About this file

This is a Draft Scope of Work for a multi-vendor emergency bottled potable water supply contract for the City of Philadelphia's Office of Emergency Management. The contract establishes up to five qualified vendors to supply, stage, and deliver commercially packaged bottled potable drinking water to support emergency response and recovery operations during incidents that disrupt or threaten the public water supply. The product specifications require FDA, EPA, and state drinking water standards compliance, with 16.9 oz bottles as the primary operational size and optional 1L/1.5L sizes, all palletized and shrink-wrapped. The contract is structured in four operational tiers based on vendor capacity: Tier 1 requires delivery of 50 pallets within 12 hours of notification; Tier 2 requires 100 pallets within 24 hours with sustained capacity of 100-300 pallets per day; Tier 3 requires up to 1,000 pallets within 48 hours with sustained capacity of 1,000-2,000 pallets per day; and Tier 4 requires catastrophic-scale operations sustaining up to 9,600 pallets per day with ability to leave trailers on-site for 24 hours. Vendors may submit proposals for one, multiple, or all tiers based on their demonstrated capacity and logistics infrastructure.

The contract functions as a standby emergency agreement with no required inventory pre-purchase unless separately authorized. Vendors must maintain constant readiness for activation, provide current production and delivery capacity upon request, identify primary and alternate supply sources, and participate in periodic readiness verification activities. All shipments shall be delivered FOB destination with vendors capable of providing both full and partial truckload quantities. Deliveries may be directed to warehouses, Points of Distribution (PODs), staging areas, or designated critical facilities, with complete coordination and documentation required with the designated City logistics point of contact. Vendors must submit detailed documentation of operational capabilities, including daily and maximum surge production capacity measured in bottles per day, maximum number of truckloads available daily, and their distribution network structure and geographic coverage.

Multi-Vendor Contract for Emergency Supply of Bottled Potable Water The purpose of this contract is to establish up to five (5) qualified vendors capable of supplying, staging, and delivering large quantities of commercially packaged bottled potable drinking water to support emergency response and recovery operations during incidents that disrupt or threaten the public water supply.

This contract supports immediate emergencies, sustained operations, standby readiness, and large-scale catastrophic water outages.

Vendors may be activated individually, sequentially, or simultaneously based on incident scale, demand, and operational needs. Multiple vendors may be activated during large-scale or catastrophic events.

Standby / Readiness:

This contract functions as a standby emergency agreement, and vendors shall maintain a constant state of readiness for activation. Vendors must be able to provide current production and delivery capacity upon request, identify both primary and alternate supply sources, and participate in periodic readiness verification activities if requested. No inventory pre-purchase is required unless separately authorized.

Catastrophic Water Outage Operations:

Vendors must demonstrate the ability to support large-scale emergency distribution through high-volume supply capability and sustained multi-truck, multi-day delivery operations. Vendors shall be capable of supporting simultaneous high-demand requirements, coordinating with government staging and distribution operations, and prioritizing emergency orders to ensure timely fulfillment during major incidents.

Vendors shall provide commercially packaged potable drinking water meeting all FDA, EPA, and state drinking water standards. The minimum specifications are the following:

· 16.9 oz (primary operational size)

· 1L / 1.5L (optional)

· Palletized and shrink-wrapped

The City of Philadelphia is seeking qualified vendors capable of supplying bottled potable drinking water to support emergency response operations at varying scales. Vendors may submit proposals for one, multiple, or all operational supply tiers, based on their demonstrated production capacity, logistics infrastructure, and distribution capabilities. This tiered approach is intended to ensure participation from vendors of different sizes while enabling the City of Philadelphia to rapidly scale bottled water distribution during emergency incidents ranging from localized disruptions to large-scale catastrophic water supply outages.

Tier 1 - Immediate Water Supply Vendors must demonstrate the capability to support emergency response operations by rapidly activating within 12 hours or less of notification. This includes:

· Delivering an initial supply of 50 pallets of bottled water (16.9 oz bottles) within 12 hours of notification.

· Coordinating and executing shipments to multiple designated delivery locations throughout the City of Philadelphia.

Tier 2 - Rapid Response Water Supply Vendors must demonstrate the capability to support emergency response operations by rapidly activating within 24 hours or less of notification. This includes:

· Delivering an initial supply of 100 pallets of bottled water (16.9 oz bottles) within 24 hours of notification.

· Coordinating and executing shipments to multiple designated delivery locations throughout the City of Philadelphia.

· During activation periods vendors must be capable of sustaining 100 – 300 pallets per day of bottled water deliveries.

Tier 3 - Sustained Emergency Water Supply Vendors must also demonstrate the ability to scale operations quickly, including:

· Providing up to 1,000 pallets of bottled water (16.9 oz bottles) within 48 hours of notification.

· Coordinating and executing shipments to multiple designated delivery locations throughout the City of Philadelphia.

· During multi-day activation periods vendors must be capable of sustaining 1,000 – 2,000 pallets per day of bottled water deliveries.

Tier 4 - Catastrophic Water Supply

· Sustaining continuous, rolling daily resupply to meet a maximum requirement of up to 9,600 pallets of bottled water (16.9 oz bottles) per day.

· Coordinating and executing shipments to multiple designated delivery locations throughout the City of Philadelphia.

· Ability to leave trailers on-site for 24 hours.

Delivery and Logistics:

Throughout the emergency activation period, vendors shall be capable of sustaining extended, multi-day operations through reliable and continuous deliveries. Vendors must demonstrate the ability to scale delivery volumes up or down in response to changing incident requirements while maintaining consistent product quality and full compliance with all applicable safety, labeling, and packaging standards. Close coordination with designated City of Philadelphia emergency logistics personnel is required to ensure timely, efficient, and secure distribution.

Proposals must clearly describe the vendor’s demonstrated operational capacity, logistics infrastructure, inventory availability, transportation network, and contingency measures sufficient to meet required activation timelines and sustained supply demands.

All shipments shall be delivered FOB destination. Vendors must be capable of providing both full truckload and partial truckload quantities as required. Deliveries may be directed to warehouses, Points of Distribution (PODs), staging areas, or designated critical facilities. Vendors shall coordinate all delivery schedules and routing with the designated City logistics point of contact and provide complete shipment documentation, including bills of lading, for every delivery.

Under Vendor Capacity Requirements, each vendor shall provide detailed documentation of operational capabilities, including daily production capacity (measured in bottles per day), maximum surge production capacity under emergency conditions, the maximum number of truckloads available per day, and the locations, geographic coverage, and structure of their distribution network.
