About this file

This is a draft Statement of Work (SOW) from the U.S. Agency for Global Media (USAGM) for spectrum management and broadcast engineering support services.

USAGM seeks contractor support to fulfill spectrum scheduling, monitoring, and broadcast engineering and operations activities. The contractor must possess in-depth understanding of radio wave propagation mechanisms, seasonal and atmospheric impacts on shortwave and medium wave broadcasting, and demonstrated expertise with propagation analysis and coverage prediction tools. Required competencies include comprehensive knowledge of broadcast transmitting antennas and their operational modes, proven expertise in frequency selection and transmitting station location optimization to maximize coverage while minimizing interference, and familiarity with USAGM stations, equipment, planning tools, and broadcast schedules.

The contractor's duties include providing radio scheduling support with intimate knowledge of USAGM's broadcasting schedule and transmission assets; supporting scheduling meetings with propagation-based recommendations; providing expert engineering support for radio broadcast activities; demonstrating extensive knowledge of radio wave propagation and international broadcasting regulations; identifying opportunities for improved facility efficiency; issuing operational memos for broadcast schedule changes and new services; reporting irregularities identified during sound rating and live monitoring; providing reception improvement suggestions based on monitoring data; and furnishing ad-hoc information about other broadcasters' facilities. All duties are performed as tasked by USAGM.
