About this file
This is a Statement of Work for the acquisition of an inflatable hangar door plug system for Building 714 North at Dover Air Force Base. The primary objective is to seal significant air gaps in Hangar 714's existing doors when a C-17 aircraft is housed, as the hangar's aperture doors are fitted for the larger C-5 aircraft. The thermal and weather seal will enable year-round maintenance operations and prevent frozen pipes and infrastructure damage during winter months.
The system must be installed using a bolt-on, corrosion-resistant aluminum Keder rail system that does not interfere with normal hangar door operation and requires only a two-person crew with no specialized training. The inflatable plug shall be constructed from high-strength, fire-retardant technical fabric resistant to puncture, UV degradation, and aviation fluids (fuel, oil, and hydraulic). Performance requirements include full inflation in under three minutes, operational effectiveness across temperatures of -22°F to 158°F, and the ability to withstand 50 MPH wind loads without damage. The complete packaged system must not exceed 85 kg (187 lbs) with storage dimensions of approximately 100cm x 80cm x 70cm. The delivered kit must include the inflatable door plug, 110V AC electric blower with pressure relief valve and guarding, all Keder rails and mounting hardware, a durable storage bag, an on-site repair kit for minor punctures, and laminated weatherproof installation and re-packing instructions. The fabric must meet or exceed NFPA 701 fire retardancy standards, and the contractor shall provide a minimum 12-month warranty covering all parts and labor for material defects and workmanship.

Statement of Work 714 North Hangar Door Plug
Bldg 714 736 AMXS Dover AFB 10 December 2025
Characteristic Description
1. Purpose & Function
The purpose of this procurement is to acquire an inflatable hangar door plug system for Hangar 714 North. The hangar's current aperture doors are fitted for C-5 aircraft, creating significant air gaps when a C-17 is hangared. This condition prevents C-17 maintenance operations during winter months due to the inability to maintain a climate-controlled environment and the risk of pipes freezing. The required plug must create an effective thermal and weather seal around the fuselage of a C-17 to resolve this issue, enabling year-round maintenance capability and preventing damage to hangar infrastructure.
2. Installation & Compatibility
- The system must be installed on the existing hangar doors of Building 714 North using a bolt-on, corrosion-resistant aluminum rail system (Keder rail). - The plug's edges shall feature a reinforced Keder seam for secure retention in the rail. - Installation of the rail must not interfere with normal hangar door operation. - Installation shall require a crew of no more than two (2) people and require no specialized training.
3. Materials & Construction
- Fabric: The inflatable body shall be constructed from a high-strength, lightweight, fire-retardant (FR) technical fabric. The material must be resistant to puncture, UV degradation, and common aviation fluids including fuel, oil, and hydraulicl. - Rails: The Keder rails shall be made of high-grade, corrosion-resistant aluminum.
4. Performance - The inflation system shall fully inflate the plug in under three (3) minutes. - The plug shall operate effectively in a temperature range of -22°F to 158°F (-30°C to 70°C). - The fully installed system must withstand wind loads of up to 50 MPH without damage or deflation.
5. Portability & Storage
- The entire system (plug and accessories) when packaged for storage must not exceed a weight of 85 kg (approx. 187 lbs). - The dimensions of the stored package shall be approximately 100cm x 80cm x 70cm.
6. Safety - Fabric must meet or exceed NFPA 701 standards for fire retardancy. - The inflation blower must be electrically safe (110V AC), guarded, and include a pressure relief valve to prevent over-inflation.
7. Warranty - The contractor shall provide a minimum 12-month warranty covering all parts and labor for material defects and workmanship.
8. Kit & Delivery The delivered system must be a complete kit, including: - Inflatable Door Plug - Electric Blower (110V AC) - All required Keder rails and mounting hardware - A durable storage bag - An on-site repair kit for minor punctures - Laminated, weatherproof installation and re-packing instructions.
