About this file

This is a Performance Work Statement (PWS) for the removal and disposal of a storage container and its contents of asbestos-containing material from Andersen Air Force Base (AAFB) in Guam. The storage container (8.7ft x 7ft x 7.2ft) is located outside Building 14529 on Polynesian Ave and contains an unspecified number of polyethylene bags labeled as "asbestos containing material."

The contractor must remove the container to their warehouse, potentially repackage the asbestos-containing materials based on bag integrity, and ship the hazardous waste to a regulated U.S. mainland landfill. The contractor must possess regulatory certification to handle, transport, and dispose of asbestos materials. The period of performance is 4 months after contract award. This is a firm-fixed-price purchase order that requires work to be performed Monday through Friday between 0730-1600 hours. The contractor must provide all necessary materials, equipment, and documentation, including shipping manifests and landfill acceptance paperwork. Final documentation of proper disposal at the U.S. landfill must be submitted to AAFB. Project oversight will be provided by Dr. Genevieve Serrette, Environmental Engineer at NAVFAC Marianas, serving as the technical representative.

GENERAL INFORMATION

1. GENERAL:

A storage container located outside Building 14529 and its contents (polyethylene bags, labeled “asbestos containing material”) must be removed from AAFB.

Therefore, this contract request is for a non-personnel services contract to provide for the removal and disposal of a storage container (8.7ft x 7ft x 7.2ft) (Reference Attachment A) and its contents, located outside Building 14529 (on Polynesian Ave., near the front entrance after entering AAFB, see Attachment B). The contents are polyethylene bags, labeled “asbestos containing material”. The Government shall exercise supervision/control over the contract service providers performing the services while on AAFB.

The contractor may have to repackage the contents of the storage cabinet based on the integrity of the polyethylene bags. The exact number of polyethylene bags, labeled “asbestos containing material” in the storage container, has not been accounted for. The container is not a roll-off container.

The polyethylene bags, labeled “asbestos containing material in the container must be shipped off to a regulated U.S. landfill since asbestos is a HAZWASTE material and must be disposed of in a regulated landfill. The bags may contain friable as well as non-friable asbestos containing material.

The exact amounts of the contents (in the storage container) to be shipped to the landfill, the shipping manifest and information on the landfill to which the HAZMAT will be shipped (along with the landfill’s paperwork stating that they will accept the HAZWASTE) must be supplied to the government, prior to shipping the material to the landfill.

The contractor who removes, transports and disposes of the storage container and its contents (polyethylene bags, labeled “asbestos containing material”) must have the regulatory certification to handle, transport and dispose of the asbestos containing material located inside of the storage container. The container may be disposed of separately in the contractor’s waste facility after it is cleaned of all HAZMAT.

The landfill receipt documents will be the final document submission to AAFB after the HAZWASTE is accepted by the U.S. based landfill.

1.1 Description of Services/Introduction:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform the removal and disposal of the storage container and polyethylene bags, labeled “asbestos containing material”, which is located outside Building 14529, as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract.
