About this file

This document is a Request for Information (RFI) issued by the U.S. Naval Research Laboratory (NRL) for Optical Corner Cubes. NRL is seeking potential qualified and interested sources capable of meeting the salient characteristics detailed in the attached document. The salient characteristics outline the requirements for the Optical Corner Cubes, including specifications for the material, surface flatness, dihedral angles, coatings, and verification testing. The RFI is for information and planning purposes only and does not constitute a Request for Proposal. NRL is interested in determining potential set-aside opportunities for qualified small businesses. Responses to the RFI are due by May 10, 2024 and should include company information, capabilities, past performance, and any assumptions. NRL will not pay for any costs associated with responding to the RFI.

SALIENT CHARACTERISTICS

Salient characteristics means those particular characteristics that specifically describe the essential physical and functional features of the material or service required. List all the minimum specification, characteristics, capabilities, etc. required for this supply.

PSC: 6650 – Optical Instruments, Test Equipment, Components and Accessories

NAICS: 333314 – Optical Instrument and Lens Manufacturing

Optical Corner Cubes meeting the following specifications:

1. Material: The Optical Corner Cubes shall be constructed of Suprasil-1. Suprasil-1 is an optically isotropic 3D-material. It is highly homogeneous and has no striations in all three dimensions.

2. Scratch-Dig: The cubes shall be 60-40 compliant with MIL-PRF-13830B.

3. Surface Flatness: The front surface and three reflecting surfaces shall have a wave flatness of

1/10 of a wave at 532 nm. All tolerances are peak to valley (not RMS).

4. Exiting Wavefront Flatness: The exiting wavefront tolerance shall be ¼ wave peak-to-valley per corner cube segment at 633nm.

5. Dihedral Angles: The three dihedral angles shall be 90 degrees 0 minutes 0.2 arcsec +/-0.3 arcsec.

6. Edges: There shall be protective bevels on the apex and all edges with a maximum width of

0.010 in. The minimum width shall be 0.004 in.

7. Edge Chips: Edge chips shall be locally stoned per MIL-PRF-13830 removing minimal material. At the top edge per Drawing GP-ST-0213 Detail A, there shall be no edge chips or microchips. Hand stone all sharp edges with protective bevel to terminate and prevent chipping around lip

(top/bottom). This protective bevel shall run the extent of the edge to the main body of the cube. This bevel shall be .004" -.014" face width, targeting .008" - .010" face width. Vendor to provide serial numbers of "best/cleanest" units (for this edge protection requirement) on

Certificate of Conformance for each shipment lot.

8. Back Surface Coating: The back surfaces (three dihedral reflecting surfaces) shall remain uncoated.

9. Front Surface Coating: The front surface (aperture) shall have an anti-reflection coating with transmittance ≥ 99.4% at 532 nm and 1064 nm at both 0 degrees and 12 degrees angle of incidence in both s and p polarizations. The anti-reflection coating shall also have a reflectance

>/= 20.0% at 720nm nm at both 0 degrees and 12 degrees angle of incidence for both s and p polarizations.

10. Part Marking: Each part must be serialized on the A-B interface-mounting. Marking material shall have the following outgassing properties: Total Mass Loss: < 1.0%, volatile condensable material < 0.1%.

11. Verification: A detailed acceptance test procedure for the verification of corner cube performance meeting all specifications shall be provided by the vendor. Corner cube compliance shall be examined per the vendor provided procedure. Noncompliance with any specified requirements or presence of one or more defects preventing or lessening maximum efficiency shall constitute cause for rejection. Verification plan meets specification NCST-S-GP003 (dated

20 March 2019) and drawing GP-ST-0213, including the clarifications listed here.

12. Interferometric Testing: Due to interference effects from coating combined with phase effects from corner cube and phase-shifting nature of interferometer @ 632.8nm, the corner cubes

must be inspected interferometrically prior to coating the entry face. Corner cubes will be measured in single-pass for dihedral angle analysis, wavefront, fringe contour plot and far-field analysis (MTF & PSF) prior to coating.
