About this file

This is a Statement of Work for asbestos pipe insulation removal and replacement at Facility 566's crawlspace. The project requires removal of approximately 375 linear feet of asbestos-containing materials (ACM) pipe insulation and replacement with new, non-asbestos insulation.

The contractor must perform comprehensive asbestos abatement including thorough inspection of the work area, establishment of a regulated work area with containment barriers and negative air pressure systems, implementation of worker decontamination enclosure systems, wet removal methods to minimize fiber release, proper containerization and disposal of ACM waste at licensed facilities, and air monitoring throughout the process. The insulation replacement phase requires installation of new non-asbestos pipe insulation meeting all applicable building codes and energy efficiency standards, with proper fitting and securing of materials. Site restoration includes thorough cleaning using HEPA vacuums and wet methods, final visual inspection and clearance air sampling, and removal of all containment equipment to restore the work area to original condition. Work shall be conducted during normal business hours (0700-1600 hours, Monday through Friday, excluding federal holidays), with any outside-hours work requiring written Contracting Officer approval.

The contractor must possess a valid state asbestos abatement license, with all on-site personnel trained and certified in asbestos abatement per EPA and OSHA regulations. Proof of adequate insurance including general liability, workers' compensation, and asbestos-specific liability coverage is required. Pre-work submittals include an Asbestos Abatement Plan, Site-Specific Safety Plan, Personnel Certifications, and Waste Disposal Plan. Upon completion, the contractor shall provide Waste Shipment Records, Final Air Clearance Report, and Certificate of Completion. All work must comply with EPA (including NESHAP), OSHA, and applicable state and local environmental and safety regulations.

• Establish a regulated work area with proper containment, including critical barriers and negative air pressure systems, to prevent the spread of asbestos fibers.

• Implement a worker decontamination enclosure system.

• Utilize wet methods to minimize fiber release during removal.

• Properly containerize, label, and dispose of all asbestos-containing waste at a licensed disposal facility.

• Conduct air monitoring throughout the abatement process to ensure compliance with permissible exposure limits.

• Insulation Replacement:

• Install new, non-asbestos pipe insulation that meets all applicable building codes and energy efficiency standards.

• Ensure all new insulation is properly fitted and secured.

• Site Restoration:

• Thoroughly clean the work area using HEPA vacuums and wet cleaning methods until no visible residue remains.

• Conduct a final visual inspection and clearance air sampling to confirm the area is safe for re-occupancy.
