7 C Solicitation N00024-23-R-6201 Page 14 CIS will be designed in accordance with (IAW) SWFTS community design requirements for all applicable submarine variants per the SWFTS Baseline Roadmap and Execution Plan associated with AN/BYG-1 Technology Insertion (TI) 2024 (TI24), TI26, legacy baselines
The SOW mentions applicability to "legacy" baselines several times, is it the govt intention to have the CIS contractor support pre-TI24 baselines also?
Yes. The CIS contractor will be required to provide pre-TI24 baseline support.
8 C Solicitation N00024-23-R-6201 Page 14 The SWFTS CCE hosts, statuses, and manages applications provided by combat and weapons control, sonar, imaging, electronic warfare, and other AN/BYG-1 and SWFTS subsystems
Does this imply the Tactical Control System (TCS) is also included here?
Yes, portions of the TCS system are expected to be hosted on the SWFTS CCE.
Common Infrastructure Services (CIS)_N00024-23-R-6201_draft RFP Questions & Responses
9 C Solicitation N00024-23-R-6201 Page 14 Figure 1 In the CIS functional box, OBTT and LMS are shown as part of CCE and not NDI yet Figure 6 implies these are NDI?
These are NDI products that are intended to be hosted in the SWFTS CCE.
10 C Solicitation N00024-23-R-6201 Page 15 BYG-1 System Variants Is it the govt's intent to update the V3 platform in the future?, our understanding is V3 has been retired from TI/APB update process similar to V4.
(V)3 will be removed from the SOW.
11 C Solicitation N00024-23-R-6201 Page 18 "… it is designed, developed, and able to be delivered independent …" and "The CIS includes a combination of core development and NDIs delivered by third party vendors"
These two statements seem to conflict with one another, can the govt clarify the "delivered independent" statement?
The CIS product, including NDI subcomponents, shall be deliverable without dependencies from other major AN/BYG-1 subsystems. This is intended to support both AN/BYG-1 and other SWFTS subsystems development and fielding.
12 C Solicitation N00024-23-R-6201 Page 22 The Contractor shall have the capability to support controlled access to unclassified Voice and Web Conferencing up to the SECRET level.

Refer to DID listed on the FDD CDRL page 6 of 25.
TI-20 APB19 SWFTS CCE Functional Description Data will be provided as GFI (Government Furnished Information).
14 C Solicitation N00024-23-R-6201 C.3.3.2 IMS ...provide key program milestones to the SWFTS IMS to ensure program transparency to all participating SWFTS subsystems (CDRL TBD).
Integrated Master Schedule (IMS) discusses coordination with SWFTS.
What about coordination with BYG-1? In addition, this is an example of a CDRL that could be eliminated. CIS developer should just provide input to the overall
BYG-1 IMS.
The CIS product supports several SWFTS partners. These IMS CDRL deliverables are intended to support both the SWFTS and BYG-1 IMS. The Government will take elimination of this CDRL into consideration.
15 C Solicitation N00024-23-R-6201 C.3.6 IPTs New content being suggested This section describes key forums CIS contractor team need to plan to participate in or lead. Recommend including the set of BYG/PMS425 forums like EIPT, SEIPT, RADWG, I&TWG/JTG, QPRs, Agile milestones, SDVRs, DRRs
At this time the Government is not adding meetings to the SOW. The meeting list in SOW is not all encompassing and is intended to provide overview of meetings. Some of the recommended meetings are covered under the statement: "Agile ceremonies as identified in the SEP Agile Addendum"
16 C Solicitation N00024-23-R-6201 General Multiple There is a lot of discussion about coordination with SWFTS but this SOW does not clarify the role of the BYG-1 integrator and the role of the CIS developer. Should we assume it's the way it is executed presently?
BYG Integrator is responsible for integration of BYG-1 subsystems. CIS developer role is to develop and deliver the CCE to SWFTS independent of BYG-1.
17 Solicitation N00024-23-R-6201 General General What is the anticipated RFP release date? The formal RFP date has not been determined.
18 Solicitation N00024-23-R-6201 General General Will labor categories be provided, or will the offeror be required to provide the labor mix against the LOE CLIN totals?
The Government takes your labor mix question into consideration for the final RFP. It may result that the offerors propose a labor mix, it may result in a 'senior', 'mid', 'junior' level of detail. The CLIN structure currently is CPFF for LOE.
A CPFF contract will have fixed fee dollar value billed at the per hour basis, not a percentage of cost.
19 CDRLs Solicitation N00024-23-R-6201 General General Will CDRLs be required to be priced or treated as NSP?
The CDRLs will be NSP.
20 Solicitation N00024-23-R-6201 General General Will a reading room / electronic library be established to support proposal development?
It is anticipated that some GFI will be available during proposal development;
the location and potential security access requirements will be detailed in the RFP.
It is possible that some documents will have distribution D statements.
The Government reserves the right to choose which GFI is appropriate and required for efficient proposal development. See final RFP release for the GFI offered for proposal development.
21 Solicitation N00024-23-R-6201 General General Does the Government anticipate the CIS Prime contractor to be responsible for the development of shipyard GFI?
No, the CIS contractor will not be responsible for the development of shipyard GFI; however, the CIS contractor may need to provide inputs on connections, etc. to support development of shipyard GFI.
See final RFP release for the GFI offered for proposal development.
22 C Solicitation N00024-23-R-6201 Page 17 Figure 3 Figure 3 identifies the Notional CIS delivery Plan. Does the government anticipate CIS APBs supporting more than a single TI? For example, APB25 executing on both TI24 and TI26 hardware?
Yes. Multiple APBs will support a single TI.
APB25 would execute on both TI24 and TI26 hardware.
23 C Solicitation N00024-23-R-6201 Page 31 Develop automated tests for new code Can the govt define the scope of this statement, i.e. it might not always be cost effective to develop automated test for all new code, in some cases the cost to develop the test tool may be greater than the benefit of automated testing.
Will update SOW to: "Develop automated tests for new code where feasible and when not cost prohibitive per coordination with the Government TDA."
24 N00024-23-R- 6201+Draft+Solicitation.pdf
Page 26; Paragraph 4 The CIS includes a CCE and RCE to provide the runtime infrastructure environment to host SWFTS applications.
The RCE is an instance of the CCE.
Recommend adding clarifying wording:
"The CIS includes a CCE and RCE redundant instance of the CCE to provide the runtime infrastructure environment to host SWFTS applications.
<Or we can recommend a better definition on Page 18>
Government does not agree with the recommendation. The RCE is expected to mature over time. While consistent with the CCE for near-term efforts, there may be diversity changes to the infrastructure during the PoP of this contract.
