About this file
This document is a Draft Statement of Work (SOW) for a federal contract opportunity to replace approximately 125 security cameras and related hardware at the Alexandria VA Health Care System.
The SOW outlines the scope of work, which includes replacing cameras, server systems, and any existing infrastructure that is damaged or outdated. The upgraded camera system must allow for at least 30 days of storage and playback, and a service contract is required with a 2-hour response time. The contractor must meet certain technical specifications for the cameras, including video compression, image quality, and analytics capabilities. The SOW also details installation, configuration, and warranty requirements. A related pre-solicitation notice indicates the VA plans to issue a solicitation shortly for a one-time purchase of a Hanwha Security Camera System, with a 5-year warranty, as well as related hardware and software. The VA is conducting market research and requesting responses from potential vendors by a specific closing date.

Statement of Work
Security Camera Replacement
Background: Due to audit findings, Alexandria must upgrade approximately 125 cameras and server hardward across the entire campus.
Scope. In 2023, Alexandria was cited as non-compliant due to not having an Authority to
Operate (ATO) to implement a Special Purpose System (SPS) onto the VA network through an Enterprise Risk Assessment (ERA). Facility leadership along with OIT strategic partners determined that the best course of action was to replace all non-compliant cameras and system software with new cameras. The required SPS-ERA approvals will be submitted through OIT after an award is made on the camera system.
Under this requirement, the government intends to award a firm fixed price contract to provide all labor, materials, and equipment necessary to upgrade our existing closed circuit television system (CCTV) for the Alexandria VA Health Care System. This requirement is for replacement of approximately 125 cameras, related hardware, mounting, and servers.
It is required that the cameras will be integrated into and upgrade the existing camera network system and operate seamlessly.
A site visit will be required by potential contracts to review our requirements and specifications.
Work will include replacing cameras and server systems and any existing infrastructure that is damaged, outdated, or will not support a new IP cameras once installed and connected.
Existing trays, raceways, and building hardware may remain as long as functional with the new camera system.
Existing equipment will be removed by the contractor during installation. Contractor will dispose or recycle any and all pieces removed from the existing camera system.
The upgraded camera system must allow for at least 30 days of storage and playback.
A service contract is required. Due to the security and nature of the Alexandira VA
Health Care System campus, the service provide must be able to provide a response within 2 hours from first notification to ensure we are able to provide minimal interruptions to security monitoring and recording.
Pre-installation meetings shall convene a minimum of two weeks prior to starting work.
The security system, software, and labor furnished by the contractor including wiring, software, hardware and third party products shall be fully warranted for parts, materials and labor for a minimum of 1 years from date of the final acceptance of the
Video Surveillance System (VSS).
The manufacturer shall provide a limited 5-year warranty for the camera products to be free of defects in material and workmanship.
The C&A requirements do not apply and a Security Accreditation Package is not required.
The contractor will provide a diagram and network map of all camera locations after the completed installation.
Specifications/Characteristics:
The cameras should meet these minimum specifications according to VA’s Physical
Security and Design Manual and the needs of the AVAHCS to effectively monitor designated entrances/exits, high traffic areas, and secure locations across campus.
Specifications for cameras shall meet or exceed brand name or equivalent specifications
Specifications for the system, server hardware, and user interface shall meet or exceed brand name equivalent of Genetec Security Center 5.11
