Statement of Work

Chemical/Flammable Hazardous Waste Storage (FHWS) Building

SECTION I: Background

1.1 The Bureau of Engraving & Printing (BEP) is a component of the Department of the

Treasury that designs, engraves, and prints U.S. banknote currency and other U.S.

security products. Banknote currency manufacturing occurs at BEP’s District

Currency Facility (DCF) located in Washington, DC, and the Western Currency

Facility (WCF) located in Fort Worth, TX. BEP’s primary customer is the Federal

Reserve Board (FRB).

BEP DCF’s Office of Environment, Health and Safety (OEHS) has a need to purchase a FHWS building for storage of flammable hazardous wastes. The FHWS building will be installed within the Main Building at the DCF and will be used as a collection point for 55-gallon drums of flammable hazardous wastes before they are shipped off-site for disposal by a licensed hazardous waste transporter.

SECTION II: Purpose

2.1 Chemical/Flammable Hazardous Waste Storage (FHWS) Building

The BEP DCF OEHS requires a FHWS building for storage of 55-gallon drums of flammable hazardous waste. The FHWS building will be installed inside a building the BEP DCF. The waste solvents are NFPA Class IB and II flammable liquids. The drums will be closed and sealed before they are placed in the FHWS

Unit, and there will not be any mixing, dispensing, filling, refilling, or opening of closed waste drums while they are in the storage unit. The drums will be shipped off-site from this location by a licensed hazardous waste transporter in accordance with United States Environmental Protection Agency (USEPA)

Resource Conservation and Recovery Act (RCRA) regulations.

2.2 Scope of the Product, Service, or Outcome.

The Contractor shall provide all labor, travel, parts, materials, transportation, equipment, tools, training, supplies, management and supervision and all other items and services necessary to build, deliver and install a new FHWS building within DCF at the Wastewater Pretreatment Plant (WWPP).

As an optional additional requirement, the Contractor may also provide service to rig the FHWS building into the DCF Main building and move it within the facility to the location where it will be installed.

Additionally, if we find that more than one unit is needed, the DCF may purchase an additional unit to be placed at the same location.

SECTION III: Technical Requirements/Tasks/Outcomes

3.1 The FHWS building must meet the following technical requirements:

3.1.1 Compliant with NFPA codes and OSHA regulations for the storage of Class IB and Class II flammable solvents inside of an occupied building.

3.1.2 Materials will be stored in 55-gallon drums.

3.1.3 Capacity to hold twenty-five, 55-gallon drums on one level without stacking drums.

3.1.4 Single storage bay; materials will not need to be segregated within the unit.

3.1.5 Drums will be transported to the unit by forklift or hand truck.

3.1.6 Four-hour fire-rated design.

3.1.7 Materials will be stored at ambient temperature; HVAC is not required.

3.1.8 Explosion-proof components required, including electrical components and systems such as lighting and mechanical ventilation.

3.1.9 Interior LED lighting.

3.1.10 Mechanical air ventilation, exhaust fan, and vent adaptor to connect mechanical exhaust to ducting. Contractor must provide manufacturer’s flow and external static pressure data for the exhaust fan.

3.1.11 Dry chemical fire extinguishing system.

3.1.12 Built-in spill containment sump.

3.1.13 Secure, locking doors.

3.1.14 Forklift pockets integrated into the unit’s foundation system to ease unloading and moving of the unit.

3.1.15 Crane lifting lugs.

3.1.16 Static grounding system including exterior grounding connection, interior grounding lugs and grounding rod.

3.1.17 Connects to standard electrical services. Available power at BEP is 120 volt or

240-volt single phase, and 480-volt three phase. Contractor must make all electrical requirements for the unit known to BEP.

3.1.18 Unit should have a maximum length of 25 feet, depth of 70 inches.

3.1.19 Door configuration: preference would be a roll-up door.

3.1.20 Fire alarm able to connect to BEP system

3.1.21 Complete Bureau Acceptance Test (BAT)

3.2 After delivery of the FHWS building to DCF, Contractor will connect the unit to utilities and ducting to enable its full operation. DCF personnel will ensure required utility connections are run to location where the unit will be installed.

3.3 Following connection of the FHWS building, Contactor and COR will complete a Bureau Acceptance Test (BAT) to ensure the unit meets all technical requirements and all systems are functioning correctly.

3.4 Optional additional requirement: BEP may choose to have the Contractor rig the FHWS building into the DCF Main building and move it to within the facility to the location where it will be installed.

3.5 Deliverables:

3.6 Special Delivery Instructions. The Contractor shall provide delivery of equipment to the DCF. Contractor shall schedule delivery date with the COR in advance to limit disruption to regularly scheduled activities at the Annex Building or WWPP Loading Docks.

As an optional additional requirement, BEP may also choose to have the Contractor provide service to rig the chemical storage building into the DCF Main or Annex Building and move it to within the facility to the location where it will be installed.
