work efforts to continue around the clock, including weekends and holidays, until completed.

d. Provide subcontracting capabilities, administration, and management to accomplish repairs which may require highly specialized skills beyond the contractor’s internal workforce.

e. Conduct completion inspections, accompanied by authorized Government representative and/or the COR after all repair and/or replacement actions have been accomplished.

f. Provide Quality Assurance Inspections, Certifications and Testing for all repair actions accomplished in accordance with this contract and standard industry practices.

g. Repair and refurbishment work efforts will be conducted at locations specified in each delivery order.

h. During the shipboard visits, the contractor shall work closely with the COR, and ship’s authorized Government representative to expeditiously fulfill planned or emergency work requirements and keep them fully informed of the status of work items.

i. Provide the necessary tools, rigs, and test equipment to perform repairs.

j. Provide written reports to COR and/ or Maintenance Team (MT) Project Manager (PM) on all work performed, and test documentation of those results.

C.9. REQUIRED STANDARD OF WORKMANSHIP

Unless otherwise specifically provided in this contract, the quality of all efforts rendered hereunder shall conform to the highest standards in the relevant profession, trade, or field of endeavor. All efforts shall be rendered by or supervised directly by individuals fully qualified in the relevant profession, trade, or field, and holding any licenses required by law.

C.10. QUALITY ASSURANCE

C.10.1 The contractor shall provide and maintain a quality assurance program acceptable to the Government. The contractor shall perform or have performed, the inspections and tests pursuant to that program to substantiate that the material and workmanship provided pursuant to the contract and conform to the drawings, specifications, and contract requirements listed herein. The contractor’s quality program shall be in accordance with that set forth in Standard Item 009-04. The Government shall have the right to deem work or material furnished by the contractor to be incomplete and not in accordance with the requirements of the contract by reason of the contractor’s failure to: (1) provide a written quality assurance program that has been accepted by MARMC prior to the start of productive work (2) comply with the requirements of the quality assurance system.

NOTE: THE QUALITY ASSURANCE PROGRAM SHALL BE SUBMITTED TO THE COR AND/OR MT PM WITH A COPY TO MARMC QA NOT LATER THAN 10 CALENDAR DAYS AFTER AWARD OF CONTRACT. CONTRACTORS WILL NOT BE ISSUED DELIVERY ORDERS WITHOUT AN APPROVED QUALITY ASSURANCE PROGRAM.

C.10.2 The Contracting Officer, COR, or MT may inspect work in progress, either at the Contractor's facility or onboard any Navy vessel, at any time.

C.10.3 The contractor shall respond to any Government corrective documents, such as Corrective Action Reports (CARs), issued because of unsatisfactory contract performance. The appropriate corrective actions shall be taken by the contractor and written response shall be provided in accordance with the specific corrective action document requirements.

C.10.4 The performance by the Contractor and the quality of the work delivered including any equipment furnished, and documentary material written or compiled, shall be subject to in-process review and inspection during performance.

The Government may provide quality assurance surveillance per the Quality Assurance Surveillance Plan (QASP), Attachment Jxx , NAVSEA Standard Items. Combatting Trafficking in Persons requirements, Contract Data Requirements List (CDRL) report submissions, and overall contract performance will be regularly reviewed by the COR. Inspection may be accomplished at any work location involved and authorized government personnel shall be permitted to observe the work or to conduct inspection at all reasonable hours.

Inspection or test by the Government of any services rendered or supplies furnished hereunder does not relieve the Contractor from any responsibility regarding defects or other failures to meet contract requirements which may be discovered prior to final acceptance.

NOTE: Quality assurance oversight may be provided by a third party inspector.

C.11. PROPERTY MANAGEMENT

The Property Management System (PMS) shall be submitted to the Code 432 not later than 10 calendar days after award of contract. Contractors will not be issued delivery orders until the Property Management System has been reviewed by Code 432. If Contractor’s Property Management System has been reviewed by MARMC Code 432 within the last 12 months, provide the last date your PMS was reviewed and list any changes which have been instituted.
