About this file

This is a Statement of Work (SOW) for the B1-2118A Radon Mitigation System project at the National Institute of Standards and Technology (NIST) Boulder campus located at 325 Broadway in Boulder, Colorado. The project requires the contractor to design, install, and verify a complete, operational active sub-slab radon mitigation system for laboratory 2118A. The scope includes coring, soil excavation, plumbing installation, electrical control positioning, structural mounting, and roof-top fan integration. The contractor must furnish all labor, materials, equipment, supervision, and incidental services necessary to implement a mitigation approach that effectively captures and exhausts radon-bearing soil gases in accordance with applicable federal, state, and local codes, including U.S. EPA's Radon Mitigation Standards. The project is to be performed in Building 1 on the Boulder campus with a performance period of 2 months.

The mitigation system shall include means to create and maintain negative pressure beneath the slab, vent piping to convey radon-bearing air to an approved exterior discharge location, appropriately sized fan equipment, support and mounting hardware, and monitoring or indication devices for facility personnel to verify system operation. The system must be designed and installed in accordance with applicable codes, utilize materials suitable for continuous laboratory operation, and discharge exhaust air consistent with building and safety requirements. Specifically, exhaust will be routed from lab 2118A through an adjacent lab 2118 across a fire-rated partition, around a bulkhead, and out through an existing clerestory window frame with a metal panel, with exterior components and the exhaust fan secured to a concrete bulkhead at roof level. The location of the system control box requires Contracting Officer's Representative (COR) approval prior to installation. The Government is responsible for providing final electrical connections to the exhaust fan and system control box. The work must comply with NIST Boulder General Contractor Requirements, HSPD-12 security requirements, and all applicable safety and security protocols for NIST facilities.

STATEMENT OF WORK

Title: B1-2118A Radon Mitigation System

I. BACKGROUND INFORMATION

The Department of Commerce campus is located at 325 Broadway in Boulder, Colorado and is a research & development facility. It consists of the agencies of NIST, NOAA and NTIA. The Office of Facilities and Property Management, OFPM, of the National Institute of Standards and Technology (NIST) is responsible for the maintaining and renovation of spaces consisting of laboratories, office space and facilities maintenance areas, except the David Skaggs Research Center. The requirements as presented in this document, along with any attachments, are intended to describe the minimum Government requirements.

It is the intent of this Scope of Work to provide the requirements for the NIST B1-2118A Radon Mitigation System Project. This project is to provide a new radon mitigation system in lab 2118A.

See Attachment 1 - NIST Boulder General Contractor Requirements – Rev C, included in the contract for information on rules and requirements of performing work on the National Institute of Standards and Technology (NIST) sites in Boulder and Ft. Collins, Colorado.

II. PURPOSE

This project is to provide a new radon mitigation system in lab 2118A. The Contractor shall provide all labor, equipment, materials, tools, and supervision necessary to design, install, and verify an active sub-slab radon mitigation system. The work includes coring, soil excavation, plumbing installation, electrical control positioning, structural mounting, and roof-top fan integration. The system shall be in accordance with all federal, state, and local codes and ordinances, including U.S. EPA’s Radon Mitigation Standards.

The Contractor shall coordinate with the Government Contracting Officer’s Representative (COR) all activities required throughout the duration of this task order. The Contractor shall communicate with the COR and the CO on all matters pertaining to the task order.

PLACE OF PERFORMANCE

The project is to be performed in Building 1, on the Boulder, CO campus.

REGULAR BUSINESS HOURS

See Attachment 1 - NIST Boulder General Contractor Requirements – Rev C, included in the contract for information on rules and requirements of performing work on the National Institute of Standards and Technology (NIST) sites in Boulder and Ft. Collins, Colorado.

PERIOD OF PERFORMANCE

The B1-2118A Radon Mitigation System Project shall take 2 months to complete.

III. SPECIFIC REQUIREMENTS

Task 1 – BASE SCOPE

1. CLIN 001:

The Contractor shall furnish all labor, materials, equipment, supervision, and incidental services necessary to provide and install a complete, operational radon mitigation system for the laboratory area.

2 | P a g e

The Contractor shall evaluate existing site conditions and implement a mitigation approach that effectively captures and exhausts radon-bearing soil gases from beneath the building slab and discharges them to an appropriate outdoor location in accordance with applicable codes, standards, and industry best practices.

The work may include activities such as creating sub-slab suction points, installing vent piping, providing roof-mounted or exterior-mounted fan equipment, penetrating walls or building assemblies as required, and installing system monitoring or status indication equipment. The final configuration shall be based on field conditions and the Contractor’s professional judgment while meeting the performance objectives of this Statement of Work.

1.1 Scope Requirements

The mitigation system shall include:

1.1.1 A means of creating and maintaining negative pressure beneath the slab to reduce radon infiltration into occupied spaces.

1.1.2 Vent piping and associated components necessary to convey radon-bearing air to an approved exterior discharge location.

1.1.3 Fan equipment sized and selected to provide effective system performance.

1.1.4 Appropriate supports, hangers, and mounting hardware for all system components.

1.1.5 Monitoring or indication devices that allow facility personnel to verify that the system is operating.

1.1.6 Protective measures for penetrations through fire-rated assemblies, as required by applicable codes.

1.2 Performance Requirements

The installed system shall:

1.2.1 Be designed and installed in accordance with applicable federal, state, and local codes and regulations.

1.2.2 Utilize materials and equipment suitable for continuous operation in a commercial laboratory environment.

1.2.3 Provide continuous active mitigation of radon entering the laboratory area from beneath the building slab.

1.2.4 Discharge exhaust air in a manner consistent with applicable building and safety requirements. Exhaust can be routed through an existing exterior clerestory window frame fitted with a metal panel.

1.2.5 Include a means for facility personnel to verify system operation.

1.2.6 Be installed in a professional manner that minimizes disruption to building occupants and ongoing operations.

1.3 Facilities and Infrastructure Requirements:

1.3.1 Exhaust will need to be run from 2118A into adjacent lab 2118 through a fire-rated partition, around/up a bulkhead, and out the existing clerestory window system (metal panel in window frame). Clerestory window can be accessed from roof top via exterior stairs.

1.3.2 Exterior exhaust components and exhaust fan can be secured to concrete bulkhead above/adjacent to clerestory window at roof level.

1.3.3 Location of system control box to be approved by COR prior to installation.
