Title: Support Services for IEEE 3388 Standard

BACKGROUND

Communications Technology Laboratory at the National Institute of Standards and Technology

(NIST) is working to develop best-practice guidelines for deployment of wireless technology in smart manufacturing environments. The main focus of the industrial wireless systems (IWS) project at NIST is the deployments of various wireless networks in industrial environments as well as developing innovative information dissemination approaches to enable reliable and secure wireless transmissions of sensing and control message updates in manufacturing plants. The IWS team organizes in-person and virtual meetings to attain the state of the arts wireless research results and information as well as wireless technology and standards needs in various industries to better facilitate their manufacturing processes. Thus, the IWS team also provides leadership in standards development, e.g., the Institute of Electrical and Electronics Engineers (IEEE) Standards Association

3388 standard on radio frequency (RF) reference environment model with a set of profiles for performance assessment of various scenarios such as airplane, car, or other product manufacturing.

The standard can be applied to all wireless protocols intended for use in industrial settings in which reliability concerns are important to the functioning of the underlying operational systems. These industrial wireless systems are used for carrying vital sensor, actuator, command, and control information. This standard includes a model that represents the radio frequency environment and accounts for performance degradation factors (aggressors) that impact radio channel behavior.

Individual profiles are developed based on the model to address the needs of different industries and levels of severity of the radio channel environment. The IWS team also builds testbeds to replicate realistic use cases in industry where wireless communication networks are beneficial when deployed. The IWS team can test the standard specifications in its testbeds and exchange resulting information and data with industry partners and labs to verify their functionality before standardization.

The overall scope of this task order is to provide technical support by working closely with the

Industrial Wireless Systems (IWS) Project Lead and a multi-disciplinary team of engineers in the

IWS project to develop the Institute of Electronic and Electrical Engineers (IEEE) 3388 standard, associated documentation, and a combination of in-person and virtual industry meetings.

OBJECTIVES/PURPOSE

The objective of this activity is to support the NIST project team in developing the IEEE 3388 standard on industrial wireless performance assessment by providing expert services in IEEE standardization, public outreach, and in-person and virtual industry meetings support.

GENERAL REQUIREMENTS:

The contractor shall provide support services to the NIST Industrial Wireless Systems team to develop the IEEE 3388 standard. The contractor shall work with industry partners to coordinate meetings, and support measurement coordination activities in accordance with the specified tasks provided below.

EVALUATION FACTORS

Upon receipt of Quotation, the Contracting Officer will review them to determine if each Offeror followed the provided preparation instructions in this solicitation. A Quote that did not follow the preparation instructions may be deemed unacceptable and excluded from consideration for award.

Contract Evaluation Criteria.

The following factors shall be used to evaluate offers:

FACTOR 1 – Technical Capability

FACTOR 2 – Key Personnel/Support Personnel Qualifications

FACTOR 3 – Management Plan

FACTOR 4 – Past Performance

FACTOR 5 – Price

In determining best value, non-price factors, when combined, are significantly more important than price. However, price may become a determining factor for award should quotation become more equal under the non-price factors. Factor 1-5 are listed in descending order of importance.

The Government intends to make a single award but reserves the right to make no award as a result of this request for quotation.

The Government intends to evaluate the quotes and make an award without discussions.

Therefore, the offeror’s initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject the quote if such action is in the public interest.

The Government will evaluate the offeror’s quote and will make an award only after the

Government deems a quote to be the best value to the Government.

1. The Government will evaluate the offeror’s technical capability based on the information contained in the technical volume to determine the extent of its understanding of the requirements for the basic IDIQ.

2. The Government will evaluate key personnel/support personnel qualifications based on the resume content for the quoted key personnel to determine the extent to which their background, skill set and work experience demonstrate their capability to effectively perform the requirements of the PWS. The qualifications for any support non-key personnel provided by the offeror will be evaluated on their demonstrated capability to effectively provide support services for the requirements of the PWS.

PAGE 19 OF 26 1333ND23QNB670430

3. The Government will evaluate past performance to determine its relevance to the contract requirements and to assess how well the offeror has performed, either as prime contractor or as a significant subcontractor, on relevant contracts.

4. The Government will evaluate the management plan to determine the soundness and feasibility of the offerors quoted method to manage important aspects of the requirement, including the following: i) organizational chart; ii) recruitment and staffing plan; and iii) management of personnel.

5. The Government will evaluate the offeror’s business/price quotation to determine whether the quoted prices are complete and reasonable in relation to the solicitation requirements. The Government will evaluate whether the quoted labor rates are fair and reasonable. The Government will evaluate the Offeror’s total evaluated price to determine whether it is fair and reasonable. To determine the Offeror’s total evaluated price, the Government will add the price for the base year and all option years to arrive at the total evaluated price.

(End of Provision)

52.212-2 EVALUATION--COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

___________________________________________ [Contracting Officer shall insert the significant evaluation factors, such as

(i) technical capability of the item offered to meet the Government requirement;

(ii) price;

(iii) past performance (see FAR 15.304);

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
