1. PROJECT INFORMATION

This section provides an overview of the project.

1.1. PROJECT SUMMARY

Building occupants have experienced severe heat within their offices and conference rooms for several years. It is particularly hot during the summer months when Fresno temperatures are over 100 degrees. Testing, Adjusting & Balancing (TAB) was only performed once when construction was completed in 2005. The building has undergone over 10 different construction projects since it was completed. The building was retro-commissioned in 2019. Additional overhead A/C units were installed on levels 2-4 in August 2021. The building is currently undergoing upgrades to the Building

Automation System (BAS) and expected to be complete by the end of May 2022.

With potential operational issues associated with the existing underfloor air system, this project scope of work will be a Testing, Adjusting & Balancing (TAB) for the HVAC system for the entire building.

The intent of the TAB is to verify individual HVAC components and systems are operating properly as designed. This TAB will provide remedies for all the operational issues that may have occurred throughout the lifetime of the building and adjust all controls to produce the maximum thermal efficiency and capacity of the existing HVAC system.Upon completion of TAB, the report shall include all recommendations for areas where TAB does not provide any remedy for the ongoing thermal issues and/or lack of air movement to all areas of the building. See Section 2.1 for detailed project requirements.

The Contractor shall coordinate work and gain approvals required in this Statement of Work (SOW) with the Contracting Officer (CO) and Contracting Officer’s Representative/Project Manager

(COR/PM) as required.

2.1.6. Final Test, Adjust and Balance Activities

All testing and balancing procedures on each system shall be performed according to the procedures contained in NEEB/AABC's, etc. "National Standards for Total System Balance" and in this Section.

Balancing criteria: Air inlets and outlets of 200 CFM or less shall be balanced to within +10% to

-0% of design; all other air system readings within +5% to -0% of design. Temperature readings shall be accurate to within ½ degree Fahrenheit. Water flow readings shall be accurate to within 5%.

Pressure readings shall be accurate to within ½ psi for water systems and 0.01 inch W.G. for air systems.

Instruments shall have been calibrated within the last six (6) months and checked for accuracy prior to starting the balancing procedure. Make velocity readings with an instrument that does not require a separate timer.

All readings, measurements, and observations shall be recorded on printed data sheets and tabulated with appropriate calculations. Recorded data shall include the following: Fan speed and calculated fan delivery outlet velocity, inlet and outlet static pressures, drive motor nameplate amperes, and normal operating amperes. This data shall be taken for the existing and new air-handling unit and exhaust fans serving the project area (velocities, air volume factors, and calculated air volumes of new air outlets and inlets and those designated during pre-construction tests, room temperatures).

Air balancing: Make allowance for air filter resistance at the time of the tests. The main air supplies shall be at design air quantifies and at an air resistance across the filter banks at the listed pressure drops for dirty filters with the variable frequency drive at 60 HZ or less. Final position of manual dampers shall be plainly marked after balancing is complete. Take measurements with an airflow hood. Record results of the air balancing on AABC or equivalent forms, including positive identification of points of measurements taken, shown on the plan such as a marked print, and include the following data: air temperature, size of outlet, specified CFM, specified velocity, actual CFM, actual velocity, fan data (actual and specified CFM, RPM, total SP, AMP, Voltage). Adjust main dampers and splitter dampers before adjusting individual branch dampers. In general, adjust splitter dampers first to obtain the proper proportion of air flow in each branch. Adjust main duct dampers second to obtain design air flows in each branch duct. Dampers behind diffusers or registers shall be utilized only as a final adjustment and only at the building management’s direction. In the process of balancing, changes in fan RPM by sheave adjustment or sheave changes may be required for the new exhaust fans. The contractor shall also provide additional dampers and pressure plates where required to facilitate balancing and to prevent damper, register, and diffuser noise. All this work shall be done at no increase in the contract price. Make adjustments at all diffusers and registers to prevent drafts at the occupant level in the space. Portions of the diffusers and registers shall be blanked behind these units as directed or required or blades shall be redirected in order to prevent or remove drafts. Positive or negative pressure relationships between supply and exhaust CFM shall be achieved in spaces wherever required by code. Required air pressure relationships are absolute and shall be met

[April 2022]

[UNCLASSIFIED] 9 of 16 regardless of allowed tolerances for air flow adjustments. All other rooms which are both supplied and exhausted shall be in balance (no difference between supply and exhaust), unless otherwise shown or specified. The balancing report shall include a tabulation for each CFM with the following:

Room number- supply- exhaust- return-difference: supply – (exhaust + return). Report shall include both design and measured values from supply, exhaust and return. Report shall also indicate tabulations of total air flows for each fan system.

Hydronic System Balancing: Adjust heating hot water and chilled water mains and branches at locations with balancing valves to total flow rates. Adjust coil flow rates. Use permanent flow measurement devices installed for balancing. Repeat balancing procedures as required to arrive at fully balanced systems. Balance report shall include design and measured flow rates and pressure drops at each point where design flow quantity is shown or scheduled, and water temperatures leaving and entering all coils when coils have had both air and water flows balanced.

Performance and Capacity checks: Take readings as required to demonstrate that the following equipment is operating in accordance with scheduled performance criteria and the manufacturer’s published ratings: a) Coils- Report complete coil performance data. Maintain scheduled entering water temperatures during tests. Where possible, control upstream heating coils to maintain scheduled entering air temperatures during tests. At zone heating coils, if excessive heat transfer is measured, reduce scheduled coil gpm to limit leaving air temperature (LAT) to the scheduled LAT + 5 degrees

Fahrenheit. b) Air handling equipment; c) Spot checking- After the Test and Balancing Agency has submitted a record of final readings, measurements, and test results for all systems, Building

Management will make spot checks of each system. If spot check measurements differ materially from those submitted, Building Management will direct that the systems concerned be completely rebalanced at the Test and Balance Agency’s expense and that new data be submitted.

Agency shall leave systems in proper working order, replacing belt guards, closing access doors, closing doors to electrical switch boxes, and restoring thermostats to specified settings.

2.1.7. Coordination with HVAC controls

Cooperate with temperature control installer and Contractor in making system adjustments necessary to accomplish required performance. Become thoroughly familiar with HVAC Controls Sequence of

Operation. Where sequences require establishment of minimum and maximum air flows, multiple set-points, reset schedules, or other variable conditions, furnish all testing and balancing necessary to establish required set-points and fully balance systems under all possible operating conditions. Report measurements under all operating conditions as necessary to document proper system operation under all specified modes of operation. Check the following: all control devices are properly calibrated;

2.12. ELECTRONIC PROJECT MANAGEMENT SYSTEM (PMS)

The Contractor shall use GSA’s web-based electronic Project Management (PMS) system-“Kahua”, which is a fully configured version of Meridian Systems’ Proliance Construction Management

Software. PMS is a web-based project management tool which provides GSA with an automated workflow, collaboration, document management and project management solution to assist GSA in the management of design and construction projects.

GSA uses PMS throughout the design and construction phases as a repository for project information and as a tool to manage and monitor progress and modifications. Unless as otherwise provided, the

Contractor shall rely exclusively on PMS to post, review, access, comment on, collaborate, or otherwise submit all project information.

GSA will provide no-cost training to familiarize team members with the PMS system. However, GSA will not reimburse the Contractor for any travel related to any PMS training.

[UNCLASSIFIED] 15 of 16

GSA will provide PMS system administration and end-user support for the duration of the project.

The PMS minimum requirements (including IT equipment) can be found at:

http://www.gsa.gov/PMS.

An HSPD-12 security clearance is required to access PMS. Project team members without an

HSPD-12 clearance will need to work with the GSA Project Manager to initiate the clearance process and request a temporary waiver for PMS access until clearance can be confirmed. A waiver means that once the individual’s HSPD-12 clearance is confirmed, an PMS username and password will be provided. The Contractor may not assume that a waiver will be granted. Further information on

HSPD-12 may be found at the following website: www.gsa.gov/hspd12. The time to process and obtain clearances may vary in length.
