PWS

PERFORMANCE WORK STATEMENT

FOR

U. S. MARINE CORPS TRAINING & EDUCATION COMMAND (TECOM)

RANGE AND TRAINING AREA MANAGEMENT (RTAM) SUPPORT

1. BACKGROUND

Combat readiness is of the utmost importance to the Marine Corps. RTAM is responsible for the development and implementation of institutional programs to sustain, upgrade, and modernize Marine Corps training ranges that support the achievement and maintenance of combat readiness. RTAM is the resource sponsor for institutional range programs. RTAM provides for Range and Training Area (RTA) management through a myriad of functions/programs such as range safety, range maintenance/sustainment, range control management/instruction, and financial support. Tasked with those responsibilities, RTAM executes requirements as derived from numerous Marine Corps Orders and directives that delineate the responsibilities and requirements for range safety and operations.

2. SCOPE

The scope of this effort is to provide key expertise for the Marine Corps Range program which includes, aviation range safety, ground range safety, laser range safety, range certification, Range Facility Management Support System (RFMSS), administrative support, range safety training, Range Managers Tool Kit (RMTK), GIS (Geographic Information Systems) data maintenance and development services, Range Operations Professional Development (ROPD) curriculum development support services, range training systems, and installation range operations support that have multi-service experience with class instruction, range integration, range certification, and airspace/Federal Airspace Administration (FAA) workflows.

These services will provide the required expertise and support for the modernization, upgrading, transformation, safety, and sustainment of USMC Operational Training Ranges.

The primary place of performance shall be at the Contractors off base facility and the off installation office spaces will be available at the time of award. It is anticipated to have mutiple daily meetings for individual requirements biweekly at the contractor off installation office spaces as well as on-site progress meetings with TECOM Government personnel on MCB Quantico, VA as well.The Government will provide user accounts and connectivity to the MCEN. The majority of the work shall be performed on normal Government workdays, legal holidays excluded, between the hours of 0700 and 1630.

3. DIRECTIVE TYPE DOCUMENTS

Applicable Marine Corps Orders and Directive documents associated with the operation and management of RTAM Programs

MCO 3570.1C, Range Safety MCO 3550.9A, Marine Corps Range Certification and Recertification program MCO 3550.12A, Operational Range Clearance MCO 3550.10, Policies and Procedures for Range and Training Area (RTA) Management MIL-HDBK 828C, Range laser Safety WDZ specification volumes I-VI MCO 11000.25A Installation Geospatial Information and Services Safety Of Use Memorandums (SOUM)

4. OBJECTIVES

This effort is to provide support to TECOM RTAM in the areas aviation range safety, ground range safety, laser range safety, range certification, RFMSS, administrative, training, RMTK, GIS, ROPD, Range Training Systems Support, and RTAM/Installation Range Operations Support.

5. KEY PERSONNEL

Support shall be available to work on the first day of the period of performance of the resultant contract.

If it becomes necessary to replace support over the course of the contract, replacement personnel shall possess equivalent or better skills and level of experience. Replacement support must be evaluated via written resume by the COR and approved by the Procurement Contracting Officer (PCO) before replacement support can begin work. Contractor is required to notify in writing to the PCO of any desired change of support within 72 hours of the initial Contractor desired change. The Government will provide their determination within 5 working days. A minimum of 30 days shall be allotted for transfer of knowledge from one person to that person's replacement without cost to the Government.

6. TASKS

6.1 AVIATION RANGE SAFETY SUPPORT. The Contractor shall provide management and operational support of Marine Corps ranges with knowledgeable personnel to provide the expertise and capability necessary to analyze, execute and better implement and provide an efficient, effective training program addressing aviation operations, for current and future capabilities, not limited to specific disciplines in the following:

6.1.1 The contractor shall provide technical knowledge of USMC Aviation Range Safety IAW MCO 3570.1D to ensure the deconfliction of aviation range training and other activities occurring on a range or ranges within the USMC.

6.1.2 The contractor shall provide technical knowledge and expertise of multi-service air to ground weapons and delivery characteristics.

6.1.3 The contractor shall provide technical knowledge and expertise concerning the RMTK Weapon Danger Zone (WDZ) Tool IAW MCO 3570.1D to ensure that the relationship between the RMTK, danger zones, and range certification are understood and can be depicted within the USMC range safety program.

6.1.4 The contractor shall provide technical knowledge and expertise of USMC range safety policy and how that policy relates to DoD policy concerning air to ground munitions.

6.1.5 The contractor shall provide subject matter expertise to support review and analysis of RTAM aviation training and special use air space projects for compliance with MCO 3550.10 and make recommendations to ensure and advise on RTAM and Installation Range Management plans, programmatic and training implementation, development and management of current and future operational aviation range policies and programs are IAW MCO 3550.10.

6.1.6 The contractor shall provide knowledge and expertise concerning location and size of training related danger zones (i.e. surface danger zones, weapon danger zones, explosive danger zones, laser surface danger zones, and noise areas) and how danger zones relate to the context of other installation features (boundaries, areas of critical concern etc).

6.1.7 The contractor shall provide subject matter expertise in the development and implementation of aviation range safety air to ground operational training range policies and programs and for the planning and execution of aviation training on operational ranges.

6.1.8 The contractor shall provide expertise in the planning and execution of aviation range safety as it pertains to aviation range certification IAW MCO 3550.9A.

6.1.9 The contractor shall develop updated aviation range safety guidance and provide SOUM draft

IAW MCO 3570.1D.

6.1.10 The contractor shall prepare a report and assist the COR with tier 1 and 2 help desk support for the RMTK suite of tools. Tier 1 support is defined as the initial support level responsible for basic customer issues. It is synonymous with first-line support, level 1 support, front-end support, support line 1, and various other headings denoting basic level technical support functions.

Tier 2 support is defined as a more in-depth technical support level than Tier 1 and therefore costs more as the techs are more experienced and knowledgeable on a particular product or service. It is synonymous with level 2 support, support line 2, administrative level support, and various other headings denoting advanced technical troubleshooting and analysis methods.

6.2 GROUND RANGE SAFETY SUPPORT. The Contractor shall provide management and expertise and capability necessary to analyze, execute and better implement and provide an efficient, effective training program addressing ground operations, for current and future capabilities, not limited to specific disciplines in the following:

6.2.1 The contractor shall provide technical knowledge of USMC Ground Range Safety IAW MCO 3570.1D to ensure the deconfliction of ground range training and other activities occurring on a range or ranges within the USMC.

6.2.2 The contractor shall provide technical knowledge and expertise of multi-service ground to ground weapons and delivery characteristics.

6.2.3 The contractor shall provide technical knowledge and expertise concerning the use of the use of the

RMTK Surface Danger Zone (SDZ) Tool IAW MCO 3570.1D.

6.2.4 The contractor shall provide technical knowledge and expertise of USMC range safety policy and how that policy relates to DoD policy concerning ground to ground munitions.

6.2.5 The contractor shall provide knowledge and support to RTAM and Installation Range

Management for the purposes of providing, advisory, programmatic and training implementation, development and management of current and future operational ground range policies and programs IAW MCO 3550.10 as it pertains to ground range safety.

6.2.6 The contractor shall provide subject matter expertise to support review and analysis of issues concerning location and size of training related danger zones (i.e. surface danger zones, weapon danger zones, explosive danger zones, laser surface danger zones, and noise areas) and how danger zones relate to the context of other installation features (boundaries, areas of critical concern etc).

6.2.7 The contractor shall provide subject matter expertise in the development of range safety ground to ground operational training range policies and programs and in planning and execution of ground range safety as it pertains to ground range certification IAW MCO 3550.9A.

6.2.8 The contractor shall provide subject matter expertise in the planning, development, and execution of ground range safety training on operational ranges.

6.2.9 The contractor shall develop updated ground range safety guidance, SOUMs and draft updates to and IAW MCO 3570.1D.

6.2.10 The contractor shall provide analytical support for range safety and design that extends

OCONUS to enhance international training capability.

6.2.11 The contractor shall provide subject matter expertise with in-depth understanding for the location and size of training related danger zones (i.e. surface danger zones, weapon danger zones, explosive danger zones, laser surface danger zones, and noise areas) in the context of other installation features as crucial to the efficient operation of USMC ranges.

6.3 LASER RANGE SAFETY SUPPORT. The Contractor shall provide management and expertise and capability necessary to analyze, execute and better implement and provide an efficient, effective training program addressing laser operations, for current and future capabilities, not limited to specific disciplines in the following:

6.3.1 The contractor shall review and analyze encroachment, airspace and environmental concerns among USMC RTAs to provide assistance to installations and make recommendations regarding efficient and effective placement of ranges for laser range training, to include considerations such as buffer angle adjustments, Nominal Ocular Hazard Distance options, and Firing Point locations.

6.3.2 The contractor shall integrate and/or deconflict laser danger zones with other danger zone activities (i.e., SDZs, WDZs, Explosives, etc.) within Operational Training Ranges.

6.3.3 The contractor shall provide knowledge and support related to RTAM and Installation Range Management plans for the purpose of planning, advisory, programmatic and training implementation, development and management of current and future operational range policies and programs IAW MCO 3550.10 as it pertains to lasers.

6.3.4 The contractor shall provide subject matter expertise to support the in-depth review and analysis of issues related to and concerning the location and size of training related danger zones (i.e. surface danger zones, weapon danger zones, explosive danger zones, laser surface danger zones, and noise areas) in the context of other installation features as crucial to the efficient operation of USMC ranges and understanding for the location, size, capabilities, and integration of non-lethal weapons in regards to activities on range and training areas.

6.3.5 The contractor shall provide technical knowledge of USMC Laser Range Safety IAW MCO

3570.1D and expertise of multi-service laser use.

6.3.6 The contractor shall provide technical knowledge and expertise in the planning and execution of laser range safety as it pertains to aviation range certification IAW MCO 3550.9A.

6.3.7 The contractor shall provide expertise in laser certifications that support air to ground munitions IAW MCO 3550.9A, and MCO 3570.1D.

6.3.8 The contractor shall provide technical knowledge and expertise concerning the use of the use of the RMTK Laser Range Management Tool (LRMT) Tool IAW MCO 3570.1D.

6.3.9 The contractor shall provide technical knowledge and expertise of USMC range safety policy and how that policy relates to DoD policy concerning laser use.

6.3.10 The contractor shall support the development of range safety laser operational training range policies and programs.

6.3.11 The contractor shall provide subject matter expertise in the development, planning, and execution of laser range safety training on operational ranges.

6.3.12 The contractor shall develop updated laser range safety guidance, SOUMs and draft updates to and IAW MCO 3570.1D.

6.3.13 The contractor shall provide analytical capability for laser range safety and design that extends OCONUS to enhance international training capability.

6.4 RANGE CERTIFICATION SUPPORT. The Contractor shall provide aviation safety, ground safety, laser safety, range certification support. The certification of Marine Corps ranges requires personnel knowledgeable and capable of providing analysis, recommendations and implementation on certification of programs, not limited to specific disciplines for execution of the following:

6.4.1 The contractor shall provide analysis of installation range certifications IAW MCO 3550.9A with emphasis on live fire integration and range operations with GIS support through the

RMTK.

6.4.2 The contractor shall provide the analysis of air to ground, ground to ground weapons deliveries with accompanying laser utilization concerning installation range certification packages design.

6.4.3 The contractor shall provide the technical expertise concerning the implementation of range certification packages in a web enabled environment on the Marine Corps Range and Training Area Management System (MCRTAMS).

6.4.4 The contractor shall provide assistance with aviation, ground, laser, range certification package development IAW MCO 3550.9A.

6.5 RFMSS ADMINISTRATION AND MAINTENANCE. The Contractor shall provide RFMSS support. The effective use, administration and maintenance of RFMSS requires personnel knowledgeable and capable of providing analysis, recommendations and implementation for RFMSS, not limited to specific disciplines for execution of the following:

6.5.1 The contractor shall provide engineering expertise for RFMSS with both an institutional and installation level understanding of operations, maintenance and repair IAW MCO 3550.9A and

MCO 3550.10.

6.5.2 The contractor shall manage and maintain the RFMSS Administration tables: Airspace, Ammunition, Announcements, Conflicts, Equipment, Events, Facilities, Fire Desks, Installation, Unavailable Days, Units, and Users. RFMSS administration set up tables shall be reviewed to update and maintain approved range and training area operations as described in the local installation Range SOP. Maintain and manage a list of RFMSS account requests and associated permissions per installation SOP. Access to RFMSS with the appropriate role based permissions shall be approved by the Government prior to granting permissions.

6.5.2 The contractor shall assign support items entered in the equipment table to the RFMSS fire desk.

6.5.3 The contractor shall review range requests and coordinate with requestors to resolve any scheduling, safety or environmental conflicts.

6.5.4 The contractor shall conduct a new users RFMSS course depicting the process of filling out and submitting a range request on an as needed basis. The RFMSS class shall be conducted in the local Range Control Facility conference room for the sites.

6.5.5 The contractor shall collect and analyze data to support the RFMSS, IRSS and MCRTAMS system improvements and annual range utilization reporting requirements.

6.5.6 The contractor shall submit range utilization reports as required to support the USMC range program.

6.5.7 The contractor shall submit and brief RFMSS system change requests. RFMSS system change requests shall focus on streamlining RFMSS procedures while supporting Range Control Facility day-to-day operations. RFMSS system change requests will be submitted on a quarterly basis.

6.5.8 The contractor will support installation Range Control Facilities connectivity issues by submitting and tracking trouble tickers via the SMB USMC MCNOSC Operations Center.

Support will require maintaining liaison between the Marine Corps Network Operations and Security Center (MCNOSC) and the RFMSS Program Manager Office and submission of Trouble Tickets as appropriate to maintain the RFMSS communication plan.

6.5.9 The contractor shall provide RFMSS Functional Administrator services at MCB Quantico, VA to include the monitoring of the Virtual Private Network connectivity between USMC RFMSS servers and the supporting activities at Fort Belvoir, Fort Huachuca and Fort Carson.

6.5.10 The contractor shall review and update the RFMSS system documentation in the Marine

Corps Certification and Accreditation Support Tool as necessary.

6.6 ADMINISTRATIVE SUPPORT. Provide RTAM with administrative assistance services, to include supporting group efforts and discussions. Administrative support, not limited to includes the following:

6.6.1 The contractor shall draft and edit written correspondence, publications and other documents; distribute correspondence and Naval messages to appropriate branch sections and conduct thorough reviews of the Branch monthly progress report for content accuracy. Support incoming calls and emails as necessary and provide information for referral to the appropriate RTAM section. Provide correspondence support for Range Safety and Design, Range Training Systems, and Range Control and Systems and Support.

6.6.2 The contractor shall support coordination and participate in documenting various planning meetings, conferences and off-site meetings. Support, coordinate, and track actions and responses using the TECOM/RTAM Department of the Navy (DON) Tracker, and the Tasker Management System.

6.6.3 The contractor shall analyze RTAM Range Support operations for the efficiencies in the administrative functions of USMC military ranges IAW MCO 3550.10.

6.6.4 The contractor shall provide RTAM Administrative Assistance services to include supporting group efforts and discussions. Draft, edit, and support the preparation of reports, presentations, charts and spreadsheets for RTAM operations through the use of Microsoft (MS) Office products and Adobe product suites for document word processing, spreadsheet and presentation development and data entry services.

6.7 TRAINING SUPPORT. The contractor shall conduct training classes, taught in English utilizing government provided audiovisual equipment and provided facilities to be conducted on DoD installations as determined by the COR.

6.7.1 The contractor shall use USMC formal school code (M02WDZM) to conduct 14 training classes for the WDZ Tool. Training will be for a maximum 16 students. The instruction shall include operation of all features of WDZ and practical exercises.

6.7.2 The contractor shall use USMC formal school code (M02KA7M) to conduct 12 training classes for the Range Safety Course Intermediate. Training will be for a maximum of 32 students.

6.7.3 The contractor shall use USMC formal school code (M02HB3M) to conduct 6 training classes for the GIS for Range Staff. Training will be for a maximum of 16 students.

6.7.4 The contractor shall use USMC service school code (M02DLM) to conduct 6 training classes for the LRMT class with materials provided by the COR. Training will be for a maximum of 16 students.

6.8 RMTK SUPPORT. The Contractor shall provide support, analysis and expertise in the use of all Government provided RMTK tools, clearly defining the relationship of these tools with USMC training operations and how the outputs will use these capabilities to enhance activities within operational training ranges. These tools are the WDZ, LRMT, SDZ, PSDZ, Range Clearance Tool (RCT), On Range Ammunition and Handling Tool (ORAHT), Explosive Training Range Tool (ETR), Range Design Manual (RDM) tool, Foreign Surface Danger Zone (FSDZ) tool, and the Range Certification tool. Support, not limited to includes the following:

6.8.1 The contractor shall provide program support for the RTAM GIS RMTK program that includes GIS data origination, interpretation, design, analysis, and display.

6.8.2 The contractor shall submit an analysis of the role of GIS within the Marine Corps and the integration with RMTK/Range Safety/range design, and the verification and validation of the RMTK tools for co-use with other Services and allies.

6.8.3 The contractor shall design and implement internal functional testing procedures for the RMTK suite of tools.

6.8.4 The contractor shall support the task tracking system that records functional RMTK bugs, issues, and resolutions.

6.8.5 The contractor shall develop courses of action to correct deficiencies as found during the internal testing of the RMTK suite of tools.

6.8.6 The contractor shall consolidate and disseminate RMTK data from the RMTK developer for decision by the Government.

6.8.7 The contractor shall prepare a report and assist the COR with tier 1 and 2 help desk support for the

RMTK suite of tools.

6.8.8 The contractor shall manage the MCRTAMS range clearance module.

6.8.9 The contractor shall provide institutional level coordination for the yearly range clearance program evaluation board IAW MCO 3550.12.

6.8.10 The contractor shall perform initial acceptance testing in all new RMTK versions and provide testing results to the Government.

6.9 GEOGRAPHICAL INFORMATION SERVICES (GIS) SERVICE SUPPORT. The Contractor shall provide GIS support with knowledgeable personnel to provide the expertise and capability to analyze, design, and de-conflict range operations utilizing various Global Positioning Systems (GPS) technology, GIS and ESRI products, resources and information. GIS support not limited to the following:

6.9.1 The contractor shall analyze the GIS using GIS software capability to re-orient, re-align, develop and use GIS-based Range Safety tools within RMTK.

6.9.2 The contractor shall assist the Government with the maintenance and development of the Operational Training Range data layers and with the GEOFidelis geospatial data layers specifications IAW MCO 11000.25.

6.9.3 The contractor shall track, maintain, and update the Environmental Systems Research Institute

(ESRI) GIS licenses for all RMTK tools.

6.9.4 The contractor shall develop reports, presentations, charts and spreadsheets in support of RTAM operations incorporating USMC standards as defined within applicable Marine Corps Orders, preparing briefing materials and maps while utilizing the enhancing capabilities of the ARCGIS programs.

6.9.5 The contractor shall provide development, analysis, program support and training for data collection using GPS and/or various other authoritative sources assessing the quality, accuracy, appropriateness, and precision of the data.

6.9.6 The Contractor shall analyze, design, and deconflict range operations utilizing Global Positioning

Systems (GPS) technology, GIS and ESRI products.

6.10 RANGE OPERATIONS PROFESSIONAL DEVELOPMENT (ROPD) PROGRAM

SUPPORT AND SYNTHETIC TRAINING ENVIRONMENT BRANCH. The Contractor shall provide Curriculum Development services expertise to support the design and development of range management course material for RTAM and synthetic training environment branch undeveloped training programs. Curriculum Development Specialist (CDS) shall possess a significant background in analyzing, advising, designing, developing, evaluating and providing military education and training services in accordance with Systems Approach to Training and Education (SATE). This activity may encompass analyzing training requirements, coordinating product assessments, conducting front end analyses (FEA), and the design and development of course material in support of the ROPD training programs. Quality control in course development should include courseware version control and safeguarding of course assessments. Support of ROPD not limited to the following:

6.10.1 The contractor shall maintain a formal Deviations from Range Safety Policy course.

6.10.2 The contractor shall employ the Systems Approach to Training Education (SATE) to analyze, design, develop, and evaluate training pertaining to range safety, operations, and management topics and issues and develop detailed performance-based testing scenarios that simulate or represent actual job functions as derived from Front End Analyses.

6.10.3 The contractor shall conduct front-end analyses to develop Training & Readiness (T&R) events that define job performance.

6.10.4 The contractor shall conduct learning analyses to generate knowledge and skills listings and develop learning objectives that translate job performance to the training setting.

6.10.5 The contractor shall develop training materials including lesson plans, media (slides, graphics, photos), storyboards, interactive multimedia instruction, test items, performance scenarios, and course schedules.

6.10.6 The contractor shall develop lesson plans consist of detailed instructor guides that provide all of the instructional content the instructor needs to rehearse and deliver instruction. Slides may include complex animations that simulate the functioning of particular computer-based software.

Storyboards consist of narrative content, descriptions of media and interactions, branching, and instructions for programmers and graphic artists.

6.10.7 The contractor shall research and develop content and format for publications, reference manuals, and pocket guides.

6.10.8 The contractor shall conduct formative and summative evaluation to determine training and implementation effectiveness. Report recommended revisions to training products in a detailed evaluation report.

6.10.9 The contractor shall participate in briefings, conferences, and working groups to make presentations regarding SAT and current work efforts.

6.10.10 The contractor shall analyze and identify gaps in existing ROPD range training curricula and determine new tasks and objectives for inclusion in current curricula.

6.10.11 The contractor shall design and develop multimedia applications, systems and products involving computer graphics and interactive computing such as computer-based systems for personal computers or CD-ROM applications. Incorporates software applications in multiple technology media systems, such as graphics, animation, text and sound for delivery. Multi-media applications may use complex branching to create interactive training and programming of narrative text, audio, graphics, photos, and animations for delivery of a fluid, highly-engaging training program.

6.10.12 The contractor shall design, develop, and deliver graphical user interfaces, illustrations, animations, and other graphics in support of ROPD development specific requirements.

6.10.13 The contractor shall develop and edit media to support training products including graphics, 3D models, animation, digital video, and photographs. Utilizes current graphic design technology and computer software packages to produce and develop high-level graphics and miscellaneous media files for multiple projects.

6.10.14 The contractor shall participate in monthly onsite ROPD reviews and provide a report that depicts the required ROPD course changes.

6.10.15 The contractor shall recommend adjustments to course development or student deliverables as derived from the end of course critiques/comments as provided by the Government.

6.10.16 The contractor shall develop and maintain the following courses:

6.10.16.1 Combined Arms Command and Control Training Upgrade System (CACCTUS)

6.10.16.2 Virtual Battlespace (VBS)

6.10.16.3 Indoor Simulated Marksmanship Trainer (ISMT)

6.10.16.4 Supporting Arms Virtual Trainer (SAVT)

6.10.16.5 Marine Corps Driver Trainer (MCDT)

6.10.16.6 Underwater egress training to be developed together

6.10.16.6.1 Mobile Amphibious Egress Trainer (MAET)

6.10.16.6.2 Submerged Vehicle Egress Trainer (SVET)

6.10.16.6.3 Shallow Water Egress Trainer (SWET)

6.10.16.7 Dry rollover egress training to be developed together

6.10.16.7.1 Highly Mobile Multi-purpose Wheeled Vehicle (HMMWV) Egress Assistance Trainer

6.11 RTAM RANGE TRAINING SYSTEMS SUPPORT. The contractor shall assist the Range Training

6.11.1 The contractor shall gather information to support development of the ground Range

Sustainment Program (GRSP).

6.11.2 The contractor shall gather information to support development of the Range Training Systems Program (RTSP).

6.11.3 The contractor shall provide assistance in technical, analytical, and review of USMC training systems and equipment, planning documents; assessing requirements, solutions, and investment strategies for RTA's to include joint operations, Opposing Forces, and space-based operations and submitting recommended actions to the Range Training Systems and Support section as required.

6.11.4 The contractor shall coordinate with stakeholders (e.g., Marine Corps Operational Test and Evaluation Activity, Office of the Secretary of Defense, Naval Air Systems Command, Naval Sea Systems Command, USMC Installations, Joint Services, and Combatant Commands) to support USMC activities associated with sustaining, upgrading and modernizing USMC range and training areas (RTA's).

6.11.5 The contractor shall draft and support the development of USMC RTA Capabilities and Requirements Documents including: Requirements Memorandum, Capabilities Development Documents with supporting annexes, Capability Requirements Change, and Letters of Clarification.

6.11.6 The contractor shall Conduct GRSP and Range Projects site visits to assist installations in developing and tracking requirements.

6.11.7 The contractor shall conduct liaison visits once per quarter with PMTRASYS to reconcile RTA status of requirements.

6.11.8 The contractor shall coordinate, develop and execute the annual GRSP/RTS prioritization boards by drafting the calling message, collecting/collating responses, drafting the agenda items, developing the draft prioritization list, collecting Fleet Marine Force input and developing the final prioritized list for CG TECOM signature.

6.12 RTAM/Installation Range Operations Support Specialist. The contractor shall research and analyze range and training area operations and maintenance programs and provide recommended improvements to the Government, not limited to the following.

6.12.1 The contractor shall review, analyze and recommend solutions involving National Airspace and

Military Operating Areas, Marine Corps Training requirements and military or civilian interface issues.

6.12.2 The contractor shall establish and build performance evaluation checklists from the infantry and security force T&R manuals and deliver the draft checklists to the Government for approval.

6.12.3 The contractor shall link T&R standards to range SOPs, develop a menu of training events that depict allowed linked training activities on ranges.

6.13 RTAM Service Level Analytical and Documentation Support. The contractor shall analyze service level policy and guidance, review and propose comments to technical documents, provide recommendations, and review of all Marine Corps Special Use Airspace documentation, not limited to the following.

6.13.1 The Contractor shall provide technical analysis and documentation services to support the update process for RTAM sponsored orders and publications that provide service-level guidance for the Marine Corps Range Program.

6.13.2 The Contractor shall update the annual Office of the Secretary of Defense (OSD) Sustainable Ranges Report with changes provided by the COR. Any changes shall identify capabilities and limitations of Marine Corps ranges and provide proposed goals and milestones to achieve improvements in range capabilities that include the management of any type of range encroachment (i.e. land, air space, sea space, spectrum, etc.)in accordance with Ref. SECNAV Manual M-5216.5 Correspondence Manual, Chapter 12, Executive Correspondence.

6.13.3 The Contractor shall review and provide recommendations to ensure the Installation Range Management Plan addresses the introduction of new doctrine, force structure, and equipment and assesses deficiencies in the current inventory of training ranges. Installation Range Management Plans are initiated and reviewed for comments every five years for each Marine Corps installation.

6.13.4 The Contractor shall attend the OSD (P&R) quarterly Sustainable Ranges Working Integrated Process Team (WIPT) either in person or via telephone in order to capture meeting minutes and prepare draft responses to meeting taskers.

6.13.5 The Contractor shall review and propose comments to TECOM technical documents listed below.

The analysis shall provide alternatives for furthering the training doctrines and provide analysis of alternatives for each recommended alternative. The TECOM documents for review are:

Marine Corp Strategic Health Assessment (2 per year), approx. 240 pages TECOM generated Gap Analysis (3 per year), approx. 170 pages TECOM generated program review (4 per year), approx. 20 pages

6.13.6 The Contractor shall attend the annual Range Program Review and the quarterly Mission Capable

Ranges Working Group. The Contractor shall deliver an annual draft “State of the Ranges” report for distribution a week prior to the annual program review. The Contractor shall deliver to the COR the agenda three (3) weeks in advance of the meetings and the Contractor shall deliver to the COR meeting minutes and other documentation as a result of the meetings.

6.13.7 The Contractor shall provide technical analysis and comments to the COR on range safety-related documents published by Department of Defense (DOD) (3-4 documents per year), Federal Aviation Administration (5-6 documents per year), Operation Navy (OPNAV), and USMC (10-12 documents per year), as well as range instructions, documents, and initiatives for impacts to USMC range safety/management policy. The documents listed below illustrate the breadth of the document review requirement:

6.13.8 The Contractor shall provide technical review and provide comments to the COR for Marine Corps installations that have special use air space to ensure that ranges are operating within local agreements. This review will focus on installation interagency Letters of Agreement (LOA), Letters of Procedure (LOP), and Memoranda of Understanding (MOU) (reference OPNAVINST 3770.2). The Contractor shall deliver the technical review of ten to twelve LOAs, LOPs, or MOUs on an annual basis.

6.13.9 The Contractor shall provide comments to the COR on range communication, training systems, and instrumented range requirements to ensure safe range operations. The Contractor shall deliver technical review of ten to twelve range expansion documents (no more than ten pages) on an annual basis.

7.0 INFORMATION TECHNOLOGY (IT) REQUIREMENTS. The Government agrees to provide NGEN seat and MCEN connectivity as needed in support of requirements

It is expected that the contractors IT support of the various RTAM software programs, ESRI and all RMTK extensions, to include the RMTK suite of tools requires computers with system specifications that exceed Government network specifications. The contactor may use the laptop computers in the field and in the office to create GIS based products to use in their analysis and for briefings. Additionally, while in remote areas, the contractor shall be responsible for providing the necessary air cards and the associated internet connectivity to provide products and analysis efficiently.

8.0 PHYSICAL AND INFORMATION SECURITY.

8.1 CLEARANCE: Privacy and Security Non-Disclosure Statements shall be required for all employees working on this contract. The contractor facility and all personnel working on this contract shall possess a Secret Security Clearance or an Interim Secret Clearance.

8.2 INSTALLATION AND FACILITIES: There are no special requirements for Installation or facility access.

8.3 TRAVEL REQUIREMENTS: Travel in the performance of this effort shall be requested in writing to the COR within twenty (20) business days prior to performance and must be approved by the COR prior to the performance of said travel. Travel shall be performed in accordance with the Joint Travel Regulations (JTR). Also, Contractor shall provide receipts to the COR for single items that total $75.00 or more when submitting invoices (i.e. air fare, car rental, parking etc.). Unauthorized travel or travel not coordinated with the COR shall not be reimbursed. Finally, the Contractor shall notify the Contracting Officer and COR when 75% of obligated travel funds has been reached.

10. Transition-In and Transition-Out Plan. The Contractor shall provide the services necessary to ensure a successful transition of services for the same or similar requirement. Throughout the transition -in period & transition-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the transition-in/transition-out periods. The contractor shall follow the transition plan submitted and approved by the Government and shall keep the Government fully informed of status throughout the transition periods

10.1 Following contract award, there will be a 15 day transition-in period. The purpose of this transition-in period is to ensure a smooth transition of services from the predecessor contract to the current contract.
