The project shall be designed so as not to exceed the programmed design budget.

3. The Architect-Engineer shall perform the following services:

A. The A-E shall provide all services necessary to provide 35% drawings and specifications, complete cost estimate and supporting design analysis based on the requirements set forth in this statement of work. Any as-built drawings and design calculations provided by the Government to the A-E are intended as guidance and not to be interpreted as the only solution. See the contract Statement of Work for detailed design instructions. The government will provide any available information it has to help in the execution of this design. For example, project location plans, utility maps, base standards, forms and sheet layouts, and as-built drawings.

B. Special emphasis is being placed on sustainable design and construction principles in this project, with emphasis given to energy and water conservation, environmentally beneficial material selections, and reuse/recycling. This emphasis is added to comply with various executive directives meant to help alleviate negative impacts to natural resources and the environment. The A-E shall develop drawings and specifications consistent with policies described in Engineering Technical Letter (ETL) 08-13, Incorporating Sustainable Design and Development (SDD) and Facility Energy Attributes in the Air Force Construction Program and AFSOC/CV Energy Policy Memo dated 17 Feb 09.

C. The A-E shall prepare two separate 35% designs with separate cost estimates. Design A shall retain the current configuration of one restroom shared between two sleeping rooms. Design B shall make modifications to the floor plan to provide separate restrooms for each sleeping room. As a possible floor plan for Design B, the plans for Dorm 334, currently undergoing this modification, shall be provided as part of the supporting material to the A-E.

D. SUBMITTALS: Upon completion of each phase of the work, the A-E shall furnish all documents in the manner described in the contract Statement of Work.
