Alpha II FTIR

1. INTRODUCTION

The Naval Surface Warfare Center, Corona (NSWCCO) Division, Measurement Science and Engineering Department performs Metrology, Test, and Monitoring Systems Assessment supporting the NAVSEA Metrology and Calibration (METCAL) Program. Code MS33 provides support and guidance for the Test and Measurement Diagnostic Equipment (TMDE) and Calibration Standards Program in support of the Navy Calibration Laboratories.

2. BACKGROUND

The Navy’s has a new requirement to deploy Fourier-Transform Infrared (FTIR) spectroscopy capability to support eliminating the use of chlorofluorocarbon (CFC)-113, an Ozone-Depleting Substance (ODS), in Navy calibration laboratories. The Navy created a solution to use two NAVSEA approved CFC-113 substitute solvents to clean oxygen instruments and developed a quantitative cleanliness verification method to use these solvents in Navy METCAL laboratories. The FTIR spectroscopy analysis method determines the concentration of both low molecular weight hydrocarbons with high volatility and higher molecular weight hydrocarbons in solutions.

3. SCOPE

Code MS33 requires a contract to procure 30 Alpha II FTIR Spectrometer System from Bruker Optics in support of the Navy’s cleaning and calibration of oxygen gauges for the Oxygen Instrument Clean Rooms (OCIR).

5.1.1 The Offeror shall provide operator/service manual(s) supplied with each Alpha II FTIR. At a minimum, these manual(s) shall contain information on operator/maintainer safety, theory of operation, troubleshooting, preventative maintenance, periodic maintenance, calibration, maintainability data, and operational instructions. The manuals can be either print or electronic media format on either CD-ROM or DVD disks. (CDRL T001)

5.1.2 The Offeror shall provide a manufacture’s standard warranty of one (1) year minimum for each Alpha II FTIR after acceptance by the Navy.

5.1.3 The Offeror shall provide a calibration certificate with a report, referencing actual data to the Government for each Alpha II FTIR. (CDRL A001)

5.1.4 Calibration certificate provided must include standards that are traceable to the National Institute of Standards and Technology (NIST) and result in an Accredited Certificate/Report of Calibration.

5.1.5 The Offeror shall provide a calibration label indicating the calibration interval to be placed on each delivered Alpha II FTIR.

5.1.6 The Offeror shall provide a Repairable Parts list to the Government for each Alpha II FTIR. (CDRL A004)

5.1.7 The Offeror shall provide a Software/Firmware Version Description with each Alpha II FTIR delivered. The Software/Firmware Version shall be the same on all Alpha II FTIR delivered. (CDRL A002)

5.1.8 The Offeror shall provide a Software/Firmware Change Request to the Navy prior to any software/firmware changes to alert and inform the Navy about changes to software/firmware and provide detailed information about the changes and estimated cost. The Software/Firmware Change Request shall be provided on CD-ROM or via an internet downloadable site to the Navy for correction of software errors or commercially available improvements for the Alpha II FTIR for a period of not less than five (5) years.
