EOP V DRAFT RFP QUESTIONS/COMMENTS/CONCERNS
NOTE: All responses shared below are given to the best of the Government's knowledge at this time. The Government reserves the right to change its acquisition methods and approaches at the time of the final RFP posting to SAM.gov. The final RFP posted to SAM.gov supersedes anything shared in this Question and Answer document.
The Government anticipates posting the rest of the Questions and Answers from the draft RFP with the final RFP to avoid potential contradictory statements.
| NOTE REGARDING THE PWS: On page 4 of the PWS shared in the draft RFP posting, there were notations for Unrestricted and Small Business Set-Aside Service Areas. This was in error. This procurement will have Small Business Reserve, not a Small Business Set-Aside. | ||||
| Section of RFP | Clause Number | Further Distinction | Question | Response |
| Comments/Questions | In previous EOP contracts if the Small Business was bidding both small and large only one proposal was submitted. Will that be the same for EOP V? | One proposal addressing all Service Areas is required. | ||
| Comments/Questions | Attachment A – Position Descriptions – not all Labor Categories have a description or have a minimal description. [VENDOR] would be willing to provide an additional list of potential Labor Categories that might augment the staffing needs of EOP V. | Attachment A - Position Descriptions will include all labor categories upon RFP posting. | ||
| Comments/Questions | Will there be any advance notice is given about upcoming task orders under EOP V? | Task Orders under EOP V will be solicited on FedConnect. Advanced notice may or may not be given. | ||

| H | DOE-H-2070 | Clause DOE-H-2070, Key Personnel identifies the Program Manager as the only key personnel for the contract. Will the government consider adding a requirement to submit modeling Key Personnel? | Additional key personnel will be handled at the task order level. | ||
| H | DOE-H-2081 Evaluation of Proposals | Within Clause DOE-H-2081 Evaluation of Proposals, the Government says that they with use a best value basis for all awards. However, it further states that LPTA or Technical/Price tradeoff methodologies are anticipated for task orders under the IDIQ award. Will the Government consider removing LPTA and adding best value evaluations for task orders since the type of work identified in the PWS are not suited for LPTA type evaluations. | In DOE-H-2081, the Government notes that the IDIQ awards will be based on a Highest Technically Rated Offerors with a Fair and Reasonable Price. The Government may employ LPTA techniques for task orders if it so chooses. | ||

| Other than Small Businesses will be required to submit a small business subcontracting plan. | |||||
| Small Business Reserve | If the Small Business Reserve will permit Prime Small Businesses to include Large Subcontractors in answering opportunities. | Yes. | |||
| Suggestions | Request vendors show an ability to deliver T&M and FFP depending on Task Order | This will be accomplished at the task order level. | |||
