Performance Work Statement

377 WSSS

Bldg. 708 Combat Arms Range

Part 1

General Information

The contractor shall furnish parts, material, labor, equipment, and supervision necessary to clean, collect, profile, manifest, transport and dispose of ammunition waste and soil impacted with ammunition waste from the Combat Arms Range at Building # 708 for the 377 WSSS/S4C at Kirtland Air Force Base, New Mexico. Contractor shall meet all requirements discussed in this Performance Work Statement (PWS).

1.0 General: This is to supply a contract to provide replacement of filters, cleaning, collection, transportation, and disposal of waste associated with the Combat Arms Range at Building # 708.

1.1 Background: The Combat Arms Range supports organizations on Kirtland Air Force Base with firearms training with non-lead containing ammunition.

1.2 Objectives: Clean and maintain the firing range components and structures to minimize or eliminate any potential personnel exposure.

1.3 Scope:

• Monthly - The contractor will ensure that the firing range as well the trench at the end of the range near the targets will be free of debris monthly by vacuuming this area out. This includes the collection of ammunition fragments/wood particles in the firing range, which is normally located at the firing bay which is the entire area forward of the firing line.

• Quarterly - On a Quarterly basis, the filters in the Range Filtration System will be replaced and the old filters will be properly disposed of, these old filters are inserted at the top of the 55-gallon drum.

• Annual - The ammunition fragment collection containers in each target stall will be emptied and collected for disposal semiannually. These are located at the rear of each firing point and collect the bullet fragments. The collection drum for the Range Filtration System will also be removed for disposal and replaced semiannually or when it reaches 75% capacity, whichever occurs first, this is located at the side of the range and is where the filter is installed to.

1.3 Period of Performance Installation: The period of performance for this requirement shall consist of a base year and 4 optional years.

1.4 Re-Performance: Any failure to perform the requirements listed in this PWS will result in re-performance within 14 days of the unacceptable performance at the expense of the contractor.

1.6 General Information:

1.6.1 Place of Performance: The work is to be performed at Building 708 at Kirtland Air Force Base, NM.

1.6.2 Type of Contract: Reserved.

1.6.3 Hours of Operation: The Contractor is responsible for conducting business between the hours of 0700- 1600 Wednesday or Friday, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks detailed within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential.

1.6.4 Base Access: All commercial trucks must enter through the contractor’s gate located just before the intersection of Gibson and Carlisle. In accordance with Kirtland Air Force Base, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with the 377 WSSS Combat Arms POC, TSgt Barnot, Phone: 505-846-1939 and Base Security to gain permissions to access the base. Gate hours of operation are 0530-0900 inbound/outbound and 1530-1730 outbound only. Once at the gate, the driver must be able to show:

• Current vehicle registration

• Current Proof of Insurance

• A valid and current Driver’s License for the driver

• A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.

• A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.

1.6.5 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open.

1.6.6 Post Award Conference: Reserved.

1.6.7 Key Personnel: The Contractor shall provide a Contract Manager and provide a POC name, number, and email who shall be responsible for the performance of the work.

DEFINITIONS & ACRONYMS

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer (CO): A person with authority to enter, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3 Deliverable: N/A

2.1.4 Quality Assurance (QA):

The government will periodically evaluate the contractor’s performance by appointing a POC to provide contract surveillance and validate that products and services are being provided to the customers’ satisfaction, according to standards. The POC will evaluate the performance of contracted duties through scheduled and unscheduled inspections at the discretion of the government, and upon receipt of verbal or written customer complaints. The POC will validate customer complaints. Final resolution will be the responsibility of the Contracting Officer (CO). The government will use random sampling of recurring outputs and customer complaint methods to evaluate the service provider’s performance to determine if it meets the contract standards.

2.1.5 Quality Control (QC): Reserved.

2.1.6 Subcontractor: Reserved.

2.1.7 Workday: The number of hours per day the contractor provides services in accordance with the contract.

2.1.8 Work Week: Monday through Friday, unless specified otherwise.

2.2 Acronyms: These acronyms may or may not apply to this Scope of Work.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.0 Government Furnished Items and Services:

3.1 Services: Not applicable.

3.2 Facilities: The Government will provide the necessary workspace for the contractor to stage materials on site and/or within the facility.

3.3 Utilities: The Government will provide electricity, and water. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.0 Contractor Furnished Items and Responsibilities:

4.1 General: The contractor shall furnish all supplies, equipment, facilities, and services required to perform work under this contract.

4.2 Secret Facility Clearance: Not applicable.

4.3 Materials: The contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this Performance Work Statement.
