About this file

This document outlines requirements for an electrical network analyzer system solicitation. The Naval Research Laboratory requires a system to characterize components from 10 MHz to 220 GHz, consisting of a 4-port base unit with frequency extender modules to meet spectrum needs. The system must meet specific technical requirements including frequency ranges, dynamic range, noise floor, power output, trace noise, tracking accuracy, temperature stability, and software capabilities. The solicitation is issued by the Department of the Navy Secretary of the Navy Office of Naval Research as request for quote N00173-20-Q-EN03 for commercial items, with a small business size standard of $30 million. Responses are requested to provide how offerors' equipment meets the mandatory specifications.

SALIENT CHARACTERISTICS

The Naval Research Laboratory (NRL) has a requirement for the following pieces of equipment. The specifications below shall be met in order to be a compatible electrical network analyzer systems. For responses to the RFI, please provide technical backup that the product offered meets all required specifications and is fully compatible electrical network analyzer systems bits.

Millimeter-wave Electrical Network Analyzer System (MENAS)

-Frequency requirements, base unit: 10MHz – 43 GHz; extension bands to 75-110 GHz, and 140-220 GHz

-System dynamic range at 20 GHz, 10 Hz IFBW: 125 dB

-Noise floor at 20 GHz, 10 Hz IFBW: -114 dBm

-Power output at 20 GHz, adjustable; up to or greater than: -14 dBm

-Trace noise, at 10 KHz IFBW Mag (dBrms)/ Phase (degrms): 0.01/0.07

-Test set: 4 ports, with reference mixer switch

(The 4 port capability is only up to 43 GHz, not extension modules)

-Reflection tracking magnitude (10-20 GHz): +/- 0.01

-Reflection tracking phase (10-20 GHz): +/- 0.05

-Transmission tracking magnitude (10-20 GHz): +/- 0.05

-Transmission tracking phase (10-20 GHz): +/- 0.4

-Temperature stability (20 GHz):

Magnitude: 0.017 dB/deg C

Phase: 0.45 deg/deg C

-Standard wall power, 110-120 VAC, 60 Hz operation

Supplied noise figure measurement feature

Spectrum analysis software for multichannel analysis at millimeter-wave frequencies to support frequencies to 120 GHz, minimum.

System shall be capable of making standard scattering parameter measurements, as well as active measurement applications that include swept-frequency gain compression, two-tone IMD, pulse, noise figure measurements for amplifiers and frequency converters

(The Noise Figure, Pulse, IMD, Gain Compression measurements only pertain to the mainframe unit, up to 43 GHz.)
