The contractor will provide a minimum of six (6) LPG remote-controlled fires, a cockpit fire, engine intake fire, wing fuel tank fire, nose landing gear fire, afterburner fire, and a main wheel/brake fire. Included shall be delivery, prop setup and live fire instructions with the extinguishing infrastructure. The contractor will ensure all requirements of NFPA 405, Standard for the Recurring Proficiency of Airport Firefighters, are met and enable all firefighters to comply with all applicable federal guidelines.

The aircraft mobile live fire trainer must be constructed and maintained in accordance with the requirements of NFPA, Federal Aviation Administration, and the Department of Defense. The contractor will provide a mobile aircraft live fire simulator designed to be fully operational and transportable. The Mobile Aircraft Fire Trainer (MAFT) shall be delivered, set up and connected onto Buckley’s training pad. The contractor will ensure delivery no later than one (1) day prior to ensuring proper operation before training begins.

The contractor shall include at least an aircraft fire with an aircraft mock-up (MAFT), using enough fuel to provide a fire simulating realistic aircraft firefighting conditions. The conditions should simulate the type of fire that could be encountered on an aircraft at Buckley Space Force Base Airfield, ranging from small, fixed wing fighter jets (F-16) to large commercial aircraft (747/C-17/C-5). The trainer should provide an opportunity for the firefighting team to be familiarized with the use of all fire extinguishing equipment, enhancing their abilities with the equipment they will be utilizing in an actual accident/incident, and developing tactics, strategies, and procedures.

Buckley Fire Emergency Services (BFES) firefighters are required to participate in two (2) aircraft life fire training exercises per year. The Code of Federal Regulations (14 CFR 139.319 Aircraft Rescue and Firefighting: Operation requirements), states all rescue and firefighting personnel must participate in at least one (1) live-fire drill prior to initial performance of rescue and firefighting duties and every twelve consecutive calendar months thereafter. The Air Force Fire Emergency Services Training Program (CAO 2018 ATP) exceeds these requirements and mandates all firefighters to participate in two (2) live aircraft fire training exercises per year. The MAFT quote shall include semi-annual, 5-day classroom instruction and practical hands-on training evolutions
