About this file

This is a Statement of Work (SOW) for Architect & Engineer (A&E) Services FY27 to support the 86th Civil Engineer Squadron, effective 30 June 2026.

The A&E contractor shall provide professional architectural and engineering support services for projects assigned to the 86th Civil Engineer Squadron, primarily supporting the Kaiserslautern Military Community (KMC) area and Spangdahlem Air Base, Germany. The A&E firm must be located in Germany or maintain a branch there. Services encompass multi-disciplinary A&E design across various project types including barracks, housing, utility systems, vehicle maintenance facilities, airfield infrastructure, storage tanks, gas stations, and environmental systems. All work must comply with HOAI standards and applicable U.S. regulations (UFC, UFGS, Military Standards, Whole Building Design Guide). The contractor shall designate an English-speaking Project Manager; for ABG-2 projects, the Project Manager must be bilingual (English and German). Design work progresses through established phases: Concept Design (15%), Preliminary Design (35%), Pre-Final Design (95%), and Final Design (100%), with package submittals at each phase including calculations, cost estimates, drawings, and specifications. Key disciplines include architectural services, civil/structural/mechanical/electrical/fire protection engineering, environmental engineering, security engineering, construction inspection, geotechnical work, surveying, and specialized expertise in CSSP/SSM, cybersecurity, and HEMP protection.

The contractor bears responsibility for site investigations, hazardous material sampling, quality control reviews, and compliance with U.S. and Host Nation laws. All submittals must be in English and German, with English taking precedence in conflicts. The A&E is liable for design errors and omissions at no additional cost to the Government and must correct discrepancies discovered during construction. Documented information, site visits, and meetings must be recorded within ten business days. The SOW also establishes detailed geospatial data requirements including vector and raster data delivery in ESRI File Geodatabase format compliant with Air Force Spatial Data Standards for Facilities, Infrastructure, and Environment (AF SDSFIE), with coordinate system GCS_WGS_1984, UTM Zone 32N, WGS84 datum, and sub-meter accuracy for most data. Special services may include fire protection engineering, anti-terrorism/force protection (AT/FP) design, secure space requirements with ICD 705 compliance, and cybersecurity expertise per UFC 4-010-06 and UFGS 25 05 11.
