DRAFT Statement of Work

Orbital Safety Analysis (OSA) Support

I. Background

The Orbital Safety Analysis (OSA) team provides support to the NASA Conjunction Assessment

Risk Analysis (CARA) program and the Johnson Space Center Flight Operations Directorate by identifying, refining, and reporting close approaches between NASA-supported assets and the

Department of Defense high accuracy catalog. The Human Space Flight Orbital Safety Analysis

(OSA) Subject Matter Expert (SME) provides support to the NASA Human Space Flight missions by providing ongoing analysis as required to support human space flight missions. The

OSA work and team are resident at Vandenberg Space Force Base, CA (VSFB) and the 19th SDS, Dahlgren Naval Air Station, VA. The OSAs collaborate with their counterparts in the 18th Space

Control Squadron and the Commercial Integration Cell in support of NASA interests.

II. Period of Performance

The period during which this work shall be performed is 5 years from date of award.

III. Scope of Work

1. Functional Subtask 1: CARA Routine OSA Support

i. Maintain a staffing plan with on-console hours of 0600-0200 Pacific Time, daily

(7 days per week). Support outside of normal duty hours may be required for contingency and emergency situations; off-nominal support will be coordinated with CARA personnel. OSAs must be reachable (on-call) during non-duty hours.

ii. Personnel will be trained on all applicable USSF/Del2/18 SDS/19 SDS mission systems required to perform OSA duties, including future mission systems (e.g., ATLAS). May be subject to CARA training as deemed necessary by TM.

iii. Maintain task documentation, including certification and training records.

iv. Develop, maintain and use on-console procedures for performing all routine and contingency OSA tasks. Deviations resulting in operational incidents will be reported to CARA and the TM.
