About this file
This document is a Draft Statement of Objectives (SOO) for a federal contract opportunity to provide metabolic testing software licenses for the United States Space Force Guardian Resiliency Team (GRT) at Buckley Space Force Base.
The SOO outlines the government's requirements for the contractor to provide annual user packages for the OVAL metabolic testing software, with the quantity increasing each fiscal year from 150 licenses in FY24 to 300 licenses in FY28. The software must be able to determine an individual's primary energy system, recommend exercise protocols, and measure various biometric inputs to assess metabolic fitness and risk factors. The contractor must provide standard commercial warranties and be registered in the System for Award Management (SAM) and invoicing through the Wide Area Workflow (WAWF) system.
The related federal contract opportunity is a Sources Sought notice, solicitation number FA254324Q0019, seeking potential vendors to meet the requirements outlined in the SOO. DRAFT
STATEMENT OF OBJECTIVES (SOO)
United States Space Force Buckley SFB Metabolic Testing
24 April 2024
1. Introduction and Overview
Physiological testing is essential to measure metabolic health of the members of Space Base Delta 2. The testing would be conducted by the government for members that fall under the Guardian Resiliency Team (GRT).
1.1. Background
The government’s assessment program, as part of the Health Holistic Approach, in intended to increase positive behaviors and increase human performance for Space Force Guardians. Testing will allow the government to determine the primary energy system of an individual (fat, carbs, ATP-PC) and determine the capability of the individual to switch between energy systems. This data can be utilized to provide target heartrates for optimal fat burning and avoiding overtraining.
2. Scope of Work
The Contractor will deliver all the purchased items listed in the ordering table (Section 2.1). Installation by the contractor is not requested, required, or needed.

while exercising.
• Must be able to determine energy system through blood lactate corresponded with heart rate.
• Must be capable of recommending increased demand on the individual during exercise.
• System protocol shall include the following input capabilities so that user can establish baseline metrics and identify current metabolic syndrome risk factors: blood pressure, pulse oximetry, resting heartrate, waist circumference, bioimpedance body composition, resting lactate, height, and weight.
• Protocol shall measure power output for a minimum of three continuous (3) minutes at a time.
• Protocol must measure metabolic response and stress throughout entire 30-minute test by monitoring lactate and heart rate.
• Protocol system needs to calculate optimized fitness zone, personalized for each individual.
• Testing data shall provide an individual’s current cardiometabolic fitness and how efficiently the participant is at utilizing fat as a primary energy source.
• Protocol shall allow individual activity log to monitor and adapt the data and shall include exercise progressions, heartrate recovery, and training log.
• Individual testing data should be privacy protected for the individual.
• Protocol should allow admin team to view an aggregate of generalized overall testing numbers and exercise compliance data while still honoring privacy of individuals.
4. Warranty
Standard commercial warranties will be provided for above mentioned testing software.
