PERFORMANCE WORK STATEMENT
1. GENERAL INFORMATION AND SCOPE OF WORK.
1.1. AGENCY. DoDEA is a global organization, operating 160 accredited schools in eight (8) districts located in eleven (11) foreign countries, seven (7) states, Guam, and Puerto Rico within three (3) geographic components worldwide (DoDEA Americas, DoDEA Pacific, and DoDEA
Europe).
1.2. BACKGROUND. To support the education mission, DoDEA Europe provides transportation services (school buses) for DoDEA schools in Bahrain, Turkey, Italy, Spain, Germany, Belgium, The Netherlands, and United Kingdom. Transportations inherent vulnerabilities make the school buses an attractive target for terrorist exploitation. Therefore, it is necessary to provide security training to provide bus drivers and bus monitors with knowledge and awareness of the threat, tailored to student transportation within the DoDEA Europe area of operation.
1.3. SCOPE OF WORK. This training supports the DoDEA Europe’s Lakenheath Complex
(including Feltwell), United Kingdom (UK) Transportation Security Services Program (STSSP).
The purpose of security training is to provide bus drivers and bus monitors with knowledge and awareness of the threat, tailored to student transportation within the DoDEA Europe Lakenheath
Complex (including Feltwell), UK area of operation.
1.4. INTENT AND SCOPE OF OPERATION. The U.S. Government’s intent is to award a service contract to provide bus drivers and bus monitors on security topics identified in this performance work statement (PWS). DoDEA anticipates award of a single or multiple contracts to support DoDEA Lakenheath Complex (including Feltwell) STSSP operations in UK.
2. OBJECTIVES
The objective of the contract is for reliable, standardized, and consistent delivery of services to fulfill STSSP requirements and standards of performance. The Contract Line-Item Number
(CLIN) on the schedule identifies the services performed under this contract.
The primary objective of the contract is to develop and deliver standardized baseline security training for bus drivers and bus monitors to support the STSSP in the Lakenheath Complex
(including Feltwell), UK.
2.1. BASELINE SECURITY TRAINING (OBJECTIVE 1).
a. Supporting Tasks.
(1) Task 1. Appoint within three (3) days after contract award, a primary and alternate program and contract manager, hereafter referred to as the Principal Representative [Reference:
Annex B] to oversee the Contractor’s activities, tasks, and coordinate with the Contracting
Officer, DoDEA Regional and District Force Protection Officer, and DoDEA Student
Transportation Officers, all to be identified by name and phone at contract award.
(2) Task 2. The Principal Representative shall attend the first Baseline Security
Training sessions of the base year [Reference: Annex C].
(3) Task 3. The contractor will recruit, screen, vet, hire, train, and equip Training
Instructors and necessary support personnel, meeting the suitability and qualification requirements [Reference: Annex B].
(4) Task 4. The contractor will submit U.S. military installation pass requests to support the services sought in this PWS and for the United States Military Community in the
Lakenheath Complex (including Feltwell) in the UK [Reference: Annex B].
(5) Task 5. The contractor shall develop Baseline Security Training curricula and receive approval on all training curricula, tests, and associated or supporting material from the
DoDEA Regional Force Protection Officer prior to the first training sessions. [Reference: Annex
C - course requirements].
(6) Task 6. Once approved, the contractor shall conduct Baseline Security Training for all the bus drivers and bus monitors in the Lakenheath Complex (including Feltwell), UK before the start of the school year. [Reference: Annex C].
(7) Task 7. The contractor will coordinate bus driver and bus monitor training attendance with applicable DoDEA Student Transportation Officer [Reference: Annex C].
(8) Task 8. The contractor will provide training curricula, tests, attendance records, and all associated training materials, in English to the DoDEA Regional Force Protection Officer
[Reference: Annex C], meeting the deliverable timeframes [Reference: Annex E].
b. Quality Control.
(1) Quality control is the sole responsibility of the Contractor.
(2) Its conceptual foundation is active versus passive measures, meaning that the
Contractor exerts hands-on oversight and supervision that not only ensures compliance, but also anticipates and corrects problems before they manifest themselves into deficiencies.
c. Performance Standards and Acceptable Quality Levels.
(1) Performance Standard (PS1) – Recruit, vet, hire, train, and equip Training Instructors and necessary support personnel meeting all the qualifications and personnel standards criteria specified in Annex B. Acceptable Quality Level (AQL 1) – 100%
(2) Performance Standard (PS2) – Provide and conduct Baseline Security Training for bus drivers and bus monitors, within the established training timeframes referenced in Annex C.
Acceptable Quality Level (AQL 2) – 100%
(3) Performance Standard (PS3) – Provide Baseline Security Training curricula, tests, and associated or supporting material, containing all the elements addressed for each in Annex C, timely according to the standards specified in the Deliverables in Annex E. Acceptable Quality
Level (AQL 3) – Accurate, complete, and timely submission of all products outlined in table at
Annex E with a no more than 10 percent reject/resubmit rate.
3. CONSTRAINTS
Refer to Annexes A through E of this PWS for constraints.
4. GOVERMENT-FURNISHED RESOURCES
4.1. Other than the Installation/Base Access Badges described within Annex B, no Government-furnished property is provisioned under the anticipated contract(s). Only items considered to be incidental to the place of performance (e.g., office space, items, etc.) may or may not be provisioned, subject to technical proposals(s) awarded.
5. DELIVERABLES

6. PERFORMANCE REQUIREMENT SUMMARY

7. QUALITY ASSURANCE SURVEILLANCE PLAN
The quality assurance surveillance plan (QASP) is a U.S. Government living document that details the plan to monitor the contractor’s performance on the most critical performance objectives and deliverables under the anticipated contract(s). It shall be provided shortly after contract award and can (unilaterally) change during the life of the resultant contract(s).

CLIN. The basic structural element in a procurement instrument that describes and organizes the required product or service for pricing, delivery, inspection, acceptance, invoicing, and payment. The use of the term “line item” includes “sub-contract line number,” as applicable.
Contract Discrepancy Report. The U.S. Government’s formal process/format, normally tied into the U.S. Government’s QASP (reference definition below), that notifies the contractor of and tracks any observed quality or performance discrepancy between the contractor’s performance and the quality/performance objectives of this PWS. Contract Discrepancy Reports are formally written and tracked on any number of official documents/forms (e.g., Department of
Defense Form 1772, Department of Army Form 5479, etc.), and require timely responses from both the contractor and U.S. Government personnel to address/resolve.
Contracting Officer. Only individual with expressed authority to obligate (bind) the U.S.
Government by means of entering, administering, and terminating contracts within the limits of authority delegated via a Contracting Officer’s warrant.
Contracting Officer’s Representative – qualified and trained U.S. Government employee, nominated by the requiring activity and appointed in writing by a Contracting Officer primarily to perform specific technical or administrative functions on a specific contract(s); serves as the
‘eyes and ears’ of a Contracting Officer to assure the U.S. Governments best interests are protected via the terms and conditions of the contract(s) appointed. Contracting Officer’s
Representative do not have authority to obligate (i.e., bind) the U.S. Government.
Contract Specialist – Contracting career field professionals without the authority (i.e., not warranted) to enter into contracts on behalf the U.S. Government.
District Force Protection Officer – The principle advisor to the DoDEA district on all matters concerning Force Protection.
District Transportation Supervisor - An employee within DoDEA who possesses supervisory authority over a given area of responsibility for student transportation operations.
Performance Requirements Summary – a tabular listing of performance objectives and standards that provides the basis for a meaningful QASP.
PWS - a statement of work for performance-based acquisitions that describes the required results in clear, specific, and objective terms with measurable outcomes.
QASP – the USG’s plan to monitor the contractor’s performance, by method and frequency, all those critical areas performance required on the service contract to monitor the contractor’s performance on the contract.
Regional Force Protection Officer – The principle advisor on all matters concerning Force
Protection throughout that regions area of responsibility.
Requiring Activity (or Agency) – that office, agency, or activity that has the mission requirement for an interagency acquisition.
STSSP – An integrated, mutually supporting set of component functions and tasks. STSSP is comprised of Bus Security Attendants, Route Safe Havens, Security Training, Security Incident
Database, and Host Nation Security Environment.
Student Transportation Office – An office within DoDEA with program execution authority over an area of responsibility for student transportation within a school complex.
Task Order - an order for services placed against an established Indefinite Delivery/Quantity procurement instrument; each Task Order is a stand-alone contract, ordered and administered according to the terms and conditions of the (parent) contract.
U.S. Government. The representational government of the American people, as established and provided by The Constitution of the United States of America.

ANNEX A: GENERAL INFORMATION AND BACKGROUND
A-1. DODEA TRANSPORTATION ROUTES.
a. Days of Operation. Daily routes operate on each school day of the year. DoDEA
Europe’s school year usually begins in August and terminates in June of the following year.
Normally, the school year consist of approximately one-hundred eighty (180) days of instruction on a Monday to Friday schedule, excluding U.S. Federal holidays, staff-only service days and traditional recess holiday periods such as Christmas-New Year’s and Easter.
b. DoDEA Passengers. The number of student passengers on daily routes range from 12 to 45, with the average being between 25 and 45. Most passengers are comprised of mixed aged students, in grades Kindergarten through grade 12.
c. Route Description.
(1) Daily routes are typically 35 to 65 minutes in duration and 15 to 30 miles (24 to 50 kilometers) in length. Many routes run in, around, or through built-up, urbanized areas, as schools tend to be located on U.S. military installations that are in or contiguous to medium to larger-sized cities and population centers. However, a substantial number of routes begin and end in rural areas and transit and through villages and towns on secondary roads.
(2) Daily routes normally make two runs: a morning in-bound to the school, and an afternoon out-bound return. A few routes also have a second one-way out-bound runs in late afternoon/early evening to return students who have participated in after-school academic or athletic programs.
(3) Daily routes and runs operate typically between 6:00am – 8:30am and 14:00pm -
16:30pm.
Note: Specific times of individual routes and runs vary and are determined by transportation requirements that are reflected on a route schedule and itinerary sheet.
A-2. STUDENT TRANSPORTATION SECURITY SERVICES PROGRAM.
a. Student transportation has inherent vulnerabilities to acts of violence, whether terrorist or criminal and is at its highest level of risk when operating in the daily commute category. The primary vulnerability factors that elevate the risk are predictability arising from daily commute’s fixed schedule and itinerary of routes, runs, and stops, and use of vehicles that are easily identified as "school buses," vulnerability factors that essentially cannot be eliminated.
b. Student transportation's inherent vulnerabilities make school buses an attractive target for terrorist exploitation. They offer a high concentration of personnel within a confined space, easily accessible for an attack with minimum force to produce mass causalities, resulting in an outcome that would provoke public fear and outrage that will, in turn, drive governments to take extraordinary protective countermeasures at major expense and so achieve the fundamental terrorist objective of intimidation. Therefore, vulnerabilities of student transportation make it imperative DoDEA Europe operate an active student transportation security services program (a) tailored to identification and assessment, containment, and reduction of the risk to student security during daily transportation to and from school and home; and (b) establishes structure and procedures to respond to and manage en-route security emergencies when they occur.
c. The critical necessity of protection during all phases of transportation is substantially raised by the fact that DoDEA Europe’s student transportation operates overseas, which places the operation and students in a close proximity to active trans- and sub-national terrorist groups within DoDEA Europe’s area of responsibility. Not only can that immediacy simplify the logistics of a direct terrorist attack on DoDEA Europe’s student transportation operation, but it also brings the prospect of collateral involvement of DoDEA Europe’s students when terrorist groups attack foreign and national government and commercial facilities, public transportation systems and infrastructure and police and military forces. That potential and its likelihood demand risk identification and assessment, containment, and reduction on a virtual par with the threat of direct attack.
A-3. DODEA BUSES.
DoDEA Europe does not own vehicles used for student transportation, nor employ drivers, or adult safety or security attendants. Vehicles used by DoDEA Europe’s contractors for daily commute student transportation are European-style and manufactured models. Traditionally, U.S.-manufactured or style "yellow school buses" are not used, including no civilianized “Blue
Bird” models formerly operated by U.S. military services for base shuttle transportation.
DoDEA Europe’s daily student transportation operations are directed from applicable district
DoDEA transportation offices located on U.S. military installations.
ANNEX B: PROGRAM MANAGEMENT AND PERSONNEL
B-1. PROGRAM MANAGEMENT.
a. DoDEA Program Management.
(1) The DoDEA Regional Force Protection Officer is the STSSP program manager and the Contracting Officer’s Representative. The DoDEA Regional Force Protection Officer reports to the DoDEA Chief of Force Protection. The DoDEA District Transportation Supervisor supports DoDEA Regional Force Protection Officer and is responsible for daily student transportation operations. The DoDEA Regional Force Protection Officer also receives assistance and support from the DoDEA District Force Protection Officers.
(2) The DoDEA District Transportation Supervisor and the DoDEA District Force
Protection Officers are Assistant Contracting Officer’s Representatives. Upon contract award, the Contacting Officer will formally appoint the Contracting Officer’s Representative and
Assistant Contracting Officer’s Representatives and inform the Contractor of their responsibilities and duties.
b. Contract Program Management.
(1) The Principal Representative is the primary and alternate contract manager(s), serving as the awarded contractor’s principal interface with the U.S. Government on all contractual and programmatic matters for the anticipated contract(s). This official serves as the contractor’s Principal Representative for program operations and contractual matters. Principal
Representatives are responsible for the performance of the work at each location and have full authority to act for the contractor on all matters relating to daily operations of this contract. The
Principal Representative may be considered “managers” for the purposes of this PWS. The representative shall be contactable during the regular business hours Monday through Friday.
(2) Local Site Supervisor is a local representative in the community and reports to the
Principal Representative. They may supervise the Training Instructor and any necessary support personnel to fulfill the requirements in this PWS. Depending upon the contractor’s organizational structure, the Local Site Supervisor could be the same person and as the Principal
Representative or Training Instructor.
(3) The Training Instructor is the individual presenting, leading, or teaching the training to the bus drivers and bus monitors.
(4) Non-Specific or Defined Support Personnel include personnel, hired by the contractor, directly involved in the delivery of training, and may be present during the delivery of the training, but not presenting or teaching the lesson.
c. Reporting Requirements.
(1) DoDEA. Upon contract award, the DoDEA Contracting Officer will furnish the
Contractor with the DoDEA Regional Force Protection Officer, DoDEA District Transportation
Supervisor, DoDEA Student Transportation Officers, and the DoDEA Europe South District
Force Protection Officer names and contact information.
(2) Contractor Representative Notification. Within three (3) days following contract award, the Contractor will confirm by formal notification to the DoDEA Regional Force
Protection Officer and DoDEA District Transportation Supervisor the availability and readiness for duty of the assigned Principal Representatives the contractor nominated in its proposal. This formal notification will include name and contact information, (that includes the representative’s name, telephone, home address, and e-mail contact information) of the Principal Representatives.
(3) Contractor Site Supervisor Notification. If applicable, within five (5) days following contract award, the Contractor will confirm by formal notification to the DoDEA
Regional Force Protection Officer and DoDEA District Transportation Supervisor the availability and readiness for duty of any assigned Local Site Supervisors. This formal notification will include name and contact information (that includes the representative’s name, telephone, home address, and e-mail contact information) of the Local Site Supervisor.
B-2. MINIMUM CONTRACTOR SUITABILITY QUALIFICATIONS. The following contractor suitability qualifications apply to the Principal Representative, Local Site Supervisor, Training Instructor, and any support personnel not specifically identified by position title. Refer to the DoDEA Regional Force Protection Officer for questions, guidance, and if necessary, resolution.
a. Citizenship.
(1) Host nation citizens are preferred for the Local Site Supervisor and Training
Instructor positions. They bring native knowledge and experience in host nation culture, customs, geography, environment, government, business structures, and language skills that directly facilitate performance of STSSP tasks.
(2) Third-country nationals, irrespective of citizenship, may serve as the Local Site
Supervisor or Training Instructors providing, they have a residence and work permit as required by the host nation.
(3) U.S. citizens, whether ordinary host nation residents or dependents of U.S. military members or U.S. government civilian employees, may serve as the Local Site Supervisor or
Training Instructors, providing they comply with host nation employment laws.
(a) Note that U.S. citizens, who are dependents of U.S. military members or U.S.
government civilian employees officially assigned for duty in the host nation, are subject to the governing U.S. host nation Status of Forces Agreement.
(b) Depending on the provisions of the governing Status of Forces Agreement, they may or may not be eligible for employment by the Contractor in the host nation of interest.
b. Education and Health.
(1) Training Instructors and Local Site Supervisors will have a U.S. high school diploma or its host nation equivalent.
(2) Training Instructions and Local Site Supervisors will not have communicable diseases or indicators of use of illegal drugs, controlled substances, alcohol abuse, no physical handicap, mental, emotional, or psychological disease, illness or other limitation that would preclude full performance of duties.
(3) The contractor shall ensure that Training Instructors are (a) qualified and experienced in instructional methods and techniques; (b) subject-matter knowledgeable by reason of training and experience.
(4) All contractors performing duties under this contract shall possess current, valid professional certifications and licenses, based upon their duties, in accordance with host nation, Federal, and state laws as required.
c. Employment and Criminal History.
(1) Training Instructor, Local Site Supervisors, and Principal Representatives will have a stable work history with no terminations for cause.
(2) If a contracted individual served in a military service, whether active duty and/or reserve, the individual must have a U.S. honorable discharge/separation or its host nation equivalent.
(3) The Training Instructor, Local Site Supervisors, and Principal Representative will not have a record of criminal arrests or convictions, or indications or involvement in criminal activities.
(4) Individuals with a background of or indications of crimes of violence, such as assault, battery, child abuse, domestic abuse, homicide, rape, larceny, robbery, theft, pedophilia and/or child pornography, alcohol abuse, or drunk driving, distribution, possession, or use of any illegal drug or controlled substance are excluded from this program.
(5) In addition, contractors and personnel will not be involved in or affiliation with persons, groups or organizations engaged in terrorism, anti-U.S. or anti-host nation intelligence activities, violent anti-U.S., or anti-host nation political activities.
d. Language.
(1) The contractors will speak, read, and write the official language of the host nation as the first requirement. Full capability in the official host nation language is essential to effectively ensure communication with school bus drivers and bus monitors.
(2) Management, i.e., Principal Representatives and Local Site Supervisory personnel whose responsibilities and duties require contact with DoDEA Europe personnel shall fluently speak, read, and write the English language in a highly proficient manner.
(3) Training Instructors and any support personnel directly involved in training can speak English sufficiently to communicate with English-speaking American students.
B-3. CONTRACTOR VETTING AND BACKGROUND INVESTIGATIONS. The
Contractor shall select the highest caliber personnel from the pool of those deemed suitable through screening and vetting.
a. Vetting and Background Investigations. The Contractor will screen and vet applicants for Local Site Supervisors, Training Instructors, and other personnel directly involved in the training using the following protocols:
(1) Personal interviews, independent interviews of past/current employment, character references, and testing as necessary to substantiate claimed capabilities (i.e., language skills).
(2) Examination of submitted, (e.g., citizenship, education, military service, and certification of first aid training). When examining documents submitted as proof, the
Contractor shall ensure that each document is authentic, having been issued by competent authority, and bearing such proofs as printed serial numbers, official stamps, signatures, and logos as may be found only on legitimate documents.
(3) Background investigation to identify unfavorable or disqualifying information from military service, employment, or criminal and security records.
(a) The method of conducting background investigation is at discretion of the contractor, but it will directly address the areas of interest specified.
(b) The Contractor shall engage checks of host nation police and law enforcement criminal records to substantiate the life-long absence of arrests, convictions, or other indications of involvement in criminal or seditious activities.
(c) When engaging checks of host nation police and law enforcement criminal records, the Contractor shall ensure that the scope of the check extends to include both local and national- level files and records.
(4) The Contractor shall not waive or grant exception to the personnel qualifications, requirements, and standards and meet all qualifications, requirements, and standards without exception.
b. Reporting Requirements.
(1) Cleared Personnel. Within five (5) days of contract award, the Contractor shall certify in writing to the DoDEA Regional Force Protection Officer and DoDEA District
Transportation Officer that each person selected for a position in support of this PWS was screened, vetted, and met or exceeds minimum all qualifications, requirements, and standards in accordance with the PWS.
(a) Certification shall list the person’s name, intended position, and duty location.
(b) The DoDEA Regional Force Protection Officer will hold the Contractor accountable for the accuracy and validity of such certifications.
(2) Employee Supervision/Revocation. The Contractor will immediately inform the
DoDEA Regional Force Protection Officer when it is learned that an employee under this contract has been arrested for a criminal offense or charged with any offense that could result in license or certification suspension or revocation.
(3) Cleared Personnel Records. The Contractor will document applicant screening and vetting, maintain the most current background checks on file, and immediately provide them to the DoDEA Regional Force Protection Officer upon request.
B-4. U.S. MILITARY INSTALLATION PASSES. U.S. military authorities establish the process for issuing installation access passes. Contractors working under this contract and requiring access to U.S. military installations will comply with all installation access policies for each specific installation. Installation requirements, procedures, and processing time vary considerably, it is critical the Contractor initiate such actions at the earliest possible time.
a. Contractor Responsibilities.
(1) The Contractor shall coordinate with the cognizant DoDEA student transportation office for the local requirements and procedures to obtain U.S. military installation access passes for contractor personnel.
(2) Installation passes are controlled U.S. Government property, and at end of term of any employee, contract, or routine pass expiration, must be accounted, and returned to the U.S.
Government through an identified DoDEA representative, such as the DoDEA student transportation office, in coordination with the DoDEA Regional Force Protection Officer.
(3) Contractors working under this contract may retain installation access passes over the annual summer operations hiatus to facilitate performance of PWS related duties.
(a) In the event DoDEA Europe does not exercise an annual contract option or decides to terminate the contract for any reason, the Principal Representative will ensure contract related installation access passes are returned to the identified DoDEA representative(s) on or before the end-date of the option or contract termination date.
(b) DoDEA would determine the appropriate representatives and provide contact information to the contractor, on or before the end-date of the option or contract termination date.
(4) Possession of a valid U.S. military installation access pass is optional for the
Principal Representatives, dependent upon the frequently of direct contact with DoDEA Europe officials. Local officials can always sign in the Principal Representatives or other non-defined management personnel when the occasion arises.
b. DoDEA Responsibilities.
(1) The DoDEA Regional/District Force Protection Officers and DoDEA District
Transportation Officer will act as the sponsoring agency for acquisition of installation access passes for contractor personnel as needed.
(2) The DoDEA District Transportation Officer will inform the issuing installation and facilitate acquisition of replacement passes, if necessary. When deemed necessary, the DoDEA
Regional/District Force Protection Officer will assist contractor management personnel in the acquisition of an installation passes.
c. Reporting Requirements.
(1) Return of Installation Pass. If a contractor associated with this contract is terminated, resigns, or retires, the Principal Representative and Local Site Supervisor will collect the employee’s installation access pass for turn-in to the DoDEA student transportation office within twenty-four (24) hours.
(2) Damage or Loss of Installation Pass. Contractors associated with this contract will report expired, damaged, or lost installation access passes to the DoDEA Regional/District Force
Protection Officer immediately following discovery of expiration, damage, or loss.
ANNEX C: TRAINING
C-1. SECURITY TRAINING. This training will provide bus drivers and bus monitors in the
Lakenheath Complex (including Feltwell), UK knowledge and awareness of the threat, and instruct them in basic antiterrorism and crime practices and techniques tailored to student transportation before start of the school year.
C-2. SECURITY TRAINING DELIVERY LOCATIONS. The Baseline Security Training course applies to bus drivers and bus monitors in the Lakenheath Complex (including Feltwell), UK and will be delivered at the Lakenheath Complex or location coordinated between DoDEA transportation and the contractor.
C-3. SECURITY TRAINING – COURSE OF INSTRUCTION. The security training encompasses one courses of instruction: the Baseline Security Training course.
a. Baseline Security Training. The Baseline Security Training course shall encompass at least three (3.00) but not more than four (4.00) total instructional hours. The contractor will provide Baseline Security Training course to all bus drivers and bus monitors prior to the start of the new school year.
c. Coordination and Scheduling.
(1) The contractor is responsible for coordinating and scheduling the Baseline Security
Training. The Principal Representative will determine the contractor who will conduct coordination and scheduling of the training. The individual selected will meet the minimum contractor suitability qualifications in Annex B.
(2) DoDEA Europe’s District and Student Transportation Office personnel liaise with the contractors for the coordination and scheduling the training. Each student transportation office represents a training site. Usually, with prior coordination with the student transportation office, training is held at a DoDEA school or at the bus contractor facilities. DoDEA Logistics manages the PWS for bus drivers and bus monitors at the Lakenheath Complex (including
Feltwell), UK.
d. Course Development.
(1) The contractor shall develop training curricula for the Baseline Security Training course addressing the topics identified in Annex C. In most cases, the contractor will conduct
Baseline Security Training in the official language of the host nation to ensure comprehension and assimilation of subject-matter material. However, training in the English language may be necessary as detailed in this PWS. Therefore, the contractor will develop training materials in
English and the host language (if applicable).
(2) As a general guiding rule, kept content simple, to the point, and practical in the context of the duties performed. The contractor has the flexibility in total hours in recognition of the varied instructional or teaching methodologies.
(3) Updates to training may occur throughout the period of performance of the contract. However, the DoDEA Regional Force Protection Officer must approve all changes.
The DoDEA Regional Force Protection Officer can direct changes to the training curricula at any time.
(4) The contractor shall be mindful of operations security when selecting subject-matter material for inclusion in the training curricula and only incorporate information unclassified open sources in the public domain. Note taking and take away material is strongly discouraged.
(5) The training has three parallel objectives:
(a) Promote a collaboration between bus driver and bus monitors to provide a continuous safe and secure environment during the entire student transportation process.
(b) Equip personnel with essential security-related knowledge and skills.
(c) Empower bus drivers and monitors to perform security tasks in addition to their student transportation safety responsibilities.
(6) The contractor shall provide all equipment necessary to construct, develop, and facilitate the Baseline Security Training course.
e. Testing and Evaluation.
(1) Upon completion of each training session, the contractor shall test bus drivers and bus monitors to evaluate comprehension and assimilation of the training. For that purpose, the contractor shall formulate and administer a written test in the host nation or English language as applicable and apply a pass/fail grading standard that assesses whether the bus drivers and bus monitors have or have not sufficiently grasped course content.
(2) If necessary, the contractor shall conduct remedial training of those who fail to achieve a passing grade on the end-of-course written test, followed by a re-test to determine whether the driver or attendant understands the material in question.
(3) The contractor shall apply internal measurement tools to assess training effectiveness, comprehension in both subject-matter content and instructional delivery.
f. Principal Representative Attendance. The Principal Representative shall attend the first Baseline Security Training sessions of the base and any elected option year.
g. Reporting Requirement.
(1) Training Material. Within five (5) business days after award, the contractor shall submit the training materials to the DoDEA Regional Force Protection Officer for approval.
During option years, the contractor and DoDEA Regional Force Protection Officer will jointly review all training materials prior to the first training sessions. The following are the training materials required for submission:
(a) Baseline Security Training curriculum, i.e., presentation.
(b) Syllabus and topical lesson plans that reflect primary points of instruction
(c) End-of-course written test, grading standard, and supporting material.
(2) Findings and Analysis. Within five (5) business days of a Baseline Security
Training course, the contractor will also submit a report to the DoDEA Regional Force
Protection Officer, assessing the effectiveness of the training. The report will reflect the following:
(a) Date and place of training.
(b) Type of course (Baseline).
(c) Number of drivers and number of bus monitors trained.
(d) The contractor’s assessment of effectiveness, including written test results, and findings/analysis of the measurement tools used to assess the effectiveness of the training.
(3) Course Scheduling. The Principal Representative will notify the DoDEA Regional
Force Protection Officer once training has been scheduled.
C-4. SECURITY TRAINING –MANDATORY TRAINING MATERIAL. The following are the mandatory training topics for the Baseline Security Training.
a. Introduction to Terrorism.
(1) This instruction provides the fundamentals of terrorism and increases situational awareness.
(2) The instruction will include the history of terrorism against U.S. and host nation interests; existence, history and capabilities of trans- and sub-national terrorist groups that currently target U.S. and host nation interests; and the current threat to U.S. and host nation interests.
b. Crimes Against Children. The objective of this instruction is to provide the fundamentals of crime against children.
c. Vehicle Inspection. This training teaches methods and techniques to conduct vehicle inspections. This includes “how to/what to look for,” detect indicators of surreptitious entry, tampering, or the presence of apparent explosive or incendiary devices during pre-run exterior and interior visual vehicle inspection. This includes action taken if an indicator of surreptitious entry, tampering, or a suspicious item or object is detected.
d. Surveillance Detection and Attack Recognition.
(1) Presents fundamental surveillance techniques and how to recognize them, or “what to look for,” and the indicators of an attack that is about to happen or is in its early stage, whether terrorist or criminal.
(2) The objective is to teach bus drivers and bus monitors to recognize the modus operandi and tactics terrorists or criminals would likely use in the surveillance phase of planning an attack on DoDEA Europe student transportation operations and students while en-route or at stops.
e. Incident Reporting. Training will include how to report incidents and generate written reports. This includes identifying and articulating observed, unevaluated details of security incidents, situations, and emergency responses (the who, what, when and where). The DoDEA
Regional/District Force Protection Officer will provide the reporting requirements from the
DoDEA Logistics PWS for bus drivers and bus monitors in the Lakenheath Complex (including
Feltwell), UK.
f. Security Emergency Response. Training will include emergency responses and necessary actions to take during an emergency.
(1) Include a basic introduction to the DoDEA Standard Response Protocol to make bus driver and bus monitors aware of what to expect when arriving at the schools during an actual emergency event (i.e., Lockdown, Lockout, etc.) and what the bus driver and bus monitor must do in such situations.
(2) Roles, responsibilities, and contact procedures of local host nation first responders
(fire-rescue, emergency medical and police).
(3) Include training on when to direct student passengers to take cover inside the bus by assuming protective positions; how and when to evacuate the bus, necessary action to take when intruders and other unauthorized persons attempt to board bus.
(4) Knowledge of route safe haven locations is critical to security emergency response and management.
(a) The contractor shall ensure that during the training of bus drivers and bus monitors, the importance of understanding and knowing the location of bus route safe havens is thoroughly covered.
(b) Explain that a safe haven is defined as a place that will generally afford at least fifteen minutes of cover or protection until first responders arrive. The concept is to seek cover or protection by taking shelter in a public place or facility among other people who are present and so deter the threat of attack.
g. Protection of Information. Presents concept of operations security and why protection of sensitive information is always a paramount responsibility of the bus drivers and bus monitors, both on and off-duty. Explains the scope of the information it covers:
(1) DoDEA Europe’s student transportation program, including routes, runs, schedules, and stops, route sheets, and student passenger lists.
(2) Responsibilities and duties of bus drivers and bus monitors; student personal information and responding to inquiries for information.
ANNEX D: PERFORMANCE REQUIREMENTS SUMMARY
D-1. GENERAL CONDITIONS OF ESTIMATED QUANITIES.
a. DoDEA Europe’s student transportation operations are dynamic and reflect changes in school enrollment as students come and go and changes in the force structure and demographics of U.S. military installations in DoDEA Europe’s area of responsibility. During a given school/contract year, fluctuations within a ± 10 –15 percent range may occur.
b. Following contract award, DoDEA Europe will issue a task order to the contractor for the base period that establishes the number of bus drivers and bus monitors to be trained. If option periods are subsequently exercised, task orders will be issued accordingly. If a requirement is identified for training of additional drivers and bus monitors over and above those stated in the task order, the increase will be implemented through bi-lateral modification of the task order prior to the start of work and in accordance with the contract’s pricing schedule.
D-2. ESTIMATED QUANTITIES – PERSONNEL (BUS DRIVERS & BUS MONITORS).
The table below is a planning estimate of requirements for bus drivers and bus monitors security training by individual student transportation office operations sites based on historical data and known plans of U.S. military commands for future presence in the sectors.

D-3. ESTIMATED QUANTITIES – TRAINING SESSIONS. The primary services to be performed under this contract, supporting the STSSP program are aligned into the following four
(4) categories of services designated by CLIN. Training sessions shall be setup to accommodate applicable security training for approximately 15 personnel per session. Composition of training group (i.e., bus driver to bus monitor ratio) is irrelevant and will be determined through close collaboration between the contractor and student transportation office.
a. Base Year. Session Quantities identified for the base year below are estimates based on requirement for base training before start of school year for all bus drivers and bus monitors in the Lakenheath Complex (including Feltwell) during the first contract award year.
b. Option Years. No option years are sought with this contract, limited to SY 23/24 only.

D-4. CONTRACT DISCREPANCY REPORT. At their discretion, the DoDEA Regional
Force Protection Officer, DoDEA District Transportation Supervisor, and/or DoDEA District
Force Protection Officers may issue a contract discrepancy report to the Primary or Alternate
Contracting Officer Representative for unsatisfactory performance, incomplete, or missing delivery of a service, as observed by DoDEA Europe staff.
a. Process.
(1) Contract discrepancy reports will explain the circumstances and findings concerning the unsatisfactory performance, incomplete or missing service, citing the governing statement of work requirement and/or standard.
(2) Monetary reductions can result from incomplete or missing services deemed unacceptable by U.S. Government officials responsible for inspection and acceptance of services.
Pursuant to Performance Work Statement paragraph 7, if for any cause or reason specified program services are not fully delivered on a designated run, there is no payment for that run in the amount specified according to the contract schedule, terms, and conditions.
(3) On a case-by-case basis, the Contracting Officer may withhold payment for other services found incomplete when delivered or when no delivery takes place. Contract discrepancy reports upheld by the Contracting Officer may affect performance evaluation ratings.
b. DoDEA Reporting Requirements.
(1) DoDEA Europe DoDEA Regional Force Protection Officer, DoDEA District
Transportation Supervisor, and/or DoDEA District Force Protection Officers will submit the contract discrepancy reports through the primary or alternate Contracting Officer Representative within five (5) business days after the event, or five business days from when the discrepancy was discovered.
(2) The Contracting Officer will inform the Contractor of the decision within five (5) business days to include any other action the Contracting Officer may deem required.
c. Contractor Reporting Requirements. The Contractor shall reply within five (5) business days after receipt of the contract discrepancy report, to include a corrective action plan.
