About this file
This document is a Statement of Work (SOW) for the design, delivery, and installation of containment wash pads for helicopter engines at Naval Air Station North Island (NASNI) and Marine Corps Base Kaneohe, Hawaii (MCBH). The purpose of the containment pads is to meet Environmental Protection Agency regulations for hazardous material containment of wash water from aircraft engine flushing operations, as the flight lines at these locations are adjacent to inland waterways.
The SOW requires the contractor to provide six containment wash pads in total, with two 30'L x 15'W x 2"H pads and two 23'L x 15'W x 2"H pads for NASNI, and two 30'L x 15'W x 2"H pads for MCBH. All pads are to have integral 12" ramps on both 15' ends. The period of performance for delivery is 10-12 weeks from the time of award, and the contractor is responsible for installing the pads at the specified delivery locations. The government will accept the pads upon successful installation and demonstration that they meet all performance requirements.

Statement of Work (SOW)
COMHSMWINGPAC
NAS NORTH ISLAND
Introduction
COMHSMWINGPAC IS IN NEED OF: Containment wash pads for helicopter engines.
This SOW outlines the requirements for the design, delivery, and installation of containment wash pads at specified locations.
Purpose
The containment pads are required to meet Environmental Protection Agency regulations for Hazardous Material containment of wash water from aircraft engine flushing operations. The flight lines at Naval Air Station North Island (NASNI) and Marine Corps Base Kaneohe, Hawaii, (MCBH) are located adjacent to inland water ways. Due to the saltwater corrosive environment the aircraft fly in, the squadrons are required to perform engine washes after every flight or series of flights. Without the containment pads, the engine wash affluent can easily migrate into those water ways causing environmental pollution and potential EPA violations for the U.S. Navy.
Additionally, the installation of containment pads on MCBH provide the HSM-37 a time savings of 90 minutes per evolution, enabling the squadron to significantly reduce turn-around times for post-flight maintenance activities.
Scope of Work
The contractor shall provide the following containment wash pads:
- Two (2) containment wash pads measuring 30’L x 15’W x 2”H with integral ramps (12”up/12”down) on both 15’ ends for Naval Air Station North Island (NASNI), San Diego, CA.
- Two (2) containment wash pads measuring 23’L x 15’W x 2”H with integral ramps (12”up/12”down) on both 15’ ends for Naval Air Station North Island (NASNI), San Diego, CA.
- Two (2) containment wash pads measuring 30’L x 15’W x 2”H with integral ramps (12”up/12”down) on both 15’ ends for Marine Corps Base Hawaii (MCBH) Kaneohe Bay, HI.
The wash pads are surface mounted, spill containment pads assembled from prefabricated modular steel panels, encapsulated in 1/16" nominal fiberglass protective coating. The 30' wash pads have 4 panels and the 23' wash pads have 3 panels which are approximately 7'6" each. All panels are 15' wide. Price includes: 2"-Trilinear sidewalls, bolts and caulking, 4 each hold-down clips. They are designed to facilitate the washing and maintenance of helicopter engines while preventing environmental contamination.
Period of Performance
The period of performance for the delivery of the containment wash pads is 10-12 weeks from time of award.
