1. General Information
1.1 - Purpose: The purpose of this performance work statement is to evaluate the effectiveness of the U.S. Army Corps of Engineers (Corps) wood and gravel nourishment projects downstream of Howard Hanson Dam. Specifically, the monitoring work would be to collect data to inventory large wood debris in the Green River with a focus on tagged wood placed into the river by the Corps.
1.2 - Background:
Wood nourishment: The Corps has augmented spawning gravels in the Green River since 2003 and large wood since 2004 as part of the operation and maintenance of Howard Hanson Dam. Additional wood nourishment is planned for the foreseeable future due to requirements outlined in Endangered Species Act consultation with NMFS. The effects of these projects have periodically been monitored over this timeframe. Large wood distribution has been inventoried annually since 2007 and additional habitat monitoring has occurred once every five years. These monitoring activities will be repeated staring in 2026 through 2030 using the previously used protocols.
1.3 - Period of Performance: The period of performance for each task is described below. The timing of the habitat monitoring is sensitive to environmental conditions and should be conducted during the low flow period consistent with previous iterations of the monitoring. All tasks for each year should be completed by 1 April of the following year. The Government reserves the right to extend the term of this contract in accordance with the terms and conditions contained in FAR clause 52.217-9 entitled, “Option to extend the Term of the Contract.” The period of performance reads as follows:

1.4 - Quality Assurance: The government shall evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
1.5 - Government Remedies: The contracting officer shall follow FAR 52.212-4, “Contract Terms and Conditions-Commercial Items” or 52.246-4, “Inspection of Services-Fixed Price” for Contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
1.6 - Place of Performance: The services described in this PWS shall be performed in King County, WA. Habitat surveys begin within the Tacoma municipal watershed. Access to the watershed must be coordinated with the Corps and Tacoma. Adherence to all Tacoma requirements regarding vehicles, protection of drinking water, etc., must be adhered to.
1.7 - Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conferences convened by the contracting activity or contract administration office in accordance with FAR Subpart 42.5. The contracting officer (KO), Contracting Officer’s Representative (COR), and other Government personnel, as appropriate, may meet periodically with the Contractor to review the Contractor’s performance. At these meetings the contracting officer will apprise the Contractor of how the government views the Contractor’s performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government.

4.1.1 Milestone 1: Conduct large wood inventory 2026, 2028, 2029, 2030
A monitoring protocol and study plan based on the TFW ambient monitoring program was developed in 2001 for the purpose of conducting baseline reach scale physical habitat monitoring in the middle Green River between RM 64.5 and 33 to monitor habitat restoration projects implemented under the AWSP. Methodology and protocols used for this 2001 monitoring shall be replicated in summer each year to evaluate the distribution of large wood and log jams. Any updates to methodology that is described in the 2023 LWD data report shall be included for all of the succeeding reports. This shall include photos of each jam. Specific emphasis shall be made on identifying LWD tagged and released by the Corps at the RM 60 nourishment location. All tagged logs shall be inventoried regardless of size, and location recorded for inclusion in the GIS database. Reach 1, from RM 64.5 to RM 61 shall not be included in the surveys. Data shall be analyzed and summarized consistent with the 2023 LWD data report including updates to all graphs and tables.
4.1.2 Milestone 2: Conduct large wood inventory & Habitat Monitoring 2027
This task repeats habitat monitoring of the middle Green River last conducted in 2022. Methodology and protocols used for this 2001 monitoring were replicated in 2007, 2012, 2017, and 2022 to evaluate trends in monitored endpoints. This task shall repeat the monitoring protocol developed in 2001 as updated in 2022 and as discussed below. Reach 1, from RM 64.5 to RM 61 shall not be included in the 2027 survey. Monitoring endpoints to be collected include:
• Bankfull width
• Residual pool dimensions, frequency, and formative factor
• Large woody debris counts and distribution including photos of each log jam
• Canopy cover
• Riffle substrate
• Habitat unit mapping Specific emphasis shall be made to identify LWD tagged and released by the Corps at the RM 60 nourishment location. All tagged logs shall be inventoried regardless of size and location recorded for inclusion in the GIS database. Side channels in the project reach surveyed during the 2017 work shall also be monitored. Side channel monitoring shall be consistent with the work in 2017. Large wood was inventoried in 2017. The effort resulted in several recommendations for side channel monitoring. These recommendations shall be adopted for the 2027 monitoring effort and be applied to the suite of monitoring variables as appropriate.
4.1.3 Milestone 3: Draft and Final Study Reports
Contractor shall produce draft and final reports summarizing the work. The 2022 data report should serve as model for the 2027 habitat monitoring task and the 2023 report should serve as a model for all other years under this contract. Comparisons to data collected from previous years shall be made. This shall include analysis of any changes in LWD, riffle particle size, and pool habitat area. All tables, graphs, and analysis presented in the 2022 and 2023 reports shall be updated for the succeeding reports. LWD tables and analysis shall be consistent with the analysis conducted in 2023. A GIS database shall be developed for the habitat data according to standards described below.
Electronic data layers shall be developed for each endpoint compatible with ArcGIS 10x. Data shall be referenced to North American Datum of 1983. Digital orthophotos provided by the Corps shall serve as a base map for the GIS and for data collection. Contractor shall provide metadata files for all geospatial data and products produced under this task order. Geospatial data are defined as information that identifies the geographic location and characteristics of natural or constructed features and boundaries on the earth. Geospatial data affected by these requirements are those generated in a Geographic Information System or other computer system that employs or references data using either absolute, relative, or assumed coordinates. The metadata file shall conform to the Federal Geographic Data Committee (FGDC) standards. Digital metadata files shall be provided to the Government along with each final product deliverable, unless otherwise approved by the Contracting Officer.
