1. The helmet must meet or exceed NIJ Level IIIA ballistic standards for high velocity penetration.

Documentation must be provided to show NIJ 0106.01 has been met or exceeded.

2. The helmet must have a "high cut" design. The high cut design must be equivalent to the 3M/Ceredyne, Inc. COMBAT Level IIIA helmet or equivalent to the Ops-Cor™ FAST Helmet.

3. Must have removable and replaceable variable impact liner pads which attach to the helmet interior utilizing Velcro™ or similar hook and loop fastening systems.

4. Single hand, quick adjustable head retention strap which stabilizes the helmet around the circumference of the head. Adjustments must distribute even tension or pressure around the head and must incorporate a chin cup which ensures snug and chafe free comfort. Retention system must have a single handed tightening mechanism and a separate single handed release mechanism. System must be equivalent to or exceed the specifications of the CAM FIT™ Retention System and must come from the factory in color black. This retention system must have a minimum of a four (4) bolt mounting to the helmet body.

5. Weight per helmet cannot exceed 3.5 pounds per helmet, prior to the retention system being added. Preference may be given to helmets that are less than 3 pounds per helmet. This is based on the industry standard for helmets that are "one size fits most."

6. Matte black, non-reflective finish from the factory with either a molded-in, baked-on, or other epoxied factory finish. No aftermarket vendor spray-on, bake-on, or other epoxied finish. No fabric coverings for the helmet will be accepted.

7. Compatible with over the ear ballistic hearing protection which meets or exceeds the specifications of the 3M Peltor ComTac ™ III FB Single Com Electronic Headset with NATO wiring systems. Minimal compatible over the ear ballistic hearing protection specifications must meet or exceed the ability to relocate a boom mic to either the left or right side. Hearing protection must be capable of being worn under the helmet such as the Advanced Combat Helmet ™, Enhanced Combat Helmet ™, and/or the Ops-Cor™ FAST Helmet.
