MEMORANDUM FOR: SCHEDULE SMALL BUSINESS CONTRACTORS

FROM: USTRANSCOM, Directorate of Acquisition, IT Programs and Support Services Division (TCAQ-D)

SUBJECT: Draft Request for Quote (RFQ), Cyberspace Operations Forces and Support

(COF)

1. Attached is a Draft Request for Quote for HTC711-21-Q-D094. USTRANSCOM intends to award a firm-fixed price task order against the GSA Highly Adaptive Cybersecurity Services

(HACS) Special Item Number (SIN) Schedule 54151HACS to one Schedule Contractor to successfully provide support to USTRANSCOM at Scott AFB, IL. Travel will be a Time &

Materials (T&M) line item with a Not to Exceed (NTE)/ceiling price established by the Government and included on the task order.

Pursuant to FAR 8.405-5, this acquisition is solicited as a 100% small business set aside under North American Industry Classification System (NAICS) code 541519, Other Computer Related

Services, with a corresponding size standard of $30.0M. The work shall be performed in accordance with all sections of this RFQ and the Schedule Contractor’s contract awarded under the GSA MAS IT HACS SIN. The contractor must be listed within the following 54151HACS:

Risk Vulnerability Assessment (RVA), Cyber Hunt Incident Response (IR), Security Engineering (SE), and Security Architecture Review (SAR). Quotes that are not associated with an active GSA

MAS IT contract with the awarded HACS SIN, under the 54151HACS will not be considered.

Release of this RFQ does not guarantee issuance of an award. The Performance Work Statement (Attachment 1) details the effort to be accomplished.

3.Schedule Contractors shall re-certify they are a small business in accordance with the NAICS

541519 and corresponding small business size standard applied for this task order. Quotes from Schedule Contractors that are not small businesses in accordance with NAICS 541519 and the corresponding size standard will be considered non-compliant and will be rejected, in accordance with FAR Clause 52.219-6. Only quotes received by qualified, industry partners with approved NAICS codes will be accepted by the Government. This will be accomplished by verifying your

Representations & Certifications in the System for Award Management (SAM.gov). Schedule Contractors are hereby instructed this draft solicitation is NOT being conducted under FAR Part 15 procedures. This procurement is being conducted on a competitive basis under the requirements of FAR Part 8.405, Ordering Procedures for Federal Supply Schedules.

4.In accordance with FAR 52.232-18, Availability of Funds, funds are not presently available for this effort. No award will be made under this solicitation until funds are available and solicitation posted. This DRAFT RFQ is not an authorization to begin performance and in no way obligates the Government for any costs incurred by the contractor for this requirement. The Government reserves the right to change or cancel this DRAFT RFQ, with no obligation to the contractor by the Government.

This is a draft RFQ only and is subject to change.

5. Questions on the Draft RFQ must be submitted no later than (NLT) noon Central Daylight

Cyberspace Operations Forces and Support (COF)

1. General: The overall intent of this requirement is to provide a broad range of Cyberspace Operations Forces (COF) capabilities to provide cybersecurity defense for the USTRANSCOM enterprise. This will be Security Operations Management/Cybersecurity Service Provider (CSSP) services for on premises and in cloud environments. At any time prior to award, the Government may determine it necessary to conduct exchanges concerning a Schedule Contractor’s quote.

The Performance Work Statement (PWS) (Attachment 1) details the effort to be accomplished. The Quality Assurance Surveillance Plan (QASP) is also included for informational purposes (Attachment 2).

The NAICS code for this requirement is 541519, Other Computer Related Services with a size standard of $30.0 Million.

2. Primary Place of Performance: The primary place of performance is at Scott AFB, IL. Support shall be during normal Government business hours between 0630 – 1830 hours CDT, Monday through Friday, excluding federal Government holidays. The contract will require 24/7 on-site support for some COF activities.

3. Schedule: The period of performance for this effort is:

4. General Quote Information:

A. The Schedule Contractor’s quote shall be received by the due date specified in the RFQ cover letter. Electronic copies of the quote shall be received in a format that can be read by Adobe Acrobat or Microsoft Office 2016.

B. Security Information - The Schedule Contractor will require access to Government information in the performance of this task order. The Schedule Contractor will require access to secured buildings requiring TOP SECRET level clearance for unescorted access. The Schedule Contractor shall have a valid Facility Clearance Level (FCL) of TOP SECRET at the time of quote submission. FCL procedures and security guidelines for adjudicative requirements are outlined in DoD 5220.22-M.

FCLs must be awarded by the Defense Security Service Facility Clearance Branch. The prime Schedule Contractor’s Commercial and Government Entity (CAGE) code that is to be associated with the contract award document shall be the same CAGE code associated with the GSA Schedule and the same CAGE code associated with the FCL. The prime Schedule Contractor cannot use another branch, division, or subsidiary CAGE code to satisfy the FCL requirement. Block 6 of the DD Form 254 shall have the prime Schedule Contractor information, to include their CAGE code, which shall match the CAGE code submitted on the rest of the quote documents, as well as in SAM.gov. Contract Security Classification Specification, DD Form 254, is required. Schedule Contractors shall include information applicable to Blocks 6a – 6c of the DD Form 254 (Attachment 3).

If the prime Schedule Contractor does not have a valid TOP SECRET FCL for the CAGE Code on the GSA HACS SIN schedule at the time of proposal, the offer will be determined non-compliant and may result in the Schedule Contractor being eliminated without evaluation.

C. The Schedule Contractor shall be registered and be in Active status in SAM.gov when quote is received by our office. Failure to be in Active status in SAM.gov will result in a quote being determined non-compliant and will result in the Schedule Contractor being eliminated from further consideration.

D. All amendments to this RFQ shall be acknowledged in Volume 1’s Cover Letter.

E. The Government requires quotes be valid for at least 160 calendar days from quote response date.

F. If the proposed rates for this effort are less than the established rates on the Schedule Contractor’s schedule, the proposed rates will stand.

G. By submitting a quote, the Schedule Contractor accedes to all RFQ requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors and sub-factors. Failure to meet an RFQ requirement may result in a quote being determined non-compliant and/or technically unacceptable and therefore, may result in the Schedule Contractors being eliminated without evaluation. In the event of inconsistencies between the PWS and the Schedule Contractor’s quote, the provisions of the PWS will take precedence.

H. The Government obtains, under any resultant task order, “unlimited rights” to all non-commercial technical data, computer software, software source code, computer software documentation, enhancement, and similar non-commercial data developed exclusively at Government expense and delivered to the Government under this contract. “Unlimited rights” means rights to use, modify, reproduce, release, perform, display or disclose in whole or in part, in any manner and for any purpose whatsoever, and to have the ability to authorize others to do so.

I. Organization / Markings

1. The quote shall be structured into four volumes with maximum page limits as indicated below.

Each volume shall be written to the greatest extent possible on a stand-alone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the quote.

Each volume shall contain a glossary of all abbreviations and acronyms used within that volume, with an explanation for each. The Schedule Contractor shall make every effort to minimize the amount of data submitted as part of the quote. The maximum page limit for each volume includes all text pages, tables, foldouts, graphs, and other types of illustrative material. Glossaries do not count against the page limits for the respective volumes. The page limitations listed below are absolute maximums and not planning goals. Any pages exceeding the maximum limits will not be read or considered in the evaluation. It is entirely acceptable to submit volumes with fewer pages than the maximum limits.

2. Times New Roman 12-point font and one-inch margins shall be used except for figures, diagrams, tables, and charts where smaller is acceptable as long as it is readable. The Arial family of fonts can be used for figures, diagrams, tables, and charts as long as it is readable. All page numbers shall be sequential for each volume and identified at the bottom of each page. Each page shall identify the Schedule Contractor in the upper right-hand corner.

5. Submission Requirements:

A. Volume 1 – Contract and Associated Information (No Page Limit). The Contract and Associated Information Volume shall include the information listed below and any other items deemed necessary for the Government to know.

1. Cover Letter. Schedule Contractors shall submit a cover letter identifying their CAGE Code and Data Universal Numbering System (DUNS) number and any teaming partner/subcontractor(s) CAGE Code and DUNS number. The cover letter shall also identify the prime’s GSA schedule number, include a minimum 160 calendar day quote validation, acknowledgement of any RFQ amendments, and the names and contact information of the Schedule Contractor’s authorized negotiators.

2. RFQ Information Sheet. Schedule Contractors shall complete and return, as part of their quote, the RFQ Information Sheet (Attachment 5).

3. Organizational Conflict of Interest (OCI)/Mitigation Plan – As required by FAR 9.5, the Government will ensure no organizational conflicts of interest are present. If any such conflict of interest is found to exist, the Contracting Officer may disqualify the Schedule Contractor or determine that it is otherwise in the best interest of the United States to contract with the Schedule Contractor and include the appropriate provisions to avoid, neutralize, mitigate, or waive such conflict in the contract award. The Schedule Contractor shall provide the Contracting Officer with complete information of any previous or ongoing work that is in any way associated with this acquisition. Schedule Contractors shall submit a mitigation plan that addresses actual or perceived conflicts of interest related to the services required by this effort for Government review. The Government will conduct an independent assessment review of any submitted OCI Mitigation Plan to determine if any actual or perceived OCI exists and what further actions are necessary, if any. Additionally, the Government will monitor contract performance for emerging areas of conflict of interest and take action considered necessary to avoid, neutralize, or mitigate conflicts.

If the Schedule Contractor believes there is no OCI, a statement as such shall be included in Section 3 of Volume 1.

4. Acknowledgement of RFQ amendment – If RFQ is amended, provide acknowledgement of all posted amendments.

5. DD254. Schedule Contractors shall complete and return as part of their quote, information applicable to blocks 6a-6c of the DD Form 254.

6. Provisions. Schedule Contractors shall complete and return as part of their quote applicable provisions found in Attachment 10 of the RFQ.

52.212-3 -- Schedule Contractor Representations and Certifications -- Commercial Items. The Schedule Contractor shall complete only paragraphs (b) of this provision if the Schedule Contractor has completed the annual representations and certification electronically via the System for Award Management (SAM) Website accessed through http://www.acquisition.gov.

If the Schedule Contractor has not completed the annual representations and certifications electronically, the Schedule Contractor shall complete only paragraphs (c) through (r) of this provision

B. Volume 2 – Price (Factor 1) (No Page Limit). This volume shall contain the CLIN Structure (Attachment 6), labor rates and all backup documentation used to support the prices. Schedule Contractors shall insert their proposed total price for each CLIN in the space provided.

1. Schedule Contractors shall submit a price breakout in a MS Excel spreadsheet identifying the labor category, labor rate, and labor hours by PWS Task and Sub-task Area for the transition, base and all option periods containing only GSA Schedule labor rates. All calculations shall be rounded to the nearest penny. The Government is seeking discounts to the rates established in HACS SIN. Schedule Contractors shall provide an explanation of any discounts provided. The proposed reduced labor rates and explanation provided will be reviewed to ensure the Government will not be placed at risk of nonperformance. Schedule Contractors shall provide a copy of their GSA HACS SIN schedule price list via email with their quote.

2. If the Schedule Contractor’s current GSA schedule does not include rates through the last option year, Schedule Contractors may submit quotes which extend beyond the current period of performance for their GSA HACS SIN schedule if an option period or the FAR Clause 52.216-22 exists on their current GSA HACS SIN schedule.

C. Volume 3 – Technical Capability (Factor 2) (20 Page Limit excluding Staffing Matrix

(Attachment 4) and Mission-Essential Plan).

The schedule contractor shall submit their technical approach for accomplishing the requirements as it relates to the PWS and Technical Capability Factor, to include all subfactors. The Schedule Contractor shall provide as specifically as possible the actual methodology to be used for accomplishing each task as outlined in the PWS. Schedule contractors shall submit a staffing approach, to include Attachment 4, Staffing Matrix, consistent with their written technical approach. The Schedule Contractor’s Staffing Approach shall identify the personnel resources necessary to perform the PWS tasks and should only reference the Schedule Contractor’s MAS labor categories. In Attachment 4, the Staffing Matrix, the Schedule Contractor, shall correlate each labor category by hours to each PWS Task. Contractors shall identify any additional qualifications (security clearances, Information Assurance Certification levels, other certifications, etc.) it will require for each labor category to perform the intended PWS tasks.

D. Volume 4 – Past Performance (Factor 3) (10 Page Limit)

1. Schedule Contractors shall submit no more than three past performance references of

Government or commercial contracts/work efforts, considered to be relevant, and that are currently being performed or were performed within the last three years (of the quote due date). These contracts/work efforts shall demonstrate the ability to perform the work identified in the past performance areas listed in paragraph (D)(2) below. A past performance reference shall be a single Government or commercial contract/work effort. Since an umbrella contract (e.g., IDIQ) does not result in actual performance, it will not be considered as a valid reference; only the work performed on the resulting delivery/task order will be accepted. Individual deliveries/task orders awarded against a basic contract will be considered a single past performance example. If CPARS reports are only reported at the IDIQ level, this should be noted in your response. Schedule Contractors should provide a clear explanation of the relevancy of each reference submitted; however, the Government will not be bound by those statements in making its own relevancy determinations as further explained below.

2. Utilizing the Past Performance Reference Sheet (Attachment 7 / 9-page limit), Schedule

Contractors should provide a clear explanation of the relevance of each reference submitted.

Note that each individual reference does not need to reflect performance in all identified performance areas; however, the Government will give greater consideration to references that reflect past performance in multiple performance areas.

Schedule Contractors are to provide past performance information in the following performance areas as it relates to DoD, federal, state and local Government, and/or commercial experience:

a. Demonstrated experience of Task 2 activities at the CCMD or Service level.

b. Demonstrated experience of certified/accredited DOD or Federal CSSP with recent inspection experience under versions 10, 9.2 or draft 11 of the Evaluators Scoring Metrics (ESM).

c. Demonstrated experience providing CSSP services in multiple types of environments to include: NIPR/SIPR, Cloud, DEVSECOPs, and Zero Trust.

d. Demonstrated their ability and understanding of cybersecurity operations and indicates a high likelihood of success implementing and maintaining the cybersecurity posture of the USTRANSCOM enterprise.

3. Schedule Contractors are responsible for ensuring that Past Performance Questionnaires (Attachment 8) are provided to the point of contact (POC) for each of the Government or commercial contracts/work efforts referenced. Past Performance Questionnaires will be accepted for no more than the three past performance references provided. The Government will only accept questionnaires submitted from and completed by the POCs. Utilizing the Past Performance Log (Attachment 9 / 1 page limit), Schedule Contractors shall submit contact information for each past performance reference including the POC name, phone number, and e-mail address.

4. Schedule Contractors are to submit a letter of consent from principal subcontractor(s) to allow discussion of their past performance. Past performance information pertaining to a subcontractor(s) cannot be disclosed to the prime Schedule Contractor without the subcontractor's consent. With your quote response, provide a letter from your principal subcontractor(s) that will perform major or critical aspects of the requirement consenting to the release of their past performance information to the prime Schedule Contractor. The letters of consent do not count towards the page limit for this volume.

6. Evaluation and Basis for Award:

A. Evaluation Approach: This is a competitive best value tradeoff award. The Government will utilize a best value tradeoff evaluation process as described below to identify the Schedule Contractor who represents the best value to the Government. Evaluations will be conducted in accordance with FAR 8.405-2(d). Technical Capability is significantly more important than Price. Within Technical Capability, all subfactors are of equal importance. Past Performance will be rated on a Confidence/No Confidence basis. In order to be eligible for award a Schedule Contractor must receive a “Confidence” Past Performance Rating in Factor 3. The Government intends to award a task order utilizing GSA HACS SIN Schedule 54151HACS to the responsible Schedule Contractor whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

B. Evaluation Process: Award will be made to the Schedule Contractor who is deemed responsible in accordance with the Federal Acquisition Regulation (FAR), as supplemented, whose quote conforms to the solicitation requirements (to include all terms, conditions, representations, certifications, and all other information required by the solicitation), and is judged, based on the evaluation factors, to represent the best value to the Government. This may result in an award to a higher rated, higher priced Schedule Contractor, where the decision is consistent with the evaluation factors. However, the Government will not pay a price premium that it considers disproportionate to the benefits associated with the proposed margin of service superiority.

Therefore, the Government will award a contract to the Schedule Contractor considered to be the best value, all factors considered, given their relative order of importance.

The Government intends to award a task order without further communicating with Schedule Contractors; however, the Government reserves the right to communicate with any or all contractors submitting a quote, if it is determined advantageous to the Government. This statement is not to be construed to mean that the Government is obligated to communicate with every Schedule Contractor (note that FAR Part 15 procedures do not apply; therefore, formal discussions are not applicable).

The Schedule Contractor’s quotes should contain the most favorable terms and reflect its best possible performance potential. The Government reserves the right to award no task order at all depending on the quality of proposals submitted and availability of funds. Schedule Contractors are highly encouraged to submit their best technical solution and price quotation at the time of initial quotation submission. A Schedule Contractor may be removed from consideration without further communication if its quote is not among those considered most advantageous to the Government.

A. Factor 1 – Technical Capability:

The Government will evaluate the Schedule Contractor’s technical proposal on the degree to which the proposal demonstrates a sound approach, adequate qualifications, and experience with emphasis on:

a. Subfactor 1 – Staffing Approach: Schedule Contractor shall submit a sound Staffing Approach utilizing labor categories from the contractor’s established GSA schedule, contractors shall submit a sound Staffing Approach to include a completed staffing matrix (Attachment 4), which identifies the necessary personnel resources given the Schedule Contractor’s unique technical approach to performing the requirements. The matrix shall connect each labor category by hours to each PWS Task and Subtask in accordance with the staffing matrix template. The Staffing Approach shall provide stable staffing, with types and numbers of positions proposed that are sufficient to ensure successful performance of the requirements based on the Schedule Contractor’s unique Technical Approach. The submission must only list your approved schedule labor categories. The Labor category descriptions must be defined and be reflective of the type of work required.

The number of annual hours used to represent one Full Time Equivalent (FTE) shall also be identified with the matrix. Schedule Contractors shall identify the necessary qualifications (education, experience, security clearances, IA Certification levels and special skills) it will require for each labor category to perform the intended PWS tasks.

b. Subfactor 2 – CSSP Infrastructure/Application Operation and Maintenance Support:

Schedule Contractor shall describe their ability to deploy/sustain mission critical cybersecurity defense solutions. Approach shall detail accomplishment of all elements of hardware/software lifecycle to include, but not limited to: hardware/software procurement, secure configuration of aforementioned, and all tasks listed within the PWS.

The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

c. Subfactor 3 – Cybersecurity Operations: Schedule Contractor shall describe their approach to executing and evolving Cybersecurity Service Provider (CSSP) operations

IAW DODI 8530.01, and CJCSM 6510.01. Approach shall detail ability to conduct cybersecurity operations on behalf of USTRANSCOM to include, but not limited to:

intrusion detection and analysis, cyber threat analysis, insider threat monitoring, forensic analysis, analytic/orchestration development, and end-to-end cyber incident handling and management. The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

d. Subfactor 4 – CSSP Continuous Improvement and Optimization: Schedule Contractor shall describe their approach to provide a continuous external assessment of CSSP program, provide guidance/expertise to ensure alignment of USTRANSCOM CSSP operations with established DoD standards. Approach will detail strategy to assess, align, and improve USTRANSCOM CSSP operations in a sustainable and continuous manner.

The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

e. Subfactor 5 –Cyberspace Operations and Joint Planning: Schedule Contractor shall describe their approach to planning and execution of Defensive Cyberspace Operations (DCO), coordination of cyberspace activities, and management of cyberspace operation requirements. Approach should include incorporation of cyberspace operations into CCMD-level joint planning, CONOPs development, and alignment with requisite National and DoD cyber policy, doctrine, guidance, instructions, and orders. The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

f. Subfactor 6 - Readiness, Joint Training, and Exercise Planning: Schedule Contractor shall describe their approach to incorporating cyberspace operations into tier 1 level CCMD exercises to include scenario development, exercise design, coordination of cyber threat emulation activities, and alignment of cyber effects to command training objectives.

Approach should include integration into an overarching assessment and readiness plan, development of required readiness reports, and management of a Directorate-level Joint Lessons Learned Program (JLLP) and Joint Mission Essential Tasks (JMETs). The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

g. Subfactor 7 – Spectrum Management and Satellite Communications: Schedule Contractor shall detail their approach to supporting CCMD-level satellite and tactical communications planning and operations to include spectrum management, requirements management/validation, support to component/subordinate commands, operation of survivable communications terminals, and adherence to joint satellite communications policies/guidance. The approach shall clearly and reasonably communicate an understanding of the effort that is consistent with the PWS requirements.

h. Subfactor 8 – Mission Essential Contractor Services Plan: Schedule Contractor shall submit a sound plan. The Government will evaluate the Schedule Contractor’s Mission- Essential Contractor Services Plan to determine if it adequately describes how the Schedule Contractor will continue to perform the essential contractor services listed in the PWS during periods of crisis pursuant to DFARS 252.237-7024.

For Technical Capability Subfactors 1 through 7, the Government will evaluate each subfactor and assign one of the following ratings:

The quote meets all the requirements identified in the PWS as related to the Technical Capability subfactor(s) and exceeds one or more requirements of the PWS. Such additions provide benefit to the Government.

Acceptable The quote meets all the requirements identified in the PWS as related to the Technical Capability subfactor(s).

Susceptible Of Being

Made Acceptable

The quote does not meet all the requirements identified in the PWS as related to the Technical Capability subfactor(s); however, there is reason to believe through revisions, an acceptable quote could result. For award without communications, these quotes are considered “unacceptable.”

Unacceptable The quote fails to meet one or more requirements in the PWS as related to the Technical Capability subfactor(s).

For Subfactors 1 through 7, quotes receiving a Technical Capability rating of Reasonably Susceptible of Being Made Acceptable in either of the subfactors below may be considered for award if communications are held. After exchanges, if any, subfactors initially rated Reasonably Susceptible of Being Made Acceptable will be rated Superior, Acceptable or Unacceptable.

Quotes receiving an initial or final rating of Unacceptable will no longer be considered for award.

For Subfactor 8, the Government will evaluate the subfactor and assign a rating of Acceptable or Unacceptable. If a rating of Unacceptable is assigned, the Schedule Contractor will not be eligible for task order award.

B. Price – The Government will evaluate the price quotation for reasonableness. The Government will conduct a price analysis to determine if the total evaluated price is reasonable based on adequate price competition, in comparison with the IGCE and/or commercial price offerings for similar service, or any other price analysis technique determined necessary. FAR clause 52.217- 8, Option to Extend Services, authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract up to a period of six months.

These prices shall be identical to the proposed pricing in effect on the final day of performance immediately preceding the extension period.

The total evaluated price will include the sum of the base period, all option periods, and the six-month extension authorized in FAR 52.217-8. The Government will calculate each Schedule Contractor’s total evaluated price by adding the total price of the base requirement, all option periods, and the total price for the six-month extension. Evaluation of options will not obligate the Government to exercise the option(s). Schedule Contractors shall propose fixed-price labor rates for both Government Site and Contractor Site. The Government reserves the right to conduct a realism analysis to determine whether the fully burdened rates quoted are too low for the work to be performed and poses a performance risk to the Government.

Schedule Contractors may include information to support their proposed prices in this volume.

C. Past Performance – Past Performance will be evaluated as a measure of the Government’s confidence in the Schedule Contractor’s ability to successfully perform the COF requirement based on recent and relevant performance efforts.

a. The Government will begin its evaluation by first determining the recency of each past performance effort being evaluated. To be recent, the effort is ongoing or has been performed within the last three (3) years of the quotation due date.

b. The Government will then determine if the recent performance effort is relevant. To be relevant the effort must have a logical connection to the work described in the performance areas described in paragraph 5.D(2). The Government reserves the right to obtain information relative to present and past performance on its own, in addition to that provided by the Schedule Contractor. Other sources of information include, for instance, the Contract Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), and or Electronic Subcontract Reporting System (eSRS). A relevancy rating will be assigned as follows:

Relevant

Present and/or Past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires

Somewhat Relevant Present and/or Past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires

Not Relevant

Present and/or Past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires

c. The Government will evaluate past performance information regarding predecessor companies or principal subcontractor(s) when such information is relevant to the acquisition.

Past performance regarding predecessor companies or principal subcontractor(s) that will perform major or critical aspects of this requirement will be weighted the same (equally as important) as the past performance information for the Schedule Contractor

While each past performance reference does not need to reflect performance in all areas identified in paragraph 5.D(2), the Government will give more consideration to a reference which reflects relevant performance in multiple areas.

While the Government will consider past performance information on relevant efforts performed for state and local Governments, as well as in the commercial sector, past performance conducted within the DoD will receive greater consideration when assigning a past performance confidence assessment rating. Past Performance which cannot be validated by a source other than the Schedule Contractor will not be considered in the Past Performance Confidence Assessment. The Government intends to evaluate past performance as follows:

Confidence

Based on the Schedule Contractor’s recent and relevant performance record, the Government has the expectation that the Schedule Contractor will successfully perform the required effort.

No Confidence

Based on the Schedule Contractor’s recent and relevant performance record, the Government does not have the expectation that the Schedule Contractor will successfully perform the required effort.

7. Attachment 10 contains provisions that apply to this RFQ and clauses that will be applicable to the resulting award. Some of the provisions require a response from the Schedule Contractor and will need to be submitted along with your quote.
