About this file
This is a Draft Salient Characteristics document that defines the essential specifications and requirements for stainless steel handrails in a federal healthcare procurement. The government seeks approximately 8,000 linear feet of InPro 3500SOV Silhouette handrails with oval stainless steel tops and vinyl wall guard bottoms, or equal products that meet specified performance standards. The stainless steel construction is mandatory for healthcare cleanability requirements, and the oval top design is essential for ergonomic patient support. All products must include complete hardware and accessories for installation, come with lifetime warranty coverage, and comply with ADA and ANSI safety codes and healthcare environment cleanability standards. The vendor is required to validate the linear quantities against provided drawings and conduct installation in accordance with those specifications, with a potential site visit during the solicitation process to ensure accurate quoting.
This salient characteristics document supports a Pre-Solicitation Sources Sought notice (Solicitation Number 36C26126Q0339) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21, specifically VA San Francisco Health Care System through the Network Contracting Office 21. Responses to the Sources Sought are due by 11:00 AM Pacific on February 19, 2026, submitted to leah.smith@va.gov, with a maximum submission length of 10 double-sided pages. This is market research to determine contractor capabilities, assess small business set-aside feasibility, and inform acquisition strategy development; the government will not award contracts or reimburse response costs, though information gathered will significantly influence the eventual RFQ or other solicitation strategy.
