About this file
This Performance Work Statement (PWS) describes the removal and disposal of one Quintus ABB QFC 1.6 x 4-1400 fluid cell press located in Building 140 at Robins Air Force Base, Georgia. The contractor must provide all tools, parts, materials, equipment, labor, and transportation necessary to decommission, dismantle, rig, relocate, and dispose of the equipment. The fluid cell assembly comprises four major components totaling 337,000 pounds: Upper Filler Piece (64,000 lbs), Pressure Plate (32,000 lbs), Lower Filler Piece (86,000 lbs), Unwound Main Cylinder (148,000 lbs), and Plating attached to Lower Filler (7,000 lbs). The components are currently positioned inside the main cylinder within a pit approximately 34 inches deep.
The contractor must submit a Draft Technical Removal Plan to the Contracting Officer and Government Representative within 14 calendar days after contract award, detailing specific rigging, lifting, transportation equipment, cutting methods, and a comprehensive project schedule with exact start and estimated completion dates. The Government has five business days to review and approve or request revisions; if revisions are required, the contractor has five calendar days to submit the Final Technical Removal Plan. No physical work may commence until written approval is received. During removal operations, the contractor must use the access door immediately west of the fluid cell location (19 feet wide by 17 feet high) and ensure floor loading does not exceed 350 PSI. The contractor may choose between Option A (on-base cutting at a government-provided laydown area with daily hot work permits and fire safety provisions, retaining all scrap value) or Option B (direct off-base transport of intact components). Upon completion, the contractor must clean and restore Building 140 and the on-base cutting site (if utilized) to pre-project conditions, free of debris, grease, and industrial waste.

PERFORMANCE WORK STATEMENT (PWS)
REMOVAL OF OLD FLUID CELL B140
14 OCTOBER 2026
1.0 DESCRIPTION OF SERVICES. The Contractor shall provide to the Maintenance Support Group (MXSG) all the tools, parts, materials, equipment, labor, and transportation necessary to decommission, remove, and dispose of one (1) Quintus ABB QFC 1.6 x 4-1400 fluid cell press.
The equipment is located in building 140 at Robins Air Force Base (AFB), Georgia.
Decommissioning services shall include dismantling, rigging, relocating the components to a designated on-base cutting site, reduction of major components to recyclable sizes, and hauling all resulting scrap and debris off Robins AFB.
1.1 The fluid cell assembly has been reduced to four (4) major components with estimated weights as detailed in the table below:
Component Weight
Upper Filler Piece 64,000 LBS Pressure Plate 32,000 LBS Lower Filler Piece 86,000 LBS Unwound Main Cylinder 148,000 LBS Plating attached to Lower Filler 7,000 LBS
Total Weight 337,000 LBS
1.2 Equipment Configuration and Location. The two (2) filler pieces, pressure plate, and the plating attached to the lower filler are currently positioned inside the main cylinder. The entire main cylinder assembly is situated within a pit approximately 34 inches in depth.
1.3 Technical Removal Plan. Within fourteen (14) calendar days after contract award, the Contractor shall submit a Draft Technical Removal Plan to the Contracting Officer (CO) and the Government Representative for review. The plan shall detail the specific rigging, lifting, and transportation equipment to be utilized; cutting methods; and a comprehensive project schedule (including the exact start and estimated completion dates). The Government will have five (5) business days from receipt of the Draft Technical Review Plan to review, provide comments, and either approve or request revisions. If revisions are required, the Contractor shall incorporate the Government’s comments and submit the Final Technical Removal Plan within five (5) calendar days of receiving those comments. The Contractor shall not mobilized equipment or initiate any physical decommissioning, rigging, or removal work on-base until the Final Technical Removal Plan has received written approval from the Contracting Officer (CO). (CDRL A001, DI- MGMT-81117 NOT 1, Technical Removal Plan)
1.4 Rigging and Removal Operations. The Contractor shall extract the components, either independently or as a unified assembly, from the pit and transport them out of building 140.
• Egress Route: The Contractor shall utilize the access door located immediately west of the fluid cell location for all equipment ingress/egress and component removal. The access door dimensions are 19 feet (horizontal width) by 17 feet (vertical height).
• Floor Load Restrictions: The Contractor shall ensure that floor loading does not exceed 350 pounds per square inch (PSI) on any portion of the concrete floor during rigging and relocation operations inside building 140. To comply with this limit, the Contractor shall utilize equipment with compliant natural floor-bearing characteristics, lay down temporary steel plating to distribute the weight, or employ other approved engineering methods.
1.5 Cutting, Transport, and Scrap Disposal. Following extraction from building 140, the Contractor may choose one of the following two options for cutting and disposal:
• Option A (On-Base Cutting): The Contractor may transport the components to a pre-determined government-provided laydown area on Robins AFB to perform size reduction
• Option B (Direct Off-Base Transport): The Contractor may transport the intact components directly off-base
1.5.1 If Option A is selected, the Contractor shall comply with the following mandates:
1. Hot Work Permitting: The Contractor shall coordinate daily with the Government Representative to secure a hot work permit (DAF Form 592). The Contractor is strictly prohibited from performing any cutting or hot work without daily approval from the Government Representative.
2. Fire Safety: The Contractor shall provide and maintain fully operational fire extinguishers at the cutting site. Fire extinguishers must be immediately accessible at all times while hot work is active.
3. Property & Scrap Retention: The Contractor shall retain all scrap value resulting from the recycled fluid cell components.
1.6 Work Site Restoration and Clean Up. Immediately upon completion of removal and cutting activities, the Contractor shall clean and restore the building 140 work area and the on-base cutting site (if utilized) to their pre-project conditions, free of debris, grease, and industrial waste.
