1.0 Background

1.1 KC-46 Aircraft provides worldwide, day and night, and adverse weather aerial refueling to receiver-capable US, allied, and coalition military aircraft, including unoccupied aircraft. The KC-46 Tanker is based on commercial, Federal Aviation Administration (FAA) or equivalent, certified 767-2C aircraft, which is finished to meet the unique KC-46 Tanker requirements. To uphold this certification for an accepted KC-46, the sustainment requirements will ensure compliance with Amended, Supplemental, and Military Type Certifications (ATC/STC/MTC).

1.2 Per the October 2016 KC-46 Life Cycle Sustainment Plan (LCSP) (Appendix A, Reference 1), The

United States Government (USG) will use an organic two-level maintenance (2LM) posture for sustainment of the KC-46 Tanker: Organizational Level (O-Level) and Depot Level (D-Level). The 2LM will best ensure compliance with certification requirements.

1.3 In order to mechanize this 2LM sustainment posture, the KC-46 Tanker Program will require initial spares for the reparable line replaceable units (LRUs). The KC-46 Tanker Program will outfit each main operating base (MOB) located worldwide with an initial quantity of reparable spare LRUs from the eligible parts list (FA8609-22-D-XXXX, Section J, Attachment 2). This list is subject to a possible increase of 10% parts over the baseline within the duration of this acquisition.

1.4 USG will annually conduct Spares Modeling to determine the initial quantities from the baselined end item list required for MOB(s) projected for stand up.

1.5 The initial outfitting of reparable spare LRUs will optimize 2LM and enable mission responsiveness for the newly stood-up MOB(s).

2.0 Objectives

2.1 The Contractor shall provide reparable LRUs to worldwide locations to include but not limited to USG and Foreign Partner MOB(s).

2.2 The Contractor shall ensure that all reparable LRUs complies with FAA-defined processes and procedures defined in the May 2017 FAA and Industry Guide to Product Certification (Appendix A, Reference 2).

USG will accept new, refurbished, or parts manufactured approval (PMA)/ aftermarket parts, if remanufactured in accordance with original equipment manufacturer (OEM) specification and certifiable through the FAA.

2.3 The Contractor shall ensure that all reparable LRUs with Foreign Partner MOB delivery destinations comply with International Traffic in Arms Regulations (ITAR) (Appendix A, Reference 3).

3.0 Tasks

3.1 Initial Reparable Spares: The Contractor shall procure and deliver reparable LRUs to the respective locations and in the quantities identified in the request for proposal (RFP) for each order.

The Contractor shall at a minimum provide the following for any deviations from the RFP:

3.1.1 Immediate notification after receipt of RFP for each reparable LRU (To include Critical Safety Items that encountered part number roll, excluding substitutions and

interchangeable parts). Notification shall include but not limited to impact to price, effectivity data for current and new parts, and delivery.4

3.2 Certificate of Conformity (CoC): The Contractor shall ensure that all reparable LRUs receive an 8130-3 or CoC pursuant to the appropriate quality system as required by the STC design approval.

3.3 Item Unique Identification (IUID): The Contractor shall mark reparable LRUs with an IUID in accordance with the December 2007 MIL-STD-130N (Appendix A, Reference 4). Radio frequency identification (RFI) is not applicable to KC-46 Reparable LRUs and is not considered an equivalent replacement for IUID.

3.4 Package, Handle, Store, & Transport (PHS&T): The Contractor shall conduct PHS&T of reparable LRUs in accordance with latest Air Force Materiel Command (AFMC) Form 158.

3.5 USG Acceptance & Product Delivery: The Contractor shall support USG acceptance and product delivery of each reparable LRU, and at a minimum:

3.5.1 Process offline requisition numbers, provided by the government, into an order management system, provide traceability between requisition numbers and respective parts and enable the receipt of the parts by the Air Force supply system.

3.5.2 Include a packing slip and 8130-3/CoC for each reparable LRU to the appropriate USG acceptance organization to include, but not limited to, the cognizant Defense Contract Management Agency (DCMA) Contract Management Office (CMO).

3.5.3 Provide an Engineering or Technical Support Single Point of Contact (SPOC) to provide at a minimum the following:

3.5.3.1 Responses to USG inquiries

3.5.3.2 Responses to USG clarification requests

3.5.3.3 Assistance with Grief Activities at delivery destination

3.6 Product Warranty: Contractor shall provide at least the same warranty terms, including offers of extended warranties, offered to the public in customary commercial practice for the items acquired under the contract. Also reference FAR 52.212-4. The Contractor will accept returns, and if the authorized customer still requires the product(s), replace the product(s) under the following conditions:

3.6.1 Incorrect products were shipped;

3.6.2 Products were damaged in shipment;

3.6.3 Products arrived with concealed shipping damages;

3.6.4 Other returns consistent with the Contractor’s normal return policy to include return of excess material ordered by the customer based on a project estimate.

4.0 Reviews: The Contractor shall at a minimum support and attend the following reviews per USG request as applicable:

4.1 Post Award Conference (PAC):

4.1.1 Scheduling: No later than 30 calendar days after contract award.

4.1.2 Focus: Review the contract terms and conditions, and discuss the actions and activities necessary to successfully complete the program.

4.1.3 Additional Details: Held virtually using an electronic communication venue mutually agreeable by both the Procuring Contracting Officer (PCO) and the Contractors. The number of Contractor attendees shall be limited to a maximum of four persons and the PAC duration shall not exceed four hours. The PCO will coordinate the actual date and time of the PAC with the Contractor after contract award.

APPENDIX B

DEFINITION OF UNITED STATES AIR FORCE SPECIFIC TERMS

FAA Form 8130-3: Is the Statement of Compliance with Federal Aviation Regulation. Also known as the airworthiness approval tag or authorized release certificate. It is used to certify compliance with applicable requirements of 14 CFR Part 21 and certifies if a new part, engine, or entire plane is airworthy but can also be used to return a part, engine, or plane back to service after repair.

Certificate of Conformity (CoC): The actual FAA Aircraft Certification Form 8130-3 that is used to document maintenance performed on an aviation article (e.g., inspection, repair, or overhaul).

Critical Safety Item (CSI) - A CSI is any part, assembly or piece of support equipment whose failure could cause loss of life, permanent disability or major injury, loss of a system or significant equipment damage.

Special attention shall be placed on CSIs to prevent the potential catastrophic or critical consequences of failure.

Significant problems can occur when Department of Defense (DoD) purchases CSIs from suppliers with limited knowledge of the item’s design, intent, application, failure modes, failure effects, or failure implications.

Routine Use: Commonplace tasks, activity or duties that must be accomplished on a regular basis or at specific intervals.
