SCOPE OF WORK

1. INTRODUCTION: The USDA Forest Service Job Corps Civilian Conservation Centers (JCCCC) provide academic, vocational, and life learning skills to at-risk youths at 28 Job Corps Centers across the United States (U.S.). As part of this program, youths and young adults at the centers are provided health-care services, including medical, dental, mental health, and drug & alcohol intervention. Jacobs Creek Forest Service JCCCC requires services from a qualified laboratory that can test wastewater treatment samples and provide required sample analysis reports.

2. BACKGROUND: Job Corps is a U.S. Department of Labor (DOL), Employment and Training Administration (ETA) program. Job Corps is a program designed to assist young people who need and can benefit from the wide range of services provided at Job Corps centers. Services include the following: basic education, High School Diploma (HSD) program; General Educational Development (GED); vocational skills training; residential living program; healthcare; and related support services. The comprehensive combination of training and support services of this program is designed to help each student become a responsible and productive citizen. Student populations range from 100 to over 200 enrollments at any given time. Job Corps is a self-paced program; therefore, a student’s length of enrollment varies. Students may remain in the program for up to two years, but the average length of enrollment is approximately eight months.

3. CONTRACT EFFORT REQUIRED:

Due to the nature of the required services described herein, the Government has determined that only one (1) ID/IQ contract will be awarded as a result of these Request for Quote (RFQ) procedures. The ID/IQ contract is designed to provide the Government with a contract vehicle that will allow for additional services to be ordered by the Government as needed and required but cannot be reasonably determined in advance.

The contractor shall furnish all labor, materials, equipment, tools, transportation, supervision necessary to perform work required for the Wastewater Treatment Plant Waste Sampling Jacob Creek Job Corps Center in accordance with the specifications and provisions contained herein.

Wastewater Treatment Plant Waste Sampling as required by State of Tennessee:

Wastewater Treatment Plant Waste Sampling– The Tennessee Department of Environmental Conservation requires wastewater sampling to be conducted regularly by a qualified laboratory;

sample testing must include Carbonaceous Biochemical Oxygen (CBOD), Total Suspended Solids (TSS), Ammonia, E Coli, and Totals Solids analysis. The purpose of this contract is to establish contracted services with a qualified lab within commuting distance of Jacobs Creek Job Corps.

Sample testing time limits and hold times: E Coli sample testing must commence within 8 hours of sample collection to produce valid results. Ammonia samples may be held for 28 days; however testing shall be Normal TAT - run within the hold time and report provided to the Center within 7 business days. CBOD samples have a 48 hour hold time, and test results shall be available to center within seven days. TSS & Solids have a seven-day hold time. Hold times are the length of time samples may be held by a laboratory and still be tested with valid results.

The laboratory must be able to process multiple samples per month and provide lab analysis reports within seven days of the samples being delivered or transferred to laboratory custody for testing. Reports shall be delivered to the Center designated primary point of contact electronically.

Rough Draft

The samples shall be collected at the station every two week for analysis. The sample will be collected by the staff and needs to be picked up and testing completed within eight hours of the collection.

The quantity will be approximately 26 per year, once every two weeks.

The time of sample collection and amount of time required for testing is started when the Government Point of Contact collects the sample.

Wastewater Treatment Plant overflow mitigation operations:

During Wastewater Treatment Plant overflow mitigation operations, each load of wastewater being hauled from the plant must have samples drawn from each load. Following TDEC requirements, these samples must also be tested by the lab. Overflow mitigation operations periodically occur seven days per week and have multiple loads hauled from the plant to a municipal plant.

If this occurs it may require have seven trucks a day to be tested for two to three days or until the problem has been resolved.

The contractor must have and identify a testing location within a 60-mile radius of project location and must be able to provide and must be able to complete testing within 3 days of the collection or the required testing period.

The time is of sample collection is started when the Government Point of Contact collects the sample.

The Quantity for Wastewater Treatment Plan cannot be reasonably determined in advance, we would estimate a minimum of zero to a maximum of a hundred and fifty.

4. Technical Requirements: Qualified laboratory to provide wastewater sample testing and analysis for the following Carbonaceous Biochemical Oxygen (CBOD), Total Suspended Solids (TSS), Ammonia, E Coli, and Totals Solids.

The state of Tennessee does not have a wastewater laboratory certification program. Any laboratory that satisfies the requirements of the facility NPDES permit (e.g., use of methods from Title 40 CFR Part 136, appropriate quality assurance/quality control measures, etc.) may be used. NELAC certification covers many of the same requirements but does not explicitly ensure NPDES compliance.

5. MATERIALS, EQUIPMENT, TRAINING, AND UTILITIES:

The work shall conform to Federal, State, and Local ordinances, laws, and shall be acceptable to the Government standards. Work must meet local and federal Standards for OSHA and Safety Board.

8. THE ROLE OF GOVERNMENT PERSONNEL AND RESPONSIBILITY FOR

CONTRACT ADMINISTRATION

A. Contracting Officer: The Contracting Officer (CO) has the overall responsibility for the administration of this contract. The CO alone, without delegation, is authorized to amend, modify, or deviate from the contract. Other responsibilities may be delegated to an authorized representative.

B. Contracting Officer's Representative (COR): The COR will be designated in writing at the time of award to assist the CO in the day-to-day on-site administration of the contract requirements. The responsibilities of the COR include, but are not limited to, the following:

10. SECURITY CONSIDERATIONS: Not Applicable to the services being rendered, as services shall not be conducted on-site.
