About this file

This Performance Work Statement (PWS) details requirements for Collaborative Joint Planning Software for United States Central Command (USCENTCOM). The software must provide synchronized web-based project management capabilities, currently operating with Authorization to Operate (ATO) on multiple networks including NIPR, SIPR, JWICS, and with potential for Coalition Partner Network integration. Key software capabilities include planning product automation, auto-updates to outputs like briefings and execution synchronization matrices, supporting unlimited users and organizations, and facilitating collaboration across US and coalition headquarters.

The contract includes a base period from 4 September 2025 to 5 September 2026 with four consecutive one-year option periods extending through 5 September 2030. The software must support comprehensive military planning from daily staff work to large Operation Plans, including contingency, crisis, and special project planning. Technical requirements mandate systems engineering services, implementation and integration support, cybersecurity compliance, and the ability to develop planning products as data objects with metadata. Contractor personnel will be limited to four onsite/offsite personnel, requiring security clearances up to Top Secret Sensitive Compartmented Information (TS/SCI) and operating from USCENTCOM Headquarters at MacDill Air Force Base in Florida.

United States Central Command (USCENTCOM) Collaborative Joint Planning Software Performance Work Statement (PWS)

Introduction

USCENTCOM (herein referred to as Client) requires Collaborative Joint Planning Software that incorporates synchronized web-based project management capabilities (herein referred to as Software) that is currently operating on sponsored Authorization to Operate (ATO) on NIPR, SIPR, JWICS, and ability to secure ATO on Coalition Partner Networks/Environment. The company providing the software solution is herein referred to as the Contractor.

Background

Software provides planning product automation, auto-updates to outputs – briefings, execution synchronization matrices (ESM), maps, and written plans and orders. Software supports Client subordinate and supporting units, allies and partners, and other staff directorates. Software supports Client with unlimited users, unlimited plans and projects, collaboration by unlimited contributing organizations. Software facilitates collaboration amongst US and coalition HQs thereby significantly improving planning collaboration and multinational interoperability for better and faster decision making. Software adheres to interoperability principles, and it is an integrated component of Combined Joint All Domain Command and Control (CJADC2).

Objective

Software provides ability to conduct everything from day-to-day staff work to the largest Operation Plans (OPLAN). This includes contingency planning, crisis planning, and special projects at the Joint Task Force level and above. Software enables the development of plans faster, and includes but is not limited to: Flexible Response Options (FRO) and Flexible Deterrence Options (FDO), Concept of Operations (CONOPS), Contingency Plans (CONPLANS), Level 1-4 OPLANS, Planning Orders (PLANORDS), Operations Orders (OPORDS), Fragmentary Orders (FRAGORD), Night Orders, and other military plans and order formats. Software enables the development of these products by structuring these planning products as data objects at the lowest level, providing capability to enrich data objects with metadata.

Period of Performance

Base Period: 4 SEP 2025 – 5 SEP 2026 Option Period One: 4 SEP 2026 – 5 SEP 2027 Option Period Two: 4 SEP 2027 – 5 SEP 2028 Option Period Three: 4 SEP 2028 – 5 SEP 2029 Option Period Four: 4 SEP 2029 – 5 SEP 2030

Scope

Software will help the Client automate Joint Planning product production, planning to execution processes, and organizational efficiency through automated workflows by providing machine enabled tools and techniques including Artificial Intelligence (AI) as available/capable. Software will provide enhancements based on user feedback when aligned with, and beneficial to, other Department of Defense (DoD) users. Software will enable Client Joint Directorates (JDIRs) to collaborate, plan, and synchronize staff operations more efficiently, decreasing workflow timelines.

Outputs will be integrated with Client to support CJADC2 and enhance Command and Control (C2) systems, supporting the execution of operations, exercises, and experimentation. Client owns the data. Contractor does not retain rights to user-created data.
