STATEMENT OF WORK AND TECHNICAL SPECIFICATONS
I. GENERAL
A. LOCATION AND SCOPE OF WORK:
1. Contractor shall provide all labor, materials, and equipment to complete the requirements as described in this Statement of Work (SOW) and associated attachments at the following locations:
Site 1: 16°54'37.3"N 89°51'40.3"W Site 2: 16°54'36.4"N 89°51'37.8"W Site 3: 16°54'57.9"N 89°51'49.1"W Site 4: 16°54'55.6"N 89°51'51.5"W
2. The following are the minimum requirements. The Contractor shall propose products (equipment and material) that are more commonly used in the region; the proposal will be equally or more cost effective or allow for more timely completion, but the end product should furnish the same system durability, ease of maintenance and environmental compatibility. All variations must be approved by the Contracting Officer (CO) or Contracting Officer Representative (COR). The Contracting Officer will be the only authority to approve any addition or removal of work.
B. SCOPE OF WORK as follows:
1. Contractor shall lay down gravel on the three locations identified in paragraph A.1 above, and detailed in the attachments.
2. Contractor shall remove any existing obstructions as indicated on the plans.
3. Contractor shall bring the sites to final grade as indicated on the plans.
4. Contractor shall prepare the sites as indicated in the plans.
5. Preparation shall include removal of all vegetation and unsuitable top soils (minimum removal of top
4 inches of soil), compaction of top 6 inches of sub-grade, and the following specifications for each site:
i. A minimum of 3 inches, and a maximum of 9 inches compacted base course above compacted sub-grade at Site 1.
ii. A minimum of 3 inches compacted base course above compacted sub-grade at Site 2.
iii. A minimum of 3 inches compacted base course above compacted sub-grade at Site 3.
iv. A minimum of 3 inches compacted base course above compacted sub-grade at Site 4.
The areas shall be graded to allow for positive drainage and be at least 3 inches greater in elevation than the surrounding unprepared site. The earthwork shall be graded in the natural directions away from the operational area. The grade should be no more than 1.5% and slope towards the natural drainage.
6. The contractor shall use surface aggregate material that is clean and free of deleterious material including organics. Material shall be crushed ¾” (-) Crusher Run crushed limestone aggregate consisting of fine stone dust to 3/4″ stone pieces ideal for compaction and stone bases. Aggregate lift of 3 inches with no more than 30% gravel dust fines on the operations area..
7. Contractor shall place all vegetation removed from the sites listed in paragraph A.1 above, into the designated area.

C. CONTRACTOR SITE INSPECTION: The Contractor is required to conduct a site inspection with its engineer to verify site conditions and all drawings, distances and dimensions are met in accordance with this Statement of Work. It is the Contractor’s responsibility to verify all conditions and measurements provided in the Statement of Work. Contractor assumes full monetary responsibility for any and all additional work, materials, or equipment required to complete the project that was not included in the Statement of Work that a reasonable site inspection would have revealed. Contractor will not be held responsible for unforeseen conditions that a reasonable site inspection would not have revealed.
II. TECHNICAL SPECIFICATIONS
A. GENERAL
1. The Contractor shall follow the attached design and service must comply with technical requirements contained herein. Any deviations must be submitted and approved by the Contracting Officer in writing prior to commencing of work.
2. The Contractor shall provide all supervision, management, labor, materials, and equipment for the project.
3. Any material approvals contained herein must be approved by the Contracting Officer or their representatives in writing, prior to installation of materials or work start.
4. The Contracting Officer or their representative will designate the location of the service requirements required under the terms of this contract.
5. All equipment used shall be in good working order and shall be operated safely at all times.
6. Contractor shall be required to have a fluent English-speaking, English-literate, foreman/site supervisor; and be knowledgeable in matters related to the service provided; and be present on the project site during all service activities.
B. SAFETY
1. Contractor shall mitigate any delays to scheduled or unscheduled contract work. The Contractor assumes the risk of any and all personal injury, property damage or other liability arising out of and resulting from any Contractor action hereunder.
2. Contractor shall develop a safety plan that will reduce the associated risks to an acceptable level. The Contractor will provide the Contracting Officer a copy of the Contractor’s company safety plan prior to the issuance of the Notice to Proceed.
C. NOTIFICATION OF NONCOMPLIANCE. The Contracting Officer will notify the Contractor of any detected noncompliance with the identified requirements. The Contractor shall take immediate corrective action after receipt of such notice. Such notice, when delivered to the Contractor at the work site, shall be deemed sufficient for the purpose of notification. If the Contractor fails or refuses to comply promptly, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. The Contractor shall not claim lost time due to stop orders nor claim costs due to excess time or damages.
D. LIMITATION OF WORKING SPACE. The Contractor shall confine his operations strictly within the boundaries of the site. Workmen will not be permitted to trespass on adjoining property. Any operations or use of space outside the boundaries of the site shall be by arrangement with all interested parties.
E. SECURITY
1. The Contractor shall be responsible for the physical security of all materials, supplies, and equipment including property that he is utilizing. The Contractor shall erect suitable temporary fences, gates, lighting, and structures as necessary to safeguard the site against damage or theft and for the protection of the general public and shall adequately maintain the same throughout the course of the contract.
2. Information Safeguard. Contractor shall take appropriate measures to safeguard Government critical and sensitive information. Neither the Contractor nor the Contractor’s personnel shall disclose, or cause disclosure of any information concerning DoD operations and activities which could result in, or increase the likelihood of, the possible breach of the activity’s security or interrupt the continuity of DoD operations. Unauthorized disclosure of and/or failure to properly safeguard information, or proprietary data by the Contractor may subject the Contractor, its agent(s), or employees to criminal liability. Government paper products and removable storage materials that are received, generated, or stored during the contract will be destroyed completely when no longer needed to preclude recognition of information. Contractor will immediately report suspicious activities to security personnel.
F. ENVIRONMENTAL PROTECTION
1. The Contractor shall comply with all local laws, rules, regulations or standards concerning environmental pollution control and abatement. The contractor shall review local regulations with the contracting officer prior to commencement of the service.
2. Measures shall be taken to prevent chemicals, fuels, oils, greases, bituminous materials, waste washings, herbicides and insecticides, and construction materials from polluting the site and surrounding area.
3. Any materials, wastes, effluents, trash, garbage, oil, grease, chemicals, etc., shall be disposed of at a dumpsite off site in accordance with local laws.
G. GENERAL – SITE PREPARATION
1. Contractor shall perform all site preparation to include cutting, filling, grading, and compacting for site preparation and erosion control. Contractor will dispose of all materials, wastes, effluents, trash, garbage, oil, grease, chemicals, and other foreign materials prior to commencing the service. All materials removed shall be taken to a dump off site and subject to the approval of the Contracting Officer or their COR representative.
2. All fill material shall be crushed ¾” (-) Crusher Run crushed limestone aggregate consisting of fine stone dust to 3/4″ stone pieces. Ideal for compaction and stone bases.
3. See provided drawings for elevations, base, sub-grade and other grade preparation requirements.
H. SUBGRADE and FILL
1. Remove all vegetation and top soils to a depth of 4 inches. .
2. Compact top 6 inches of sub grade material.
3. Any fill necessary will be compacted in 4 inches lifts.
4. Fill shall consist of a material free of organic material, loam, and debris.
I. BASE COURSE
1. Base course will be a minimum of:
i. 3 inches thick at Site 1.
ii. 3 inches thick at Site 2.
iii. 3 inches thick at Site 3.
iv. 3 inches thick at Site 4.
2. Base course will be placed and compacted in lifts no greater than 4 inches.
J. SITE CLEANUP
1. The Contractor will clean up all left over materials from the site prior to the project’s being determined to be complete. No trash or debris shall be left in the project area prior to acceptance by the Contracting Officer or their representative.
2. The Contracting Officer or their representative reserves the right to inspect the quality, and to order corrections or replacement, at no additional expense to the US Government, of items determined as not meeting the minimum standard.
3. Contractor will dispose of all materials, wastes, effluents, trash, garbage, oil, grease, chemicals, and other foreign materials during demobilization. All materials removed shall be taken to a dump off site and subject to the approval of the Contracting Officer or their representative.
4. The Contractor shall ensure the work site and areas around the work site are free of any debris and materials upon completion of work each day, as well as at the completion of the job. Contractor shall remove and properly dispose of all materials and equipment at the completion of the job. Unused materials or equipment owned by Coalition forces shall be returned to a location designated by the Contracting Officer. Upon completion of work, the work site shall be restored, insofar as is reasonably possible, to its condition prior to work, including replacement of vegetation, sidewalks, grading, drainage, and similar conditions affected by work during the performance of this Contract.
5. The service to be provide within this Statement of Work is to occur in close proximity to an international airport. Contractor will take appropriate measures (i.e. Briefings to crews, distance markers, fencing) as required to ensure no equipment or personnel cross within 150 meters of the runway centerline during the course of this service. Any activities that require a deviation from this standard will be pre-coordinated with airport authorities through the Contracting Officer Representative with at least 2 weeks notification.
