DIVISION 1

GENERAL REQUIREMENTS

1.0 GENERAL INFORMATION:

1.1. TITLE: Simplified Acquisition of Base Engineering Requirements (SABER)

1.2. PROJECT NO.: ULDF240350

1.3. SCOPE: These standards apply to all new construction, demolition, rehabilitation, alteration, modification, repair and maintenance contracts for existing facilities.

1.4. PROJECT DESCRIPTION:

1.4.1 Location: Any contract resulting from this solicitation will be an indefinite delivery, indefinite quantity contract for real property maintenance, repair, alteration and minor construction projects to include work at all facilities defined by

USAF Real Property records installation codes; ULDF Rome Laboratory, RTVW Newport 1, RTWC Newport 2 annexes

(Newport N.Y.) or WHXP Stockbridge test annex (Stockbridge N.Y.), DFAS facilities, and all of these facilities from this point forward will be referred inclusively as the Air Force Research Laboratory Information Directorate or AFRL/RI.

1.4.2 Performance of services: will be accomplished by the contractor through individual delivery orders issued by the Contracting Officer. Each delivery order issued by the Government will identify the general scope of work. The

Contractor will be required to maintain a management office, with adequate staffing, physically present at AFRL/RI, in order to receive work orders and provide other engineering and management services needed to accomplish those orders.

Work may involve design services for all aspects of general construction including construction, modifications, and renovations of existing facilities, and will include tasks in a variety of trades such as carpentry, steam fittings, plumbing, sheet metal, painting, demolition, masonry, welding, HVAC, electrical distribution, etc. The contractor shall furnish all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals necessary to provide a wholly complete and operational facility or system.

1.4.2.1. Normally, the Government will provide only a basic (up to 35%) design information for each RFP.

However, the Government may provide a full (up to 100%) design information for a given RFP, depending on the complexity of the project. For a normal basic (up to 35%) design, the Contractor shall complete the design. Whether 35% or up to 100% design, the Contractor will provide the construction services and complete as-built drawings.

1.4.2.2. If the design requires the services of a registered architect or engineer, it is outside the parameters of minimum design, and the Contractor is responsible for submitting documentation that substantiates the proposed approach, if it is necessary for the Contractor to use the professional services of a registered architect or engineer.

1.4.3 Specifications: All work shall be performed in strict accordance with the contract Summary of Work and

Divisions 01 through 48 of the Unified Facilities Guide Specifications (UFGS). The specifications were originated from the

Construction Criteria Base on the WBDG web site; Construction Criteria Base on the WBDG web site and have been modified by the AFRL/ RI Civil Engineering office. These guide specifications are included herein as part of this Statement of

Work (SOW). The Specifications are reviewed annually by the AFRL/ RI Civil Engineering office and modified as needed.

The most current version will be provided to the SABER Contractor at the beginning of each fiscal year.

1.4.4 Installation Facility Standards (IFS): AFRL/RI has compiled a multi-page document of standard materials and finishes to be used within the project site(s) listed herein this Statement of Work. The materials and finishes listed are intended to be utilized as a Basis-of-Design or equivalent, unless specified otherwise per the project documents. The IFS document is reviewed annually by the AFRL/ RI Civil Engineering office and modified as needed. The most current version will be provided to the SABER Contractor at the beginning of each fiscal year.

1.4.5 Construction Requirements: The design shall conform to functional and descriptive data as found in the most current issues of the following publications, as well as other cited elsewhere within the Statement of Work:

(1) Rome Laboratory Installation Facilities Standards (IFS)

(2) Air Force Handbook 32-1084, Standard Facility Requirements Handbook.

(3) National Electric Code

(4) National Fire Protection Association (NFPA) Life Safety Code NFPA 101

(5) National Plumbing Code

(6) International Building Code (I.B.C.)

(7) Uniform Federal Accessibility Standards

(8) American National Standards Institute (ANSI): American National Standard for Buildings and Facilities -

Providing Accessibility and Usability for Physically Handicapped People

(9) AFI 32-1032, Programming Civil Engineering Resources.

(11) NYSDOT Standard Specifications:

Methods and Materials: Unless specified otherwise here-in all work and materials shall conform with the requirements of:

"Standard Specifications-Construction and Materials"By: Department of Transportation, State of New York Note: The

NYSDOT Specifications are in metric units. All references to "New York State Department of Transportation", "Commissioner of Transportation", "Regional Director", "Regional Office", etc., shall be understood to mean "United States

Government and/or Contracting Officer. All New York State Department of Transportation paragraphs concerning Methods of Measurement and Basis of Payment shall be disregarded.

1.4.5.1 If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times.

1.4.6 Green Procurement Requirements: The Contractor shall comply with the United States Environmental

Protection Agency Comprehensive Procurement Guidelines (CPG).

1.4.6.1 The EPA's list of designated products grouped into 8 categories and the accompanying recycled-content recommendations listed below:

1.4.7 The contractor is required to complete a Green Procurement Program (GPP) Statement or the Recovered

Material Determination Form (RMDF) prior to beginning construction. The contractor submits the completed form to

Contracting, who will then forward the completed form to Civil Engineering for concurrence and filing.

1.4.8 As required on an order by order basis, the contractor shall estimate the amount of recycled material that was used in the project and provide the estimate as an official submittal to Contracting. The certification must be in the form of a label on the product or a statement verified by the vendor and attached to the proposal documents. Measurement of recovered material content should be made in accordance with standard industry practice. The certification on multi-component or multi-material products must verify the percentage of post-consumer waste and recycled material contained in the major constituents of the product.

1.5. SABER DOCUMENTS: The following documents will be used in the execution of work under this contract:

1.5.1. Volume I is considered to be the solicitation, offer and award.

1.5.2. Volume II is the SABER Specifications. The SABER Specifications are numbered and organized by the

Construction Specification Institute’s (CSI) Master Format. All specifications are filed in Division 01 through 48 as per CSI guidelines. Some specifications are broad scoped in nature and contain a variety of items. Other specifications will not have pricing information. These items are those which are special ordered from the manufacturer or the items involved would be proprietary to each manufacturer’s own equipment. Divisions 01 through 48 reference the Unified Facilities Guide

Specifications (UFGS) for construction. These specifications shall be incorporated into the SABER Specifications and shall form the basis for evaluating work performance throughout the life of this contract. The intent of these specifications is to furnish concise industrial and/or commercial standards for maintenance and repair of Government facilities.

1.5.3. Volume III is the SABER Unit Price Guide (UPG), RSMEANS Online Estimating – Complete Library, RSMEANS Cost Works books and Project Management Software listed below.

The contractor is responsible for providing, no later than 15 January each year, two (2) each active subscriptions to RSMEANS

Online Estimating – Complete Library for RRS Civil Engineering use. The contractor shall also provide for RRS Civil

Engineering use, the following current year editions of the books in the quantities specified annually for the duration of the contract:

The contractor shall, within 30 calendar days after contract award, provide a site license with five (5) seats of Microsoft Project.

The Government shall, when applicable install and troubleshoot the software. The Contractor shall provide annual or quarterly upgrades as published at no additional cost to the Government.

All hardcopies and software shall remain the property of the Government.

1.5.3.1. Quantities calculated for preparing proposals for Delivery Orders shall be “net”. Additional quantities/items for waste, lap, damages due to delivery, protection of Government property, license, certifications, additional Engineering design support etc. will not be allowed in the proposals or Delivery Orders. These costs shall be accounted for in the contractor’s price coefficient. Line items in the UPG. are installed prices, complete with material, labor and equipment cost, unless otherwise noted.

1.5.3.2. Although non-pre-priced items (NPI) of work will be negotiated, this shall not be construed to include elements of work which are not separately priced but which are incidental to or are customarily required for performance of a priced item of work.

1.5.3.3. The following listed Divisions and their subdivisions of Division 01–General Requirements as contained in RSMEANS® Cost Data shall not be used as line items in pricing delivery orders issued under this contract.

These costs shall be covered in the coefficients unless otherwise approved by the Contracting Officer:

a. Division 01 11-Summary of work.

b. Division 01 21-Allowances

c. Division 01 31-Project management and Coordination.

d. Division 01 32 Construction Progress Documentation

e. Division 01 74 Clean-Up

f. Division 01 91 Commissioning

The RSMEANS® Company updates their database yearly. This update shall provide the only economic price adjustment under the contract.

1.6 PRICE PROPOSALS: Upon completion of the refined scope of the individual requirement, including the finalized drawings and Statement of Work, whether Contractor or Government generated, the Contractor shall prepare a detailed price proposal by identifying the Price Proposal Level for the project as follows:

Level 0 Price Proposal: At any time within the contract period, the Government may provide an SOW and completed (up to 100%) design for the Contractor to price. These project documents would typically be fully designed stamped & signed documents by a government contracted Design Contractor. No additional design effort would be requested. Construction services and complete as-built drawings will be required as indicated in Section 1.4.2.

Level 1 Design Price Proposal: At any time within the contract period, the Government may provide an

SOW and completed (up to 35%) design for the Contractor to price. These project documents would typically be partially designed by on-site AFRL/ RI Civil Engineering personnel. The Contractor shall complete the design, provide construction services and complete as-built drawings as indicated in Section

1.4.2.

The Government will review the proposal for completeness and negotiate with the Contractor quantities for pre-priced labor and materials, any NPIs, and performance time. A resultant FFP task order will be issued if the Contractor's proposal represents the best value for the Government.

1.7 ORDERING PROCEDURES: In accordance with FAR 16.505(a), the following procedures shall be used for all task orders written under any subsequent contract as a result of this solicitation, unless otherwise noted by the

Contracting Officer:

(a.) The Government will submit a Request for Proposal with approximate 35% Statement of Work (SOW), Drawings, and List of Submittal Requirements to the Contractor.

(b.) Within 5 business days of receipt, the Contractor shall schedule a pre-proposal site visit during which the

Government shall review the requirement with the Contractor and provide any clarifications.

(c.) The Contractor shall prepare and submit the proposal, to include pricing and schedule. The proposal shall include proposed quantities for all applicable items, a final SOW, final Drawings (if applicable), a proposed Period of Performance (PoP), and any other documentation that substantiates their proposed approach to completing the design to 100% and performing all work required to complete the construction.

The proposal shall be prepared using the most current version of the R.S. Means and shall be in strict accordance with the requirements of the solicitation to include all specifications, local, and state requirements, laws, regulations, codes, etc.

(d.) Any proposal greater than $150,000 which also includes a PoP greater than 60 days shall also include a detailed electronic copy of AF 3064 (progress schedule) at the time of submission. The Government also reserves the right to request a progress schedule on any project as needed.

(e.) The Contractor shall provide a proposal in the timeframe requested in the RFP using a line item breakdown from the MOST APPLICABLE R.S.Means Cost Data volume in Microsoft Excel (.xlsx*) format.

(f.) Pre-priced Items: RS Means Cost Works Books shall serve as basis for all applicable pre-priced items required to perform work on this contract. The total bare costs portion of the items shall be used.

(g.) Non Pre-Priced Items (NPIs) as defined in paragraph 1.5.3.2: if required, NPIs must be identified separately in the Contractor's proposal. When proposing NPIs, the Contractor must substantiate amounts with vendor quotes, worksheets, and other pertinent data as required by the CO. Possible NPI work items for this contract include but are not limited to one-time equipment rentals, specialty tools, subcontracts, and labor categories other than those pre-established in the basic contract.

(h.) All asbestos abatement is mandated a Non-Prepriced Item (NPI) and must be supported with competitive subcontractor quotes.

(i.) Coefficient: The Contractor's coefficient shall only be applied to the total of all pre-priced items for each task order. The final price for each order shall be the sum of the pre-priced items after application of the coefficient and any NPIs, if applicable.

1.8 NOTICE TO PROCEED: At the beginning of a project, the Contracting Officer will initiate a Notice to Proceed (NTP) to allow construction work to begin. The performance period will be identified in each Task Order. This period of performance for construction includes, but is not limited to, completion of project, all punch-list items, final clean-up, review and acceptance of all deliverables (As-built drawings, red-lines, O&M manuals, warranties, etc.).

The Government review time for as-built drawings, manuals and warranties is included in the performance period. After as-built drawings are approved the Government has 14 calendar days to return red-line drawings.

1.8.1 Some projects may have to be accomplished in phases in order to maintain accessibility to facilities. For example, an interior repair project may be phased so that only a portion of a facility is under construction at one time. A particular project will be divided into as few phases as possible as it is in the best interests of the Air Force to complete a project as quickly as possible. Unless otherwise noted, assume all aspects of one phase will have to be completed before the next phase can start.

Phases will be defined in the SOW and performance periods adjusted accordingly prior to award.

1.9 EXISTING FACILITIES/ JOB SITE VERIFICATION:

1.9.1 Job Site Verification: The dimensions and locations shown on any existing drawings provided to the Contractor with specific projects are for approximation purposes only. Failure to verify the dimensions and locations will be at the

Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the Government.

1.9.2 Responsibility: Contractor shall be responsible for any and all damages to existing buildings, facilities, structures, pavements, curbs, walks, utilities etc. incurred by his work forces or equipment. Damaged areas shall be patched, repaired or replaced, and restored to original condition by the Contractor to the satisfaction of the Contracting Officer, at no expense to the

Government, in accordance with current building code, UFC, NEC, and specifications required.

2.0 PERSONNEL:

2.1 The SABER Constractor shall provide a qualified and dedicated Program Manager (PM) who shall be responsible for the performance of all aspects of the work, and shall be located at AFRL/RI, Rome, NY.

2.2 Availability: The PM shall be available to manage project task orders during normal working hours for the duration of all ACTIVE awarded task orders. The PM or alternate shall be available by phone at all times and shall be available within

60 minutes during normal working hours after notification to meet at the requested location.

Provide on-site superintendence for each active project. Site supervision shall include a minimum of twice daily visits to each active project site.

Sub-Contractors will not be permitted to be on-site when SABER site supervision is unavailable.

When there are NO ACTIVE awarded task orders, the SABER Contractor is not required to be on-site. However, the PM or alternate shall be available within 60 minutes during normal working hours after notification to meet with the Contracting Officer at a location selected by the Contracting Officer.

2.3 Authority: The PM (or alternate(s) in the absence of the PM) shall have full authority to act for the SABER

Contractor on all matters relating to daily operation of this contract. The PM shall have the authority to obligate the company in any aspect of this contract regarding negotiations and TO’s as a minimum, and shall have the authority to hire Sub-contractors as required. In the absence of the PM, an alternate shall be namend and shall have the same full authority to act on behalf of the company.

3.0 WORKING HOURS: The regular hours of work on the Rome Research Site are from 0700 to 1600 hours, Monday through

Friday, excluding Federal holidays. The government may restrict access to work sites to these hours and days. The contractor shall consider all other hours non- regular time and use the appropriate unit prices for tasks performed during those hours. In the technical/cost proposal submitted for each delivery order, the contractor shall clearly identify those items of work scheduled for accomplishment during non-standard time and include justification for the request. The contractor shall notify the CO at least 48 hours in advance of any work performed during non-regular hours that requires inspection during accomplishment or that prevents inspection of previous work after accomplishment.

3.1 The prices/costs in Section B of the contract include holiday observances;

accordingly, the Government will not be billed for such holidays, except when services are required by the Government and are actually performed on a holiday.

3.2 The following days are contract holidays:

3.3 In addition to the federal holidays identified above, the AFRL Site Director may limit access due to other circumstances. These events may include such things as inclement weather conditions, power outages, unscheduled federal closures and/or other unexpected emergency situations.

3.4 In the event of an emergency situation the Director will announce through public channels either delayed reporting or closure of AFRL/RI facilities due to emergency conditions. This announcement is made solely for safety and security purposes and to inform all personnel (Government and Contractor) of site closure/delayed reporting. The Director is not authorizing time off for contractor employees and is not authorizing payment for work not performed. Contractor's shall take all appropriate actions to notify their employees of closure/delayed reporting and make alternate work/schedule arrangements, if necessary.

3.5 Facilities may remain open for contractor personnel during unscheduled federal closures (e.g., National Day of Mourning) or other instances where Government employees are granted administrative leave in non-emergency situations.

4.0 CONTRACTOR IDENTIFICATION:

4.1 Contractor personnel and their subcontractors must identify themselves as Contractors or subcontractors during meetings, telephone conversations, in electronic messages, or correspondence related to this contract.

4.2 Contractor-occupied facilities (on AFMC or other Government installations) such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates, or other identification, showing that these are work areas for Contractor or subcontractor personnel.

5.0 SECURITY REQUIREMENTS:

5.1 The work to be done on this project is located in and around area’s that are under the scrutiny of the Department of Defense Police assigned to the AFRL Information Directorate. To gain access to the area(s) to examine the work to be done for job estimation purposes; arrangements must be made through the Contracting Office. Contractor personnel will be escorted into the area(s) for the purpose of project estimation.

5.2 When it has been determined which Contractor will accomplish the project a Visit Request from the company, preferably on Company letterhead, will be necessary prior to initial work commencement. The Visit Request form needs to be signed by the Company President or Director of Human Resources. The Visit Request form will also be used as the Entry

Authority List. The Contractor will supply the Visit Request to Security (AFRL/RIOF) through the Contracting Office.

All AFRL/RI visitors must request access to our facility via the link below:

Once all screens on the site are completed, a QR code will generate. This QR code should then be sent via email to the facility sponsor / Contracting Officer and will also need to be printed out to have the day of visit. Once the email is sent to the sponsor / Contracting Officer they will do what is needed.

If you have multiple individuals needing access for the same event / reason they must all complete the request via the link and one email can be sent with all individuals names and QR code generated for them.

On the Day of the visit:

Visitors need to report to the Visitor Control Center (VCC) located inside the fence, next to the Installation Access Control Point (IACP) – request a map / diagram from your sponsor.

Visitors will present a Driver's License / ID and their QR Code confirmation page to the VCC representative.

Visitors will be provided the appropriate credential / badge and be directed to their Sponsor's entry facility.

RI Sponsors will meet their Visitors at the Building 3 Main Lobby.

Long duration work badges will be accomplished latter after initial access.

The following is the guidance on how Non-CAC visitors will receive their DBIDS card.

Step 1: Sponsors will refer their visitors to https://dbids-global-enroll.dmdc.mil to pre-register their information.

Step 2: Once complete visitors will email the QR code and 6 digit code to their sponsor.

Step 3: The Sponsor will notify the Visitor Center via digitally signed email at AFRL/RIOFSP VCC, afrl.riofsp.vcc@us.af.mil - with the following:

- Names of visitors

- QR code

- Six digit code

- Date of visit

- Length of visit

- Is facility access needed? Simply indicate, Yes/No for Facility access.

Step 4: The VCC will notify the sponsors receipt of their visitor information.

The Visitor Control Center is located at:

Building 103:

The hours of operation are: 0700-1530

Visitors who are granted access will get one of the following:

-DBIDS Paper Pass: Visit is 7 days or less.

-DBIDS Card (Non-Proximity): Visit is more than 7 days (no facility access).

-DBIDS Proximity Card: Visit is more than 7 days and requires facility access.

We ask that all visit request information be sent to the Visitor Center five days in advance. If a sponsor has five or more visitors needing entry we will need this information 10 days in advance.

This information will be used to do a Local Files Check. This check will provide Drivers License Info, Wants & Warrants and

Protection Orders and will also provide information on Illegal Immigration and suspected terrorist affiliations. The Local Files

Check will also be accomplished prior to work commencing. If the individual is not a US Citizen they will not be allowed within the complex or facilities. If, the individual is not a US Citizen but has a Green Card, Form I-551 or has the I-551 stamp on their passport, Security will need to see either one. There will be no foreign national workers allowed on the Rome

Research Site. For work at DFAS, and additional Form SF 85 must be submitted for each contractor working in the facility.

5.3 Provide the Company’s phone number and a Project Leaders or Supervisor/Foremen cell-phone number is necessary for the Law Enforcement Desk Sergeant.

5.4 All facilities are entered using a magnetic media entry badge (DBIDS Proximity Card). Any personnel such as

Supervisor/Foremen or Project Leaders who may need building access for meetings etc, during contract period, can acquire a

Local Contractor Entry Badge through the Division/Branch with oversight of the work. This will be accomplished with the

AFRL/RI Form 110 (Unescorted DBIDS Visitor Badge). This badge will be worn at all times within the facility. These badges will be returned to the Contracting Officer’s Technical Representative upon completion of the final inspection and Acceptance of Work. Any badges lost during the period of work will be reported to Security as soon as possible.

5.5 Access to the AFRL/RI Complex is controlled by a Main Gate/ Installation Access Control Point at the perimeter

Security Fence just before the Visitor Control Center (VCC) located at 304 Brooks Road, and just east of the March Street &

Brooks intersection. Identification for the contractor to enter with a vehicle will be an access list supported by the electronic badge issued. All commercial vehicles entering the gate will be searched. One-time deliveries can be escorted from the gate to delivery point by project personnel.

5.6 All commercial vehicles are searched prior to entry into the AFRL/RI Complex. At the Main Gate/ Installation

Access Contol Point, Vehicle operators will be aware of the vehicle search bay while approaching the Visitor control Center

(VCC). A search of the vehicle will be conducted prior to its entry. All vehicles not needed for delivery of equipment or tools will be parked in the visitor parking area unless cleared through Security. There are No vehicles allowed within 25 meters (80

ft) of the AFRL/RI facilities.

5.7 All personnel should be aware that AFRL/RI is Property of the United States Air Force. All personnel will follow all posted signage.

5.8 Contractor personnel will be notified by AFRL/RI Police of any emergencies which would require an evacuation or work stoppage, such as an increase in the Force Protection Condition.

5.9 Building/Room Keys: If the contractor needs access to area(s) that are locked (i.e. mechanical rooms, janitor’s closet, etc.), a request for entry of at least 2 working days prior to the need for access will be submitted to AFRL/RIOC construction representative. The area(s) will be provided on a daily basis. The area(s) will be locked down at the end of the days work.

5.10 Dumpsters: Per UFC 04-010-02, All construction dumpsters shall be located no less than 25 meters from any facility, unless otherwise approved by AFRL/RI Security. All dumpster locations will be reviewed and evaluated on a case by case basis.

5.11 The 24 hour Desk Sgt can be reached at 330-2961.

6.0 SAFETY: The Contractor is responsible for compliance with all Federal, Air Force, and State safety and health regulations and is subject to Air Force safety, OSHA inspections, and conformance to Section 01 35 29 of this SOW, Safety, Fire Protection and Health while working at the Rome Research Site

7.0 EXCAVATION PERMITS: The contractor shall obtain excavation permits (Air Force form 103) prior to any excavation.

The Contracting Officer or his designated representative shall assist the contractor in obtaining the excavation permits. The contractor shall provide drawings and details showing exact location and description of the type of excavation to be accomplished. Should any one of the coordination points indicate an additional underground utility or structure over and above those shown on the contract drawing either by sketch on the contractor's drawing by field pointing or by flagging, the contractor shall be responsible for protection of each of the items indicated. Should damage occur to any of the items indicated by the contractor, contract drawings or coordinating agency to the permit, the contractor shall be responsible for prompt repair of the damage to return the item to its original workable condition.

8.0 UTILITIES AND INTERRUPTION OF UTILITIES OR BUILDING SYSTEMS:

8.1 Available water and electrical services may be used in this work at no cost to the Contractor. The Contractor shall make arrangements for such services with the Contracting Officer or his designated representative. The Government will identify service tie-in points. Connections to these tie-in points shall be the responsibility of the Contractor.

8.2 The Government may not be held responsible for interruptions of utility service and will not be liable for

Contractor delays, damages, or increased costs occasioned by any such interruption of service.

8.3 No utility services or building systems shall be interrupted to make connections, to relocate, or for any purpose without approval of the Contracting Officer. Request for Permission to shut down services or building systems shall be submitted in writing to the Contracting Officer’s Technical Representative fourteen (14) days prior to date of proposed interruption. The request shall give the following information:

8.3 1. Location of shut-off.

8.3.2. Services affected.

8.3.3. Hour, date, and duration of shut-off.

8.4 Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting

Officer. If utility services or building systems are damaged by the contractor, the contractor shall restore them within 24-hours.

9.0 SUBMITTALS: Submittals will be required on materials used under each proposal. Each submittal shall include information as described in the technical specifications or as shown on the drawings and are required on each project. All submittals shall include a Material Approval Submittal ENG FORM 4025-R (March 2012) cover sheet. The Contractor shall comply with the noted action code indicated on the form. If, at any time during the duration of this contract, the contractor desires to change materials from those originally approved, his new materials shall be resubmitted to and approved by the

Contracting Officer prior to incorporation into the project.

10.0 SCHEDULING WORK:

10.1 Before any of the work is initiated under an individual delivery order, the Contractor shall confer with the

Contracting Officer or his representative(s) and agree on a sequence of procedures; means of access to premises and buildings;

space for storage of materials and equipment; delivery of materials and use of approaches; use of corridors, stairways, elevators, and similar means of communications; the location of partitions.

10.2 Delivery of materials and equipment shall be made with a minimum interference to Government operations and personnel.

10.3 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas which shall be completed before work in other sections or divisions is begun.

11.0 COMSEC MONITORING: All communications with DoD organizations are subject to Communications

Security (COMSEC) review. Contractor personnel will be aware that telecommunications networks are continually subject to interception by unfriendly intelligence organizations. The DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DoD organizations.

Therefore civilian Contractor personnel are advised that any time they place a call to or receive a call from a USAF organization they are subject to COMSEC procedures. The Contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DoD information.

12.0 BASE SUPPORT: Base support will be provided by the Government to the Contractor in accordance with this requirement. Failure by the Contractor to comply with this requirement shall release the Government, without prejudice, from its obligation to provide base support by the date(s) required. If warranted, and if the Contractor has complied with the requirements of this requirement, an equitable adjustment shall be made if the Government fails to provide base support by the date(s) required.

12.1 The Contractor will require use of base support on a rent-free, non-interference basis, to include

Government-controlled working space, material, equipment, services (including automatic data processing), or other support (excluding use of the Defense Switched Network (DSN)) which the Government determines can be made available at, or through, any Air Force installation where this contract shall be performed.

12.2 Unless otherwise stipulated in the contract schedule, the Contractor will use base support on a no-charge-for-use basis and the value shall be a part of the Government's contract consideration.

12.3 The Contractor shall immediately report (with a copy to the cognizant CAO) inadequacies, defective base support, or nonavailability of support stipulated in this SOW requirement, together with a recommended plan for obtaining the required support. Facilities shall not be purchased under this contract by the Contractor. Additionally, the Contractor (or authorized representative) shall not purchase, or otherwise furnish any base support requirement provided by this SOW (or authorize others to do so), without prior written approval of the Contracting Officer regarding the price, terms, and conditions of the proposed purchase, or approval of other arrangements.

12.4 Following are installations where base support will be provided:

Air Force Research Laboratory, Information Directorate, 304 Brooks Road, Rome, NY.

12.5 The base support to be furnished under this contract is as follows:

12.5.1 On-site office space throughout the life of the contract for one (1) on-site superintendent

(approximately 400 ft2). No other business transaction, of any type, shall be operated out of that office. It is also anticipated that space for staging requirements will also be provided. Staging will be determined on an order by order basis.

12.5.2 One (1) computer system consisting of all hardware and Information Technology (IT) support necessary to perform job-related duties and run applicable software programs. The Government will not allow the use of non-Air Force approved software applications on the system provided to the Contractor.

12.5.3 All other equipment, such as communications, material handling, and administrative supplies necessary for Contractor operation will be furnished by the contractor at its own expense. The

Contractor shall not incur any cost resulting from nonsupport prior to Contracting Officer concurrence in accordance with this contract requirement.

13.0 CONTRACTOR STORAGE: A suitable outside storage area for each delivery order shall be provided to the contractor by the Contracting Officer. Security shall be the responsibility of the contractor. The contractor shall keep the storage area neat, orderly and clear of all debris. The contractor shall not allow trash or other debris to scattered from their area by wind or other means.

14.0 INSPECTION: Inspection of work by the Government will normally be accomplished along with the work as it progresses. At the discretion of the Contracting Officer, inspection may be directed at the completion of various phases of the work prior to initiation of any further work. The Contractor shall notify the Contracting Officer's Technical Representative that a phase will be complete at least 3 days in advance of the completion of each phase to be inspected.

15.0 NOTICE OF COMPLETION OR TASK ORDER/PRE-FINAL AND FINAL INSPECTION

15.1 The Contractor will conduct a pre-final inspection prior to requesting a final inspection. Any discrepancies noted will be corrected prior to any final inspection.

15.2 When the Contractor is ready for final inspection, a request for final inspection shall be sent in writing to the Contracting Officer. The final inspection must be requested at least seven (7) days prior to the projected completion date, unless otherwise negotiated with the Contracting Officer.

15.3 The final inspection will be performed with the Contractor by Civil Engineering personnel and the

Contract Administrator. Any discrepancies noted will be corrected within the time specified by the Contracting Officer prior to final payment.

SECTION 01 00 00

SUMMARY OF WORK

1.0 GENERAL:

1.1 Location: The work to be accomplished under this project is at Rome Research Site.

1.2 Description: The project consists of furnishing all labor, materials and equipment required for a broad range of maintenance, repair, and minor construction work on various real property facilities at any or all of the above mentioned sites.

2.0 PRODUCTS:

2.1 Submittal Requirements: Reproducible Shop drawings, manufacturer’s data, dated certifications and test reports, and samples constitute the project submittals. All submittals shall have an ENG FORM 4025-R attached.

3.0 EXECUTION:

3.1 Safety Requirements: It shall be the responsibility of the contractor to initiate and maintain such programs as to comply with the provisions of the Air Force Occupational Safety and Health Standards. These programs shall include the education and training of employees and subcontractors' personnel in the recognition, avoidance and prevention of unsafe conditions. See Section 01 35 29 for further instructions.

3.2 Disposal of Materials: AFRL/RI shall have right of first refusal over all scrap metal generated; the Environmental

Office shall provide appropriately sized containers to collect the material. Unless designated as salvageable, all waste materials generated by any work under this contract shall be handled, transported, stored and disposed of off Government property by the contractor at the end of each days work. Such materials shall be disposed of in accordance with applicable federal, state or local laws, ordinance or regulations. Spoils from excavation for marker bases may be spread evenly around the work area, but at no time will piles of soil be allowed in the work area. Coordination with the Environmental and Occupational Health office (EOH) is required before the generation and disposal of any Resource Conservation and

Recovery Act (RCRA)
