PART I - SECTION C

DRAFT STATEMENT OF WORK

C.1 STATEMENT OF WORK

The work includes the provision of all labor, materials and equipment to construct sustainment upgrades and an optional office renovation to Building 275 at the FAA William J. Hughes Technical Center (WJHTC) and all incidental related work. The work includes, but is not limited to, the following:

A. Civil Work:

1. Utility location and beep out. The Contractor must provide protection for any utilities found.

a. Contractor must notify the FAA COR a minimum of five working days prior to the start of construction so that the FAA can mark out its own utilities.

2. Set up traffic control measures. Any barricades used must be visible at night with lights and reflective material.

B. Electrical Work

All work identified below as remove and replace will be in kind. The electrical needs of the building have not changed, but the equipment has reached the end of its lifecycle. Replacement of a specified existing item will be of the same type and size unless noted otherwise.

1. Remove and replace existing 225kva 124700/208/120v transformer.

2. Remove and replace existing 800-amp 208/120 volt 3ph 4-wire Square D two-section switchboard. New switchboard must have controlled monitoring of the main breaker back to the PMCS system. Install a new meter to record power consumption.

3. Remove and replace the existing wiring between the transformer and switchboard.

4. Remove and replace existing 225 amp 3ph 4w 208/120 Volt circuit breaker panel LP-1A

5. Remove and replace existing 225 amp 3ph 4w 208/120 Volt circuit breaker panel LP-1B

6. Remove and replace existing mercury vapor lighting in test area with new LED lighting.

7. Remove and replace existing lighting in office area with new LED lighting.

8. Ensure exhaust fans and other items used for pressurization and to control smoke in the main test area are properly powered and meet code requirements.

9. Provide lightning protection for any roof-mounted equipment according to FAA STD-19F. Note: Lightning protection system to be tested and re-certified by UL and to FAA Standard 19F after modifications are complete.

10. Perform an Arc Flash Hazard Analysis on new switchboard.

C. Architectural/Structural Work

1. Replacement of 250 lf joint filler in the refractory ceiling in the testing area.

2. Replacement of existing tile flooring with new 1’x1’ VCT totaling roughly 1,800 sf and vinyl wall bases totaling roughly 200 lf.

3. Replacement of existing 30’x34’overhead rollup door.

4. Replacement of 2’x2’ceiling tiles in building office area with new tegular 2’x2’ tiles.

5. Installation of new roof ladders and non-penetrating roof fall protection fabricated to the requirements of 29 CFR 1910.23.

6. Renovations to restrooms for ADA compliance.

7. New coat of paint for disturbed areas roughly 3,150 sf.

D. Mechanical Work

1. Replace building exhaust fans including 4 – 1,000 cfm units and 6 – 9,000cfm units.

2. Complete HVAC upgrade to include a new rooftop unit (basis of design is Trane OADG020C1), 15 unit heaters and associated ductwork totaling roughly 600 lbs.

3. The completed system must be balanced in accordance with the specifications to include duct leakage testing, and testing, adjusting and balancing of new and existing heating, ventilating and cooling air and water distribution systems including equipment and performance data, ducts, and piping.

E. Option: Office Renovation

1. Demolish existing framing and finishes in office area including doors, windows and seals.

2. The office area floor plan will be remodeled to include framing and finished for a central corridor, increased entry and reception area, manager’s office, privacy pods, breakroom and shop area.

3. Office area will have a new window installed.

4. Installation of 22 – 3’x7’ steel doors.

5. New 2’ x 2’ carpet tiles roughly totaling 40 sf.

6. The area outside the new breakroom will receive a new 10’ x 24’ concrete patio and a metal awning above the entrance door. This will require the removal of one (1) tree in the vicinity.

7. While the HVAC system is being replaced under the base bid the office area HVAC will need to be removed and replaced in full to meet the needs of the new layout.

8. The office area lighting will need to be modified to reflect the new floor plan as well.

F. Demolition/Hazardous Material/Contaminated Material

1. Demolish and remove existing building HVAC and electrical systems.

2. Demolish and remove existing 1,900 sf building ceiling and 1,800 sf floor tiles. Floor tiles and mastic contain asbestos. Removal and disposal of this structure must be in accordance with all applicable worker safety and environmental regulations, including, but not limited to 29 CFR 1926.62, 40 CFR 261, 40 CFR 262, 40 CFR 263, 40 CFR 264, and 40 CFR 265. The contractor must be licensed for asbestos abatement and will be responsible for all air monitoring during the abatement work.

G. Special Requirements
