PERFORMANCE WORK STATEMENT
1.0 INTRODUCTION
1.1 Purpose. The purpose of this contract is to obtain the services and expertise necessary for the operation and management of the Science and Technology Academies Reinforcing Basic Aviation and Space Exploration (STARBASE) program at Fort Drum, New York named (STARBASE Fort Drum). The contractor shall provide all services for the management and operation of the STARBASE personnel in accordance with this Performance Work Statement.
1.2 Background. Title 10, U.S.C. section 2913b(c) directs the Secretary of Defense to provide for the establishment of the STARBASE program. The goal of the program is to raise the interest and improve the knowledge and skills of at-risk youth in the areas of mathematics, science and technology by exposing them to the technological environment and positive role models found on military bases and installations. The STARBASE Academy (STARBASE Fort Drum) was established on Fort Drum on (date).
1.3 Starbase Foundation. The STARBASE Fort Drum Contractor is a local nonprofit organization that was created by community leaders to establish and support a STARBASE program in the Fort Drum area. The Department of Defense Assistant Secretary for Manpower and Reserve Affairs approved the Fort Stewart/Fort Drum NYrrison request to establish a STARBASE program on Hunter AAF.
1.4 Cooperative agreement between Commander, US Army Garrison (USAG) Fort Drum, Fort Drum, New York and STARBASE Foundation. DoD STARBASE is responsible for all STARBASE Fort Drum programs and operations. The Contractor will be the trusted advisor to STARBASE Fort Drum and will provide technical support and guidance on STARBASE Fort Drum Matters, Operations and Policies and have an impact on and require direct/indirect participation of STARBASE Fort Drum personnel, participants, and policies.
2.0 Applicable Documents.
Title 10, United States Code, Section 2193b Department of Defense Instruction 1025.7
3.0 Definitions.
3.1 Class. Within the context of the STARBASE academy, a class is a grouping of students.
3.2 Classroom Contact Hour. A period of 60 minutes, plus or minus five (5) minutes, in which a STARBASE academy instructor is actively involved with the students or in which a military member is demonstrating, displaying or teaching students about a military application of math, science or technology.
3.3 Disability. Physical, mental or sensory impairments that render major life activities more difficult.
3.4 DOD STARBASE Program. A DOD STEM education improvement program authorized by DODI 1025.7. The OASD (RA) administers policy and oversight; the DOD Components execute the program at DOD STARBASE Program academies. The DOD STARBASE Program is funded by Congress as a civil military program.
3.5 DOD STARBASE 2.0 Program. A DOD STEM education improvement program authorized by DODI 1025.7. The OASD (RA) administers policy and oversight; the DOD Components expands the STARBASE program into the local community as part of the local community’s after school program focusing on Science, Technology, Engineering and Math (STEM) subjects, and through the use of Mentorship and Club activities.
3.6 Ethnic Groups. Subgroups within a larger cultural or social order that are distinguished from the majority and each other by their national, religious, linguistic, cultural and sometimes racial background. Note: Do not confuse with “Minority Groups”, which has the connotation of being the object of prejudice or discrimination.
3.7 Historic Under-representation in Science, Math and Technology Fields (Disproportionate Representation). Over or under representation of a group in relation of the overall composition of the entity of which it is a part.
3.8 Inner City Location. Central section of a city that is usually older and more densely populated.
3.9 Limited English Proficiency (Limited English Speaking). Individuals who know English as a foreign language but without sufficient proficiency to participate fully in an English-speaking society.
3.10 Non-Profit OrNYnization. A legal entity recognized or chartered by competent state authority and which has been designated as a 501c (3) tax-exempt education organization by the Internal Revenue Service.
3.11 Racial or Ethnic Minority Status. Concept used to describe people who are united or classified together on the basis of genetically transmitted physical similarities deriving from their common descent, and who are also frequently thought to share cultural and social traits.
3.12 Rural Location. The population and territory outside any urbanized area and the urban part of any place with a decennial census population of 2,500 or more.
3.13 Socio-Economic Disadvantaged or Economically Disadvantaged. Used for economically deprived, poor, poverty stricken or disadvantaged individuals or groups who have low status in a particular society for reasons of race, sex, ethnicity, economics, language, geographic location, environment, education, disabilities, etc.
3.14 STARBASE. STARBASE is the name of an educational model that emphasizes student experiential learning and team building while in a military role model environment.
4.0 Performance Objectives. The contractor shall provide all services and supervision, with emphasis on students in grade 5, in accordance with the requirements set forth herein. Services provided shall include program management, educational instruction, required materials and supplies, curriculum development, information management systems, network, internet, copier, cable television service and equipment required to ensure successful accomplishment of the STARBASE program
4.1 STARBASE Participants. The contractor shall, in accordance with local school administrators or other alternative education providers, offer the majority of its assistance to youth at-risk. STARBASE participant may be selected on the basis of the following:
a. Inner city and/or rural location
b. Racial or ethnic minority status
c. Disability
d. Socio-economic disadvantage
e. Limited English proficiency
f. Historic under-representation in science, math and technology fields
g. Low academic performance
4.1.1 Participant Approval. Final approval of STARBASE academy participants shall be made by the STARBASE Fort Drum Program Manager with input from the STARBASE Director.
4.2 Classroom Size and Instruction Time
4.2.1 The contractor shall provide a minimum of 700 hours of classroom contact per year for the STARBASE program. The contractor shall give 25 classroom contact hours of instruction spread over five days and must complete 28 classes of instruction per year.
4.2.2 All STARBASE classroom contact hours shall take place at STARBASE Fort Drum , NY or at an approved location within USAG Fort Drum or within participating school districts. (should add classroom or field trip activities to surrounding Fort Drum facilities)
4.2.3 STARBASE Fort Drum shall offer additional periods of special instruction, one summer session, one-day workshops, and community outreach or teacher training periods to support the Academy. These programs do not count toward the 700 hours minimum per year of classroom contact required during the school year. STARBASE Fort Drum shall offer one summer program with a length of one week specifically for Fort Drum military Families.
4.2.4 STARBASE class size may range from 20 to 35 students.
4.3 STARBASE 2.0 (do we want this in the PWS?)
4.3.1. Expand into local community after school programs to provide a focused on Science, Technology, Engineering and Math (STEM) subjects to junior high students (grades 6-8). STARBASE 2.0 activities shall be in compliance with all DoD STARBASE 2.0 guidelines.
4.3.2 Junior high participants may be selected in accordance with local school administrators and sites based on the feeder pattern of the school district with elementary participants of STARBASE Fort Drum.
4.3.3 Provide mentors on a 5:1 ratio for the activity chosen. This activity is chosen by the STARBASE Program Instructor and coordinated with the COR.
4.3.4 Each STARBASE 2.0 activity shall average of 4-8 hours per month; for a minimum of one session per school year. It may be expanded to a period of 6–10 weeks; topics of sessions may cover any STEM subject.
4.4 Topic of Instruction and Curriculum
4.4.1 The contractor shall provide instruction which includes the following subject areas:
a. Math – which may include courses on logic, graphics, computer science and navigation
b. Sciences or Social Sciences
c. Technology – as the application of math and science
4.4.2 The contractor’s STARBASE core curriculum shall include the following mandatory areas of classroom contact instruction:
1. Teamwork. At the end of the instruction period, the student will be able to:
a. Understand the meaning and importance of teamwork.
b. Recognize the role of teamwork in problem solving.
c. Demonstrate self-confidence and self-esteem through the use of teamwork.
d. Demonstrate good communications skills through participation in a teamwork activity.
e. Read text that illustrates the use of teamwork.
2. Goal Setting. At the end of the instruction period, the student will be able to:
a. Understand the importance of goal setting.
b. Understand how to achieve goals.
c. Explain the meaning of “dreams + action = reality.”
d. Identify one or more personal dreams or goals.
e. Identify at least two steps necessary to achieve personal dreams or goals.
f. Demonstrate self-confidence and positive self-esteem by sharing goals with others.
g. Recognize the role positive action plays in “dreams + action = reality.”
h. Demonstrate respect for the importance of others’ dreams and goals.
i. Read articles on successful people and determine the essential message.
3. Laws of Motion. At the end of the instruction period, the student will be able to:
a. Define the term gravity.
b. Identify three contributions Sir Isaac Newton made to the scientific community.
c. Understand the Three Laws of Motion.
d. Understand force in relationship to the Laws of Motion.
e. Demonstrate the Three Laws of Motion through participation in the Eggbert experiment.
f. Understand the concept of G forces.
g. Understand the meaning of inertia.
h. Clarify understanding of the Three Laws of Motion by rereading, self-correction, summarizing, checking other sources, and class or group discussion.
4. Four Forces of Flight. At the end of the instruction period, the student will be able to:
a. Understand Bernoulli’s Principle as it applies in relationship to flight.
b. Understand how lift is created on an airfoil.
c. Identify the four forces of flight.
d. Understand the four forces of flight in relationship to an airplane.
e. Identify and read text pertaining to individuals who have made significant contributions to aviation.
5. Model Rocketry. At the end of the instruction period, the student will be able to:
a. Understand the relationship between model rocketry and the forces of flight.
b. Understand the relationship between model rocketry and Newton’s Laws of Motion.
c. Construct a model rocket using sequential steps.
d. Define aerospace terms associated with rocketry.
e. Read and understand safety rules associated with the handling and launching of model rockets.
f. Read and organize information for the purpose of constructing and launching a model rocket.
6. Airplane Components. At the end of the instruction period, the student will be able to:
a. Identify the basic components of the airplane.
b. Describe the functions of basic airplane control surfaces.
c. Select from a variety of simple strategies, including phonics, word structure, context clues, and visual cues to identify words and construct meaning.
d. Use simple strategies to determine meaning and increase vocabulary for reading.
7. Fluids and Air. At the end of the instruction period, the student will be able to:
a. Identify the three primary properties of air.
b. Understand the size and delicacy of the earth’s atmosphere.
c. Understand the relationship between fluid, speed, and pressure (Bernoulli’s Principle).
d. Recognize the similarities between air and other fluids.
e. Calculate the number of square inches in a person’s hand using mathematical estimation.
f. Calculate the total amount of air pressure (in pounds) upon a person’s hand.
g. Use simple strategies to determine meaning and increase vocabulary for reading including the use of prefixes, suffixes, root words, and multiple meanings.
8. Flight Simulation. At the end of the instruction period, the student will be able to:
a. Demonstrate an understanding of basic airplane performanc through the successful completion of an airplane flight using a computer flight simulation program.
b. Identify the primary flight instruments and understand their function.
c. Demonstrate teamwork skills in reading and following a specific set of instructions.
d. Use mathematical skills to determine heading and altitudes.
e. Interpret information presented by aircraft instruments.
9. Space Exploration. At the end of the instruction period, the student will be able to:
a. Translate messages and/or create images using letters and numbers on a rectangular coordinate grid.
b. Identify the three main components of the Space Transportation System.
c. Name orbiters currently in use.
d. Identify the primary launch and landing sites for the orbiter.
e. Understand how the Space Shuttle works.
f. Understand the role of the Space Shuttle in the advancement of technology and protection of our planet, as well as in space exploration.
g. Read and organize information about space exploration for the purpose of class discussion.
4.4.3 The contractor’s STARBASE curriculum shall also include instruction in the following areas:
a. Development, Innovation and Use of Technology
b. Properties and States of Matter
c. Avoiding Substance Abuse
4.4.4 Instruction may incorporate other related components such as the biological and environmental sciences, the physiological effects of drug use on living organisms and enhanced personal achievement within the context of the approved math and science curriculum.
4.5 Personnel. The contractor shall employ personnel for the operation of the STARBASE Academy in the positions listed below. Persons assigned to each position shall meet or exceed the qualification specifications for that position. As a condition of employment, personnel must meet the security and background checks required for working with school age children as set forth in this contract. When students are on-site, at least two STARBASE staff members must be present at all times.
4.5.1 Director. The Director shall develop, organize and manage the day-to-day operations of the STARBASE academy. The individual shall be responsible for liaison with military, community and business leaders; community relations; personnel; curriculum design; budget submission and execution; staff development; and all other activities of the academy.
4.5.1.1 The Director shall meet the following qualification criteria:
a. Master degree or equivalent level of work/educational experience
b. Background in STEM
c. Management experience
d. Experience with developing and implementing new programs and initiatives
4.5.1.2 The Director shall possess the following knowledge, skills and abilities:
a. Knowledge of computer/computer experience
b. Knowledge of strategic planning business plan development and budgeting
c. Knowledge of program evaluation methods and development of outcome measures d. Knowledge of marketing strategies
e. Excellent communication skills f. Grant writing skills
g. Ability to work with children in grade 5
h. Ability to organize and work as a team
i. Ability to work with public officials, military leaders, influential citizens and corporate leaders
j. Ability to travel
4.5.1.3 Responsibilities of the Director shall include:
a. Overall management of the STARBASE Fort Drum, NY program , and designated satellite facilities
b. Assist in providing instruction in all areas of STARBASE curriculum for teachers and students
c. Develop Standard Operating Procedures for the STARBASE program and Memorandum of Understanding among agencies
d. Coordinate, supervise and administer program development; marketing plan; hiring of staff; business plan and budget; procurement; and implementation of the STARBASE program
e. Represent the program at all conferences
f. Serve as liaison to STARBASE Fort Drum staff sections regarding program issues
g. Implement program guidelines, policies and procedures according to the DoDI or
OASD/RA
h. Plan fund-raising efforts to support the program when developing new curriculum, the director will follow the SOA, guidance of the curriculum committee and OASD/RA rules
i. Develop strategic plan, business plan, staff development plan and marketing plan j. Establish and coordinate the activities of the STARBASE Advisory Committee
k. Develop and coordinate partnerships with businesses and government agencies l. Formulate and update program goals, objectives and strategies as necessary
m. Submit monthly reports to the Fort Drum Garrison Commander, Fort Drum Deputy Garrison Commander and STARBASE COR containing, at a minimum, the following:
1. Number of students Year to date
2. Number of classes conducted
3. Total program expenditures
4. Report of Learning outcomes assessed
4.5.2 Deputy Director/Program Instructor. The primary duty of the Deputy Director/Program Instructor shall be to organize and manage classrooms; provide classroom instruction; maintain records and files; and organize, manage and prepare classes in all areas of the STARBASE curriculum for teachers and students. The individual shall also be responsible for assisting the Director with the operations, management, development and implementation of the STARBASE academy.
4.5.2.1 The Deputy Director/Program Instructor shall meet the following qualification criteria:
a. Bachelor degree or higher in education, counseling or psychology b. Have or be able to obtain a state teaching certificate
c. Experience with developing and implementing new programs and initiatives d. Experience in teaching elementary school level science and mathematics
4.5.2.2 The Deputy Director/Program Instructor shall possess the following knowledge, skills and abilities:
a. Knowledge of grant writing skills
b. Knowledge of computers/computer experience
c. Knowledge of program evaluation methods and development of outcome measures d. Ability to work with children in grade 5
e. Ability to work as a team member f. Ability to travel
g. Excellent communications skills
4.5.2.3 Responsibilities of the Deputy Director/Program Instructor shall include:
a. Provide instruction in all areas of STARBASE curriculum for teachers and students b. Maintain student workbooks
c. Assist in developing additional curriculum modules
d. Identify and maintain required classroom and instructional resources e. Conduct and evaluate all pre-tests/post-tests
f. Assist in program marketing
g. Assist and support the STARBASE Director
h. Collect pertinent data necessary to evaluate program effectiveness i. Identify and apply program assessments tools
j. Participate in fund-raising efforts
k. Identify and report maintenance and repair of STARBASE facilities
4.5.3 Program Instructor. The Program Instructor shall assist the Deputy Director/Program Instructor with all aspects of their duties. They shall be able to organize and manage classrooms; provide classroom instruction; maintain records and files; and organize, manage and prepare classes in all areas of the STARBASE curriculum for teachers and students. They shall also be responsible for assisting the Director with the operations, management, development and implementation of the STARBASE academy.
4.5.3.1 The Program Instructor shall meet the following qualification criteria:
a. Bachelor degree or higher in education, counseling or psychology b. Have or be able to obtain a state teaching certificate

4.5.3.3 Responsibilities of the Program Instructor shall be to assist the Deputy Director/Program Instructor with the following:
a. Provide instruction in all areas of STARBASE curriculum for teachers and students b. Maintain student workbooks
c. Assist in developing additional curriculum modules IAW DoD instruction d. Identify and maintain required classroom and instructional resources
e. Conduct and evaluate all pre-tests/post-tests f. Assist in program marketing
g. Assist and support the STARBASE Director
h. Collect pertinent data necessary to evaluate program effectiveness i. Identify and apply program assessments tools
j. Participate in fund-raising efforts
k. Identify and report maintenance and repair of STARBASE facilities
4.5.4 Office Manager. The Office Manager shall assist the STARBASE academy staff with maintaining records, correspondence and files; preparing classroom materials and activities; and assisting instructors in class activities as needed.
4.5.4.1 The Office Manager shall meet the following qualification criteria:
a. High school graduate or equivalent
4.5.4.2 The Office Manager shall possess the following knowledge, skills and abilities:
b. Knowledge of military policies, procedures and protocol
c. Knowledge and experience in computers and computer networking
d. Knowledge of military correspondence and administrative procedures
e. Knowledge of Microsoft Office Programs (Word, Power Point, Access, Excel)
f. Knowledge of Director’s duties, priorities and commitments g. Excellent written communication skills
h. Ability to work with children in grade 5 i. Ability to work as a team member
4.5.4.3 Responsibilities of the Office Manager shall include the following:
a. Maintain computer hardware, software and networks b. Assist in developing marketing materials
c. Order supplies and materials
d. Receive, review and distribute all incoming correspondence e. Prepare outgoing correspondence
f. Assist Director and Curriculum and Instruction Specialists as needed
g. Prepare presentation materials and calendar of events
h. Schedule staff meetings and assist in preparation of agenda i. Maintain records, files and databases
j. Maintain budget and accounting records k. Conduct monthly budget reconciliation
l. Coordinate and provide point of contacts for STARBASE FORT DRUM Comptroller
4.5.5 Background Check Requirement. At no cost to the Government, the contractor shall obtain and provide proof of no negative results for the following background checks for all contractor personnel involved in the operation of the STARBASE program. The COR will maintain the contractor’s statement of proof for each employee in the COR notebook.
a. Agency Check with Inquiries (C-NACI) and State Criminal History Report (SCHR).
b. Installation Records Check (IRC) as follows;

Note: Foreign Nationals/Host Nation Foreign National Employees requires host nation (city, state, and national) checks, FBI fingerprints (in the US for more than a year, C-NACI and SAC plus b and c above.
4.5.6 Reporting Child Abuse. The contractor shall comply with the requirements and follow guidelines set in the “STANDING OPERATING PROCEDURE FOR STARBASE FORT DRUM, DOD STEM EDUCATION PROGRAM FORT DRUM PREVENTION, IDENTIFICATION, AND REPORTING OF CHILD ABUSE AND NEGLECT” Enclosure A. It will be the responsibility of the Contractor to ensure all STARBASE personnel are properly trained and meet the requirements. The contractor will ensure staff members understand the procedures for reporting child abuse and the requirement to contact the Fort Drum Social Work Services Office located in the (building number and POC phone number)
5.0 Government Furnished Facilities, Equipment and Items: The government will provide the contractor the building facilities, equipment and items specified below, in a ready for use condition, for use in the performance of this contract. The contractor shall be responsible and accountable for all Government property pertaining to this contract. The contractor will create a database, maintain and conduct an annual inventory of all GFE material. A copy of the database and results of the inventory will be provided to the Starbase COR.
5.1 Government Furnished Facilities. The Government will provide to the contractor the building identified as Building 1029 located at STARBASE Fort Drum, , NY. Title to the facilities shall remain with the Government. The Government will maintain the facility and perform repairs in accordance with sound industrial practices. The Government will maintain the grounds surrounding this building. The contractor shall not permit the use of the facility by others. The contractor shall not construct or install, at its own expense, any fixed improvement or structural alteration, without advance approval by the Contracting Officer. The contractor shall contact the Contracting Officer if unanticipated repairs or maintenance services are required. The contractor shall take all reasonable steps to protect the facilities from damage and shall contact the Contracting Officer immediately if damage is sustained. The Government will provide and maintain all utilities to include electricity, water, sewage, and trash collection. All other services required will be at the contractor’s expense.
5.2 Maintenance of Government Owned Facilities. The Government will be responsible for coordination of building maintenance. Outside maintenance will include preventative maintenance for Class II property, such as HVAC systems, emergency generators and fire protection systems. The Government will provide exterior repair and maintenance to facilities for painting, roofing, roof ventilators, exterior doors and windows, gutters, down spouts and other such requirements that assure weather tightness or basic structural integrity. The government will be responsible for maintenance and improvements to the interior of the building. All interior modifications must receive approval by the Contracting Officer prior to implementation and shall meet all local fire prevention, OSHA and ADA standards.
5.3 Government Furnished Items. The Government will furnish to the contractor the furniture, appliances and equipment. The contractor shall be responsible for the replacement or repair of Government items damaged or lost due to negligence of the contractor. The Government will be responsible for replacement of equipment rendered inoperable due to normal wear and tear. All material will be tracked on the GFE list and uploaded to the COR website. (should it be specified that the items will be purchased from $ provided by OSD)
6.0 Staff Travel. If required, the Contractor shall be responsible for all costs for travel.
7.0 Permits. The contractor shall, without additional expense to the Government, obtain all appointments, licenses and permits required for performance of the services required under this contract. The contractor shall comply with all applicable federal, state and local laws. Evidence of such permits and licenses shall be provided to the Contracting Officer before commencement of work and at other times as requested by the Contracting Officer.
