About this file

This is a Statement of Work (SOW) for the Directorate of Training Sustainment (DOTS) establishing specifications for 500-gallon potable water trailers to be delivered to Fort Benning.

The water trailers must be manufactured to Department of the Army standards (exceeding industry standards) and meet rigorous specifications across multiple categories. Tank specifications require 500-gallon oval straight barrels constructed from 10-gauge Type 304L stainless steel with double-wall, polyurethane-injected insulation and NSF/ANSI 61 certification for drinking water use. The material composition must include specific percentages of carbon, manganese, phosphorus, sulfur, silicon, nickel, chromium, and iron. Welding must be continuous without gaps, positioned above the water line, and completed using W4/W5 steel with a full stitch method and smooth finish. The trailer must feature a 20-inch T-304 stainless steel manhole with quick opening, double lid rubber seal, and locking provisions. Plumbing includes a manifold with bronze lockable ball valves, stainless steel piping, self-closing barrel faucets on both sides, and a 2-inch butterfly valve with Camlock adapter at the rear. The trailer frame uses heavy-duty steel channel (52-inch drawbar, 57-inch x 96-inch deck) with carbon steel diamond plate decking, 7,000-pound GVWR tandem axle configuration, hydraulic surge brakes, and two 3,500-pound 2-3/8-inch round axles. Additional specifications include 16-inch by 6-inch steel wheels with 235/75R16 Cooper Discoverer HT tires, dual-voltage (12/24V) NATO electrical plug lighting, stainless steel wings and bolsters, and safety chains rated at 18,800-pound breaking strength. The exterior must be painted OD Green (no gloss) with stenciled "POTABLE WATER ONLY" markings and "500 GALLONS" designation; plumbing and stainless steel tank remain unpainted. Contractors must deliver water trailers to Fort Benning with their own transportation and ensure 100-percent inspection upon delivery, including food-grade certification, internal inspection, and leak-proof testing. The unit includes one-year warranty covering defects in material and workmanship, with provisions for emergency onsite repairs and vendor presence during road testing (empty and full speed tests, brake stops, and electrical function verification). Offerors must strictly adhere to all government specifications without substitution based on private industry standards, though brand-name parts may be substituted with equal alternatives.
