SECTION 00 02 00 INTRODUCTION
INTRODUCTION:
The Exhibit Production Specification forms part of a set of documents that together form the Contract Documents. The Contract Documents consist of the Contract, Production Specifications, Design Drawings, as well as other miscellaneous documents that describe the work associated with the contract between the Government (Owner) and the Contractor hired to complete the work. The Exhibit Production Specifications (this document) therefore form part of the legal documents of the Contract and subsequently form a cornerstone of the project design intent and quality assurance. In most cases, the Exhibit Production Specifications will override the design drawings in the event of conflicting information.
Specifications typically fall into one of three categories: performance, prescriptive and proprietary. This Exhibit Production Specification is a performance specification — the purpose of which is to delineate the requirements specific to the desired materials, products, installation procedures and quality aspects involved with the execution of the work and fulfilment of the contract.
This specification outlines for the Contractor what the final installed product must be capable of doing. The specification does not instruct the Contractor how to meet the performance requirements - only as to how the exhibit or component must function after installation. Where specific finishes, materials and or equipment is required to meet design intent, the design drawings and or supporting schedules will stipulate those requirements.

Immediately on discovery of the need for additional information or interpretation of the Contract Documents, Contractor shall prepare and submit an RFI in the form specified. Contractor shall not collect or hold RFI’s and send to CO/COR en masse.
If clarification of an item is required of a document known to have been prepared by a consultant to the CO/COR, the Contractor shall not direct the RFI directly to the consultant. Each RFI shall be processed through the CO/COR.
RFIs shall be originated by the Contractor.
RFIs from subcontractors or material suppliers shall be submitted through, reviewed by, and signed by the Contractor prior to submission to the CO/COR.

Contractor's signature.
Attachments: Include sketches, drawings, descriptions, measurements, photos, Product Data, Shop Drawings, and other information necessary to fully describe items
Contractor shall endeavor to keep the number of RFI's to a minimum. In the event that the process becomes unwieldy, in the opinion of the CO/COR, because of the number and frequency of RFI's submitted, the CO/COR may require the Contractor to abandon the process and submit future requests as either submittals, substitutions or requests for change.
Contractor shall endeavor to submit RFI’s to CO/COR in a timely and regular manner and avoid submitting large quantities of RFI’s on a single day.
Contractor shall carefully study the Contract Documents to assure that the requested information is not available therein. RFIs which request information available in the Contract Documents will be deemed “frivolous” as defined herein.
In cases where RFIs are issued to request clarification of coordination issues, for example, pipe and duct routing, clearances, specific locations of work shown diagrammatically and similar items the Contractor shall fully lay out a suggested solution using drawings or sketches drawn to scale and submit same with the RFI. RFIs which fail to include a suggested solution will be returned unanswered with a requirement that the Contractor submit a complete request.

Contractor shall allow 10 working days for the CO/COR’s review and response time for RFIs, after receipt at CO/COR’s office, however, the CO/COR will endeavor to respond in less time. If additional time is required beyond the 10 working days allowed, the CO/COR shall notify the Contractor in writing.
RFI shall state requested date/time for response, however, this requested date/time for response is not a guarantee that the RFI will be answered by that date/time if that date/time is too expeditious.
If review is required by multiple consultants, review and response period shall be 14 working days.
RFIs received after 1:00 p.m PT. will be considered as received the following working day.
CO/COR will respond to properly prepared RFIs on one of the following forms:
Directly upon the RFI Form
Notice of Clarification (NOC)
Request for Proposal form.
At the CO/COR’s discretion, Improper or frivolous RFIs may be returned with a notice that the information is already contained in the Installation Documents or it is not the responsibility of the CO/COR to provide.
The CO/COR may opt to retain RFIs for discussion during regularly scheduled project meetings for inclusion of responses in meeting minutes in lieu of responding in written form.
Responses from the CO/COR will not change any requirement of the Contract Documents. In the event the Contractor believes that a response to a RFI will cause a change to the requirements of the Contract Documents, the Contractor shall immediately give written notice to the CO/COR stating that the Contractor considers the response to be a Change Order. Failure to give written notice within 14 days shall waive the Contractor’s right to seek additional time or cost.
Answered RFIs shall not be construed as approval to perform extra work.
On receipt of CO/COR's action, update the RFI log and immediately distribute the RFI response to affected parties. Review response and notify CO/COR within 5 working days if the Contractor disagrees with the response.

PART 1 - GENERAL
SUMMARY
Section includes: Administrative and procedural requirements for documenting the progress of fabrication during performance of the Work, including the following:
Contractor's Fabrication Schedule.
Monthly Progress Reports.
Fabrication photographs.
DEFINITIONS
Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the Installation project. Activities included in a Installation schedule consume time and resources.
Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.
Predecessor Activity: An activity that precedes another activity in the network.
Successor Activity: An activity that follows another activity in the network.
Cost Loading: The allocation of the schedule of values for the completion of an activity as scheduled. The sum of costs for all activities must equal the total Contract Sum unless otherwise approved by CO/COR.
CPM: Critical path method, which is a method of planning and scheduling a Installation project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of the Project.
Critical Path: The longest continuous chain of activities through the network schedule that establishes the minimum overall Project duration and contains no float.
Float: The measure of leeway in starting and completing an activity.
Float time is not for the exclusive use or benefit of either Government or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.
Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.
Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
Fragnet: A partial or fragmentary network that breaks down activities into smaller activities for greater detail.
Major Area: A story of fabrication or a similar significant fabrication element.
SUBMITTALS
Format for Submittals: Submit required submittals in the following format:
PDF electronic file.
Startup Network Diagram: Of size required to display the entire network for the entire Installation period. Show logic ties for activities.
Contractor's Fabrication Schedule: Initial schedule, of size required to display the entire schedule for the entire Installation period.
Submit a working electronic copy of schedule, using software indicated, and labeled to comply with requirements for submittals. Include type of schedule (initial or updated) and date on label.
Format: Primavera, MS Project, MS Excel or other formats approved by CO/COR.

Mark the critical path. Locate the critical path near the center of the network; locate paths with most float near the edges.
Initial Issue of Schedule: Prepare initial network diagram from a sorted activity list indicating straight "early start-total float." Identify critical activities. Prepare tabulated reports showing the following:
Contractor or subcontractor and the Work or activity.
Description of activity.
