SECTION C - DESCRIPTION/SPECIFICATIONS
C.1 BACKGROUND
The National Highway Traffic Safety Administration (NHTSA) is an agency within the Department of Transportation (DOT) whose mission it is to reduce the number of deaths and injuries caused by passenger vehicle crashes. In support of this mission, NHTSA’s Office of Acquisition Management (OAM) develops, awards, and administers various types of contracts, assistance agreements, and interagency agreements. OAM makes extensive use of PRISM during all phases of the procurement process. NHTSA’s program offices use NHTSA to develop and submit procurement requests to OAM.
In addition to its use as an automated procurement system, PRISM has been integrated with DOT’s financial system, Delphi, to help ensure that contractual obligations are financially accounted for as they occur. This new integrated PRISM/DELPHI, known as “DP2”, is administered by DOT’s Enterprise Services Center also known as “ESC”. Through DP2, reports can be generated which serve the needs of both the contractual and financial sides of NHTSA’s Office of the Chief Financial Officer (CFO).
C.2 OBJECTIVES
The objective of this GSA Schedule order is to provide NHTSA with dedicated full-time technical assistance in support of DP2 PRISM. Although this support shall be provided on-site primarily, allowances are also made for telework.
C.3 GENERAL REQUIREMENTS
The Contractor shall provide full-time (8 hours per work day) dedicated technical assistance in support of NHTSA’s PRISM system. Personnel shall have expert knowledge of PRISM as well as knowledge of DOT’s financial system (DELPHI) and how the two systems operate within the DP2 interface. Knowledge of the Federal Acquisition and Assistance Agreement processes as well as understanding of Inter/Intra-agency agreements is a must. Assistance shall be provided to members of NHTSA’s OAM (primarily GS-1102 Contract Specialists) as well as Program Office Contract Coordinators (those who are responsible for submitting procurement requests to OAM through PRISM). From time-to-time, the Contractor may be required to develop ad hoc reports to generate information in response to ad hoc data calls. The following is a list of the types of requirements the Contractor shall be required to fulfill. The list is not intended to be all inclusive.
• Assist with entering Purchase Requests (PRs) and supporting documentation into
PRISM;
• Assist in the routing of PRs to the appropriate OAM personnel;
• Training users (buyers and requisitioners);
• Trouble shooting and resolving PRISM-related issues;
• Attending meetings related to PRISM and DP2 and briefing OAM and other PRISM users on changes to business processes;
• Responding to various data calls and generating ad-hoc reports;
• Serving as the primary POC between NHTSA and ESC, Oklahoma City for PRISM related issues;
• Assisting with/resolving Federal Procurement Data System- Next Generation
(FPDSNG)
interfacing/reporting;
• Submitting Kintana Reports to ESC as needed;
• Providing prompt response to user inquiries;
• Serving as main Point of Contact between OAM and Unison for PRISM issues.
C.4. SPECIFIC REQUIREMENTS
The Contractor shall conduct work according to the following specific requirements:
C.4.1 Work Hours
The Contractor personnel shall provide eight (8) hours of support (excluding lunch time) each work day (Monday through Friday excluding Federal holidays). A work day shall not begin earlier than 6:00 AM nor end later than 6:00 PM. On occasion, and typically in response to elevated procurement demands typically occurring in the August-September timeframe of each year, contractor personnel may be required to perform overtime work. Overtime may involve working additional hours during the normal Monday through Friday workweek, working weekends, or both.
C.4.2 Contractor Personnel

The Government may, at its sole discretion, direct the Contractor to remove Contractor personnel from NHTSA IT systems for misconduct or security reasons. Upon the exercise of this right, the Contracting Officer will provide, in writing, the basis/rationale for removal of the personnel to the Contractor. The Contractor shall then be required to provide, promptly, a suitable replacement.
C.4.4 Conflict of Interest
The Contractor shall not employ any person who is an employee of the United States Government, if that employee would or would appear to cause a conflict of interest. The Contractor shall also make full disclosure regarding potential conflicts of interests that could arise in the performance of this Task Order.
