Key personnel from the Government design and construction team and subject matter experts, the NSB, and the Contractor and their major Subcontractors will participate in the partnering process. The partnership will draw on the strengths of each organization in an effort to achieve a project that includes joint risk management, is without any safety mishaps, conforms to the contract, and stays within budget and on schedule. "Attachment (1) Joint Risk Management Template" is a tool which may be used to assist in joint risk management.
The Contracting Officer will provide information on the partnering process and a list of key and optional personnel who should attend the initial partnering session.

Template‐1 Base Open Overtopping of Coffer Cells Existing cells are designed for a 50 year event. There is a concern that the cells could be overtopped which would cause flooding of work area. Equipment that could not be removed prior to overtoping could be serverely damaged from water.
Evacuation Plan to remove as much equipment as possible prior to overtopping. X, Y, and Z equipment may have to remain inside the cofferdam. Coordination with river authority to predict crest level to know if removal of equipment is required or if it can be left inside the cofferdam.
Unlikely Critical Moderate Critical Moderate JOINT Cost & Schedule Decreasing Risk
Template‐2 Phase 1 Open Approval of submittals for long lead equipment and materials
Submittals for X, Y, Z require review from multiple SMEs not located at the project site. Submitted schedule indicates 14 day review period vs. contract requirement for 30 days.
Concern that there will be significant schedule impacts if Contractor does not receive A/B/C codes on first submittal.
Contractor to schedule and faciliate a virtual pre‐submittal review meeting between appropriate parties.
Likely Negligible Low Significant High Contractor Field Staff Schedule Increasing Risk
Template‐3 Phase 2 Open Testing and Balancing, and Commissioning require successful delivery of GFCI equipment by XX date
Contractor schedule will slip day‐for‐day if X, Y, Z equipment is not delivered to the site by XX date.
Government PM will work with stakeholder to expedite selection of X and Y equipment, and obtain commitment that Z equipment arrives NLT 5 business days later.
Contractor will present detailed crew flows in next schedule submission in case Government will received phased delivery of X equipment.
