About this file
This document is a Draft Statement of Work (SOW) for Heat Treatment Services for the Fleet Readiness Center Southeast (FRCSE), a naval industrial facility that reworks, repairs, and overhauls aircraft, engines, and components. The SOW requires an off-site contractor to provide comprehensive heat treatment services for various metal alloys, including aluminum, steel, titanium, and beryllium copper. Specific heat treatment services include precipitation and age hardening, vacuum heat treating, quenching (hot oil, water, neutral), hardening, tempering, and carburization.
The contractor must perform detailed inspection and testing services, including hardness and conductivity testing in accordance with multiple industry standards (ASTM, MIL-STD, AMS). Required documentation includes a Government Supplied Heat Treatment Processing Form, inspection/hardness/conductivity test results, certifications of conformance, and furnace charts detailing the heat treatment process. FRCSE will deliver and pick up items needing heat treatment, with the contractor expected to complete standard services within five business days and expedited services within three business days. The contract will be funded through Navy Working Capital Funds, and only U.S. citizens may perform the work, subject to specific security and citizenship requirements.
