About this file

This is a Performance Work Statement (PWS) for Consolidated Declassification and FOIA support services to the Joint Staff Declassification Branch.

The contract provides technical and administrative support for declassification review, action processing, and tracking of record material for the Joint Staff. Services will be performed primarily at the Pentagon, Washington D.C., National Archives and Records Administration (NARA) facility in College Park, Maryland, and other locations within the National Capital Region, with contractor facilities required to be within 30 miles of the Pentagon. The performance period consists of a 12-month base period from May 25, 2026 through May 24, 2027, followed by four 12-month option periods and one six-month option period, extending through November 24, 2031. Work hours are 0800-1630 Monday through Friday, excluding federal holidays. The contractor must staff one On-site Project Manager, one Administrative Support Specialist, one NARA Support Analyst, and a minimum of four Senior Analysts, with three of four Senior Analysts conducting FOIA, MDR, SR, or FRUS reviews in the Pentagon.

Key task requirements include: conducting 100% two-tier review of permanent classified Joint Staff records eligible for automatic declassification (approximately 805 boxes across 2003-2008 collections); processing no fewer than 420 FOIA cases, 200 MDR cases, 100 FRUS cases, and 60 SR cases annually; conducting page-by-page reviews of referral records material (minimum 300,000 pages annually); supporting NARA operations and Kyl-Lott Amendment reviews; providing formal ADR training programs for contract reviewers; and delivering monthly progress reports with detailed metrics. All contractor personnel must possess active Top Secret clearance with SCI eligibility, and the contractor must maintain Top Secret Facility Clearance and IT network certification. Quality standards require minimal administrative errors (no more than one per FRC box for ADR, no more than two administrative errors monthly for FOIA/MDR/FRUS/SR). Acceptable quality levels for archiving actions maintain a 99% standard. All deliverables become government property and must be submitted in Microsoft Word, PowerPoint, Excel, Access, Visio, Project, or Adobe PDF format.
