Performance Work Statement (PWS) DATA CENTER SUPPORT and OPTIMIZATION
Blanket Purchase Agreement (BPA)
1 INTRODUCTION:
Federal agencies have been optimizing and modernizing data centers, to further build IT infrastructures in compliance with the Federal Information Technology Acquisition Reform Act (FITARA), the Data Center Optimization Initiative (DCOI), and the Federal Cloud Computing Strategy (“Cloud Smart”) through the Data Center and Cloud Optimization Initiative (DCCOI) Program Management Office.
The Department of Labor’s mission is to achieve operational efficiencies in IT by supporting emerging technology in an extensible and cost-effective manner. DOL begins with a base of shared services built on a shared infrastructure. These shared services and infrastructure must be supported in an efficient and customer focused manner. In order to achieve these objectives, a requirement exists to shift IT investments to more efficient computing platforms and technologies, and to provide Technology Management Services and Solutions with the latest technologies available. This includes revising data center strategies and framework to eliminate inefficient infrastructure and optimize existing facilities to achieve cost savings and in order to transition to more efficient infrastructure platforms for cloud services and inter-agency shared services.
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform Data Center Support and Optimizations as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
1.1 BACKGROUND:
The Office of Management and Budget's (OMB) Data Center Optimization Initiative (DCOI) provides a framework to help agencies meet Government-wide data center consolidation and optimization requirements. It outlines four major optimization metrics in which agencies are expected to show continuous improvement.
