About this file

This is a Statement of Objectives for an Executive Writing Course to be delivered to the Headquarters United States Space Force (HQSF) Director of Staff Knowledge Operations Directorate in Arlington, Virginia. The Government intends to issue a single-award, Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) with a five-year ordering period utilizing Simplified Acquisition Procedures. Performance is anticipated to commence in August 2026. The course will be delivered virtually via Microsoft Teams with 12 course deliveries anticipated per annum, plus a surging capability of approximately three additional courses due to personnel influx. The contractor must provide all personnel, tools, content, materials, and supervision necessary to develop, administer, facilitate, and instruct the course. This is a non-personal service, commercial acquisition.

The core objectives include: (1) developing an executive writing course and grading rubric aligned with Space Staff action officer outcomes, with continuous content adjustments based on student feedback and DSK approval; (2) administering course logistics including student signups, attendance tracking, and test creation with a 70% minimum passing score; (3) providing monthly instruction on executive writing principles with focus on active voice, clarity, conciseness, accuracy, and executive format, using real-world Chief of Space Operations executive summary examples per HOI 33-3; and (4) developing anonymous feedback surveys and providing monthly status reports and quarterly data analysis. Performance thresholds require 95% course content alignment with desired outcomes, 90% of participants reporting improved skills, 95% satisfactory instructor evaluations, and 100% on-time course delivery. The Government retains Government Purpose Rights to all training materials, curriculum, grading rubrics, and data for internal use and third-party disclosure.

Statement of Objectives

Version 1.0

SECTION I

1.0 DESCRIPTION OF SERVICES

1.1 GENERAL: The Headquarters United States Space Force (HQSF) Director of Staff Knowledge Operations Directorate (DSK) provides executive staff guidance for the Space Force in conjunction with the Secretary of the Air Force (SAF) and the Department of War (DoW). DSK is responsible for guiding, integrating, and synchronizing processes for the Space Force to provide timely, accurate, and quality products for senior leader decisions.

1.2 BACKGROUND: The SAF Action Officer Course (AOC) is a mandatory requirement for all staff-level action officers and must be completed within 60 days upon onboarding. DSK seeks to supplement this course with an Executive Writing Course (EWC) for Space Staff action officers. The core objective of this course is to provide action officers with instruction and best practices on executive writing principles with a focus on active voice, clarity/conciseness, accuracy, and executive format. Upon completion of the EWC, action officers should be able to produce decision-ready staff packages (e.g. eSSS, executive summaries, memos, etc.) that comply with executive writing standards. DSK’s priority is for action officers to transition from standard writing to high-level executive communication.

The SAF AOC is a prerequisite to the HQSF EWC.

1.3 SCOPE: The contractor shall provide all the personnel, tools, content, material, and supervision necessary to develop, administer, facilitate, and instruct the EWC. The HQSF intends to issue a single-award, Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) with a five-year ordering period utilizing Simplified Acquisition Procedures. This is a non-personal service, commercial acquisition.

1.3.1 Period of Performance. Performance is anticipated to commence August 2026.

1.3.2 Course Delivery and Frequency. All courses will be delivered virtually via Microsoft Teams. We anticipate 12 course deliveries per annum with a surging capability of about three additional courses (e.g. due to an influx of personnel).

1.3.3 Course Duration. DSK would like contractor feedback based on this draft requirement (insert actual requirement once market research concludes).

1.3.4 Applicable Document. Headquarters Operating Instruction (HOI) 33-3, Correspondence Preparation, Control, and Tracking, as updated

1.3.5 Government Purpose Rights. The Government can use, modify, or disclose training materials, curriculum, grading rubric, data, etc. internally and with third parties for Government purposes only.
