PERFORMANCE WORK STATEMENT
Independent Scientific Peer Review of TM 8540-2024-13 Corrosion Mitigation for Buried Metallic Water Pipe
1. INTRODUCTION
The Bureau of Reclamation is a water management agency with 490 dams and thousands of miles of canals and primarily transmission pipelines in the 17 western states. Reclamation operates and maintains much of this infrastructure, including corrosion control and prevention, the subject of the document at the center of this contract.
The draft “Technical Memorandum 8540-2024-13 Corrosion Mitigation for Buried Metallic Water Pipe” (TM 2024) provides minimum requirements for corrosion protection of buried metallic pipe and concrete pipe with metallic components on Reclamation water infrastructure projects. Reclamation employs various corrosion prevention measures to maintain the integrity of its buried metallic pipeline infrastructure and extend its useful life. Since 2004, Reclamation has used Technical Memorandum Number (No.) 8140-CC-2004-1: Corrosion Considerations for Buried Metallic Water Pipe to define minimum requirements for corrosion protection of its buried metallic pipelines, which will be superseded by TM 2024.
TM 2024 details Reclamation’s transition from a soil resistivity-based methodology to an approach that analyzes multiple environmental factors and multiple design factors in a risk-informed approach. This analysis can inform selection of an appropriate combination of corrosion mitigation techniques such as pipe material selection, corrosion monitoring, protective coatings, and cathodic protection.
The requirements outlined in TM 2024 are subject by law (Public Law 113-76 Section 203, subsection c) to independent scientific review by appropriate experts not employed or selected by the Bureau of Reclamation. Obtaining Subject Matter Experts (SMEs) for this independent, third-party review is the purpose of this contract.
2. SCOPE
| 2.1. Reclamation requires a Contractor to conduct an independent scientific review of the draft Technical Memorandum 8540-2024-13 Corrosion Mitigation for Buried Metallic Water Pipe (TM 2024). The Contractor shall provide a Subject Matter Expert (SME) in the field of corrosion engineering and mitigation who meets the qualifications listed under Section 4. | Comment by Parrill, Gene T: Referencing a single contractor | Comment by Parrill, Gene T: Referencing a single contractor and eluding to one source managing everything. |
| 2.2. Up to three (3) contract awards will be made under this solicitation. Each offeror will be eligible for one award only, although offerors may submit offers for more than one proposed SME. For this solicitation, the Contractor and the SME may or may not be a single entity, e.g., a Contractor offering themselves as the SME or a company acting as the Contractor and offering an employee as the SME. Selections will be made in accordance with the Office of Management and Budget document Final Information Quality Bulletin for Peer Review, which includes: | Comment by Torrey, Jessica D: @Parrill, Gene T Is this OK to add as clarification? |
· Peer reviewers shall be selected based on expertise, experience and skills, including specialists from multiple disciplines, as necessary. The group of reviewers shall be sufficiently broad and diverse to fairly represent the relevant scientific and technical perspectives and fields of knowledge. Comment by Jermyn, Matthew T: This may be a good place to put in a requirement that all 3 SMEs can’t be from the same employer (if we are in fact requiring that).
· The selection of participants in a peer review is based on expertise, with due consideration of independence and conflict of interest
3. TASKS
3.1. Task A. Kickoff Meeting. The Contractor shall schedule and participate in a virtual kickoff meeting with the SME and Reclamation contacts (to be announced post-award) within seven (7) calendar days after award to reiterate the scope and deliverables of this contract and to review Government-furnished materials, including the draft TM that is the subject of this requirement.
3.2. Task B. Independent Scientific Review: The SME shall review TM 2024 against current state of the practice in corrosion prevention and control.
· The SME shall be tasked with a general review of the technical merit of the document and delivering comments and recommendations in a matrix and narrative format.
