About this file

This is a Statement of Work (SOW) for the procurement of particle count verification fluid to support the Naval Air Systems Command (NAVAIR) Metrology and Calibration (METCAL) Program's Portable Oil Diagnostic System (PODS) Bench operations. The government requires 300 units of LGC Standards brand (or equivalent) P/N VHG-PCMTD-5-500 Particle Count Verification Fluid at 5 mg/L ISO MTD concentration. The verification fluid must be ISO Medium Test Dust sourced directly from NIST RM 8631a mixed in hydraulic fluid, compatible with automatic particle counters calibrated to ISO 11171, and verified with NIST SRM 2806B per ISO 11171 specifications. The contractor must deliver a calibration certification and/or certificate of conformance with calibration data (CDRL A001) for all supplied units.

The procurement is being conducted by the Naval Warfare Center Corona Division under Sources Sought Notice N6426726Q4225, with responses due by 10:00 PT on August 14, 2026, submitted to Contract Specialist Julia Hunt at julia.m.hunt3.civ@us.navy.mil. The period of performance is one year from contract award, with delivery to NAVAIR Calibration Standards at MCAS Beaufort, South Carolina. This pre-solicitation notice requests capability statements from interested vendors including company information, CAGE code, UEI number, business size classification under NAICS Code 325199, estimated unit pricing, lead time, and industry commentary on the draft SOW to support the government's determination of appropriate acquisition methodology and vendor qualification.
