This document is a Draft Statement of Work (SOW) for Coagulation Reagents for Madigan Army Medical Center at Joint Base Lewis McChord, Washington. The SOW requires a contractor to provide two fully automated random access coagulation analyzers capable of performing various coagulation tests, including Prothrombin Time, Activated Partial Thromboplastin Time, Fibrinogen, and D-Dimer, with a minimum throughput of 50 tests per hour. The system must connect to the existing Roche Total Laboratory Automation (TLA) line and provide 24/7 maintenance, service, and support.
Key requirements include FDA-approved new equipment, method validation per clinical standards, comprehensive training for technicians, and a robust data management system compatible with MHS Genesis. The annual estimated workload includes 28,000 Prothrombin Time tests, 19,000 Activated Partial Thromboplastin Time tests, and various other specialized coagulation assays. The contract stipulates strict service level agreements, including emergency response within 4 hours, repair within 48 hours, and provisions for alternative testing if both analyzers become inoperable. The system must also meet extensive cybersecurity requirements, including obtaining an Authority to Operate (ATO) within six months of contract award.
