About this file
This document is a Draft Statement of Need (SON) for the Department of the Air Force Air Education and Training Command (AETC) to procure two Brelyon Ultra Reality displays for testing and research. The purpose is to identify a potential solution to address virtual reality sickness experienced by some Air Force Technical Training students using VR headsets. The SON states that Brelyon's 3D display monitors may reduce VR sickness by allowing students to view 3D training content without blocking their peripheral vision. The Air Force plans to test the displays with the 362nd and 372nd Training Squadrons to determine if they adequately reduce VR sickness rates. The acquisition will be a sole source award to Brelyon Inc. under FAR 13.106-1(b)(1) with a NAICS code of 334118 and a size standard of 1,000 employees. The period of performance is from November 2024 to May 2025 using 3400 funds. The government is not seeking competitive proposals at this time but will consider any responses demonstrating competition would benefit the government.

STATEMENT OF NEED
FOR
HQ 2 AF/Det 23 Brelyon Monitor Assessment 24 September 2024
1.0. BACKGROUND: HQ 2 AF/Det 23 is working a new initiative that focused on testing and researching a solution to solve virtual reality sickness impacting 2 AF Technical Training students. There are documented issues with some Air Force Technical Training student experiencing virtual reality sickness when using virtual reality headsets. Breylon provides a unique ultra reality monitor that has a 3D display intended for immersive simulators and virtual training tools. The acquisition of two Brelyon Ultra Reality displays will assist with identifying a possible solution and provide the government with initial return on investment analysis. These monitors allow students to see 3D training content via a stationary monitor that doesn't block a student's peripheral vision which may reduce virtual reality sickness. 2 AF/Det 23 is going to test the displays in conjunction with 362 TRS and 372 TRS to determine if these displays adequately reduce virtual reality sickness during training. The testing will help the Air Force determine if the monitors and cost are viable moving forward.
